NAVY

Al Larson Boat Shop, Terminal Island, Calif., is being awarded a potential $87,000,000 indefinite-delivery/indefinite-quantity, multiple-award contract, to provide Naval Surface Warfare Center, Combatant Craft Department, marine boatyard and industrial support services. Marine boatyard and industrial support includes materials and services related to specific modifications, upgrades, service-life extension and repairs to non-commissioned boats, service craft or their associated systems, and periodic maintenance, as tasked by delivery orders issued under this contract. Work will be performed in San Pedro, Calif. (50 percent) and San Diego, Calif. (50 percent), and is expected to be completed by June 2009. Contract funds in the amount of $50,000, will expire at the end of the current fiscal year. The contract was competitively procured and advertised on the Internet, with six offers received. Horizon Lines, LLC, Kenilworth, N.J., is being awarded a $22,877,960 firm-fixed-price contract with award term options and reimbursables. The contract is for the operation and maintenance of seven government-owned oceanographic survey ships to support the Naval Oceanography Program, which is under the technical direction of Commander, Naval Meteorology and Oceanography Command. This contract contains options, which if exercised, would bring the total cumulative value of this contract to $187,381,848. Work will be performed worldwide in support of the Military Sealift Commands programs, and is expected to be completed in September 2005. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured and posted to the Military Sealift Command webpage, with 30 proposals solicited and seven offers received. Gestalt, LLC, King of Prussia, Pa., is being awarded a $7,731,316 not-to-exceed, cost-plus-fixed-fee contract for the development of the distributed mission interoperability toolkit, a suit of tools, processes, and components that will enable on-demand interoperability among and between command, control, communication, computers and intelligence (C4I) systems and simulators. Work will be performed in Camden, N.J., and is expected to be completed in June 2005. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured under a Broad Agency Announcement; one offer was received. The Naval Air Systems Command Training Systems Division, Orlando, Fla., is the contracting activity (N61339-04-C-0069).

BAE Systems Applied Technologies, Rockville, Md., is being awarded a $7,481,359 modification to a previously awarded cost-plus-fixed-fee, term contract (N00421-01-C-0077) to exercise an option for technical and engineering services to support the development, procurement, integration, testing, installation and certification of shipboard communication systems; the development and integration of like systems at shore sites associated with the deployment of, or fleet support to, surface combatants; and the development, testing and integration of mobile and airborne communication systems designed to interface with the command, control, communication, computers and intelligence architecture of surface combatants. The estimated level of effort for this option is 125,300 man-hours. Work will be performed in California, Md. (80 percent); St. Inigoes, Md. (10 percent), Bath, Maine (5 percent); and Pascagoula, Miss. (5 percent), and is expected to be completed in June 2009. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

MISSILE DEFENSE AGENCY

L-3 Communications/Aeromet, Inc. of Tulsa, Okla. is being awarded a sole source contract in the amount of $8,316,267.00 for the delivery of two modified High Altitude Observatory test assets as an integral part of the Airborne Sensors Program to provide test and verification of the Ballistic Missile Defense System. The test assets are expected to be delivered in May 2004. Contract funds will not expire at the end of the current fiscal year. The contracting activity is the Missile Defense Agency, 7100 Defense Pentagon, Washington, D.C. 20301-7100. This contract will be awarded using FY 2004 RDT&E funds. (HQ0006ā€‘04ā€‘Cā€‘0001)

DEFENSE LOGISTICS AGENCY

Ebrex Food Services Sarl, Geneva, Switzerland, is being awarded a $25,442,615 firm fixed price with indefinite delivery/quantity type of contract for prime vendor for supply and distribution of food for the for the Army, Navy, and Air Force. Work will also be performed in Maryland, Italy, Macedonia, Spain, and Portugal. Performance completion date is expected to be June 30, 2005. Contract funds will expire at the end of the current fiscal year. There were 270 proposal solicitations and two responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0300-03-D-3059).

Wellco Enterprises, Inc., Waynesville, N.C., is being awarded a $9,295,845 fixed price with economic price adjustment and fixed quantity type of contract for boots for the Army. Work will also be performed in Aguadilla, Puerto Rico. Performance completion date is expected to be April 23, 2005. Contract funds will expire at the end of the current fiscal year. There were eight proposal solicitations and seven responded. The contracting activity is the Defense Supply Center Philadelphia, Philadelphia, Pa. (SP0100-04-C-0471)

AIR FORCE

Lockheed Martin Corp., Sunnyvale, Calif., is being awarded a $5,282,616 cost-plus award-fee incentive fee contract modification to provide for a mode survey test to ensure a spacecraft is adequately designed to withstand structural loads present during the launch and ascent environments. Test-validated models will be used to accurately predict structural margins of safety within the spacecraft design. At this time, $721,463 of the funds has been obligated. This work will be completed by June 2010. Negotiations were completed June 2004.
