CONTRACTS

AIR FORCE

Metric Corp., Fort Walton Beach, Fla., is being awarded a $69,038,453 cost-plus fixed-fee contract to provide for the Enhanced Range Applications Program, which will develop and produce the next-generation range data system. It will provide military test and evaluation ranges with enhanced Global Positioning System-base time, space position information. This will improve the ranges capabilities for comprehensive testing of advanced aircraft, avionics, and weapons. The locations of performance are Metric Systems, Fort Walton Beach, Fla., Rockwell Collins Corp., Cedar Rapids, Iowa, and other locations. At this time, $10,200,000 of the funds have been obligated. This work will be complete by July 2007. Solicitation began February 2004 and negotiations were completed June 2004. The Air Armament Center, Eglin Air Force Base, Fla., is the contracting activity (FA8678-04-C-0215).

BAE Systems Enterprise Systems, Fairfax, Va., is being awarded a $49,900,000 indefinite delivery/indefinite quantity contract to provide for system engineering, software engineering, integration management and configuration management for the Department of the Defense Intelligence Information System and the U.S. intelligence community worldwide. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the amount above. BAE Systems will perform this effort at various locations. At this time, $1,250,000 of the funds has been obligated. This work will be complete by April 2007. Solicitation began December 2003 and negotiations were completed July 2004. The Air Force Research Laboratory, Rome, N.Y., is the contracting activity (F30602-04-D-0009).

Satellite Systems, Marquette, Mich., is being awarded a $6,524,119 firm fixed price with Times and Materials contract to provide for base operating support services from February 2005 through January 2006 at March Air Reserve Base, Calif. This contract is being awarded conditionally, subject to public review, as a result of a cost comparison study pursuant to Office of Management and Budget Circular A-76. Satellite Systems will perform this effort at March Air Reserve Base, Calif. At this time, $91,368 of the funds has been obligated. This work will be complete by January 2006. Solicitation began April 2003 and negotiations were completed June 2004. The Air Force Reserve Command is the contracting activity (FA4664-05-C-0001).

ARMY

Sikorsky Aircraft Corp., Stratford, Conn., was awarded on July 1, 2004, a $35,545,893 modification to a firm-fixed-price contract for eight UH-60L/S70A aircraft. Work will be performed in Stratford, Conn., and is expected to be completed by Aug. 31, 2008. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 12, 2004. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-02-C-0006).

Purcell Construction Corp.*, Watertown, N.Y., was awarded on June 30, 2004, a delivery order amount of $20,000,000 as part of a $42,500,000 firm-fixed-price contract for maintenance, repair, and rehabilitation of facilities and equipment. Work will be performed at Fort Drum, N.Y., and is expected to be completed by June 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Oct. 3, 2001. The U.S. Army Contracting Agency, Fort Drum, N.Y., is the contracting activity (DAKF36-02-D-0006).

Lawman Heating and Cooling Inc.*, Sackets Harbor, N.Y., was awarded on June 30, 2004, a delivery order amount of $15,000,000 as part of a $37,500,000 firm-fixed-price contract for maintenance, repair, and rehabilitation of facilities and equipment. Work will be performed at Fort Drum, N.Y., and is expected to be completed by June 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Oct. 3, 2001. The U.S. Army Contracting Agency, Fort Drum, N.Y., is the contracting activity (DAKF36-02-D-0005).

GM GDLS Defense Group L.L.C., Shelby Township, Mich., was awarded on July 7, 2004, a delivery order amount of $14,227,671 as part of a $34,992,845 cost-plus-fixed-fee contract for new equipment training and fielding support to the 3rd Stryker Brigade Combat Teams Stryker Family of Combat Vehicles. Work will be performed at Fort Richardson, Alaska (75 percent) and Fort Lewis, Wash. (25 percent), and is expected to be completed by May 30, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on July 24, 2003. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-00-D-M051).

General Dynamics Land Systems, Muskegon, Mich., was awarded on July 7, 2004, a delivery order amount of $8,650,568 as part of a $43,179,193 firm-fixed-price contract for conversion of unserviceable government furnished Bradley Fighting Vehicle transmissions to serviceable HMPT500-3ECA transmissions. Work will be performed in Muskegon, Mich., and is expected to be completed by March 30, 2005. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Dec. 10, 2002, and one bid was received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-03-D-N118).

Raytheon Co., Tewksbury, Mass., was awarded on July 7, 2004, a $6,190,000 firm-fixed-price contract for A22A test station upgrade kits, technical assistance services, logistics engineering assistance services, and training and documentation/publication. Work will be performed in Tewksbury, Mass., and is expected to be completed by Jan. 30, 2008. Contract funds will not expire at the end of the current fiscal year. HemCon Inc.*, Tigard, Ore., was awarded on July 1, 2004, a delivery order amount of $6,000,000 as part of a $29,600,000 requirements contract for hemostatic control bandages (Chitosan): capacity expansion and procurement. Work will be performed in Tigard, Ore., and is expected to be completed by June 30, 2006. Contract funds will not expire at the end of the current fiscal year. Wellco Enterprises, Inc.*(Set-Aside), Waynesville, N.C., is being awarded a $19,138,904 fixed price with economic price adjustment and indefinite delivery type of contract for infantry combat boots for the Army and Air Force. Work will also be performed in Aguadilla, Puerto Rico. Performance completion date is expected to be in July 10, 2005. Contract funds will expire at the end of the current fiscal year. NAVY

C-Cubed Corp., Springfield, Va., is being awarded an $11,871,703 modification to a previously awarded cost-plus-fixed-fee term contract (N00421-01-C-0125) to exercise an option for engineering and technical support for services and supplies for the Electronic Communication Systems. Work will be performed in Lexington Park, Md., and is expected to be completed in July 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md. is the contracting activity.
