CONTRACTS 

NAVY 

Electric Boat Corporation, Groton, Conn., is being awarded a $110,872,004 modification to previously awarded contract (N00024-03-C-2102) for execution of USS Springfield (SSN 761) depot modernization period. Work will be performed in Groton, Conn. (95 percent), and Quonset, R.I. (5 percent), and is expected to be completed in June 2005. Contract funds in the amount of $96,926,600 will expire at the end of the current fiscal year. The Supervisor of Shipbuilding Conversion and Repair, USN, Groton, Conn., is the contracting activity. 

Raytheon Co., Falls Church, Va., is being awarded a $36,800,000 not-to-exceed, cost-plus-award-fee/incentive-fee modification to a previously awarded contract (N00019-00-C-0190) for tactical control system (TCS) software to support the Navy Fire Scout unmanned aerial vehicle (UAV) integration onto the littoral combat ship. It will also provide the TCS engineering and test support for the Fire Scout system to achieve initial operational capability. Work will be performed in Falls Church, Va. (56 percent); Dahlgren, Va. (30 percent); San Pedro, Calif. (10 percent); and State College, Pa. (4 percent), and is expected to be completed in March 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity. 

DEFENSE INFORMATION SYSTEMS AGENCY

 Computer Associates International, Inc. Herndon, VA is being awarded a firm-fixed price contract to provide follow-on software license and maintenance support for the Defense Information Systems Agency Computing Services Enterprise. Estimated life cycle value is $101,544,693. The period of performance will be five years with a one-year base period, plus four one-year option periods. Type of appropriation is operation and maintenance. Fiscal year 2004 is applicable to the base period. The total award amount for the one-year base period is $33,549,127. This acquisition was publicized as a sole source acquisition pursuant to the authority of 10 U.S.C. 2304(c)(1), and only one offer was received. The Defense Information Technology Contracting Organization, Scott Air Force Base, IL is the contracting activity. HC1013-04-C-5007 

AIR FORCE

 Northrop Grumman Space and Mission Systems Corp., Redondo Beach, Calif., is being awarded a $46,000,000 cost-plus award-fee contract. Northrop Grumman Mission Systems (NGMS) will develop and deliver an on-orbit Space Based Space Surveillance Pathfinder satellite. These efforts include the purchase of materials and services necessary to design, build, launch and operate this single satellite with a visible sensor payload and to design, build and operate a ground segment to support initial satellite operations. The award will be made NGMS as an undefinitized contract action to an existing contract. The locations of performance are The Boeing Co., Huntington Beach, Calif. and Ball Aerospace and Technologies Corp., Defense Systems, Boulder, Colo. At this time, $23,000,000 of the funds has been obligated. This work will be complete by June 2007. The Headquarters Space and Missile Systems Center, Los Angeles, Calif., is the contracting activity (FA8819-04-C-0002).

 Lockheed Martin Information Systems, Orlando, Fla., is being awarded a $32,196,490 firm fixed price contract modification to provide for advanced targeting pods, containers, pylons, warranty, spares, and associated support. The mission involves the Air Force Air Combat Command and the Air National Guard. The major objective of the program is to acquire state-of-the-art targeting pods to support the F-16 and F-15 aircraft. Total funds have been obligated. This work will be complete by December 2005. Negotiations were completed March 2004. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-01-D-2029, 0019).

 Boeing Co., Wichita, Kan., is being awarded a $6,432,477 cost-plus fixed-fee contract modification to provide for global air traffic management II and senior leadership communication system kits for E-4B aircraft 74-0125. Total funds have been obligated. This work will be complete by January 2005. Solicitation began July 2003 and negotiations were completed March 2004. The Headquarters Oklahoma City Air Logistics Center, Tinker Air Force Base, Okla., is the contracting activity (F34601-03-C-0155, P00018). 

DEFENSE LOGISTICS AGENCY

 Southern Terminal Services*, Inc., Summerville, S.C. is being awarded a $6,060,000 firm fixed price type of contract for automated fuel dispensing services for the Army. This award is for a base period of five years with three five year options, for a possible total of 20-years. Work will also be performed in Fort Carson, Colo. Performance completion date is expected to be Sept. 30, 2009. Contract funds will not expire at the end of this fiscal year. This was a web solicitation and seven responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-C5417).

 Stegner Food Product Co.*, Cincinnati, Ohio, is being awarded a $8,918,976 fixed price with economic price adjustment and indefinite quantity type of contract for various polymeric tray-pack ration items for the Army. This contract is exercising its third year option. Performance completion date is expected to be February 28, 2005. Contract funds will not expire at the end of this fiscal year. There were 12 proposal solicitations and four responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0300-00-D-Z207)

 Superior Aviation Fuel Enterprises, LLC*, Jacksonville, Fla., is being awarded an $8,501,118 fixed price with economic price adjustment type of contract for fuel for the military services. Performance completion date is expected to be Mar. 31, 2007. Contract funds will expire at the end of this fiscal year. There was one proposal solicitation and one responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-04-D-0075). 

ARMY

 Olin Corp., East Alton, Ill., was awarded on March 25, 2004, a delivery order amount of $5,011,248 as part of a $39,333,135 firm-fixed-price contract for 9 mm ammunition. Work will be performed in East Alton, Ill., and is expected to be completed by March 30, 2006. Contract funds will not expire at the end of the current fiscal year. There were four bids solicited on Jan. 15, 2001, and four bids were received. The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (DAAA09-01-D-0006).
