Work will be performed in Kuwait City, Kuwait. The performance completion date is January 2007. This contract has a two-year base period. Work will be performed in Dubai, United Arab Emirates and Kabal, Afghanistan. The performance completion date is January 2007. This contract has a two-year base period. Contract funds will expire at the end of the current fiscal year. Proposals were solicited on the Web with six responses. NAVY

DZSP 21 LLC, Philadelphia, Pa., is being awarded a $34,091,248 (base period) cost-plus-award-fee contract with award options for base operations support services in the Territory of Guam for the Commander, Naval Forces Marianas. This contract contains options, which if exercised, will bring the cumulative value of this contract to $423,453,152. Work will be performed at various installations in the Territory of Guam, and is expected to be completed December 2005. (December 2014 with options). Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the NAVFAC e-solicitation website with seven offers received. The Naval Facilities Engineering Command Pacific, Pearl Harbor, Hawaii, is the contracting activity (contract number N62742-05-C-3501).

Interstate Electronics Corp., Anaheim, Calif., is being awarded a $28,396,800 cost-plus-fixed-fee, cost-plus-incentive-fee contract to provide services for program management, system engineering support, liaison engineering, documentation, manufacturing support, logistics, contract inventory services, TRIDENT II Backfit Support and Field Services to ensure the data capture, and accuracy of the TRIDENT II FBM Test Instrumentation hardware systems including M345/LASS, M240R, and M250 systems. In addition the contractor shall provide for the United Kingdom (UK) Level-Of-Effort (LOE) support, repairs and replenishment and SPALTs. This contract was not competitively procured. Work will be performed in Anaheim, Calif., and is expected to be completed in September 2005. Contract funds in the amount of $22,006,700 will expire at the end of the current fiscal year. The Navy's Strategic Systems Program, Washington, D.C., is the contracting activity (N00030-05-C-0006).

LB&B Associates Inc., Columbia, Md., is being awarded a $21,198,786 firm-fixed-price contract with indefinite-quantity provisions for base operations and hazardous waste services within Naval District Washingtons area of operation. This contract contains options, which if exercised, will bring the cumulative value of this contract to $102,073,806. Work will be performed in Naval District Washingtons area of operation (38 percent); outlying sites in Maryland (60 percent) and Northern Virginia. (2 percent), and is expected to be completed in March 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 15 proposals solicited and two offers received. The Naval Facilities Engineering Command Washington, Washington, D.C., is the contracting activity (N62477-01-D-0146).

Lockheed Martin Corp., Simulation, Training and Support Div., Orlando, Fla., is being awarded a $16,330,274 modification to a previously awarded firm-fixed-priced contract (N00019-00-C-0480) to exercise an option for the Fiscal Year 2005 2009 procurement of 440 Consolidated Automated Support System Test Program Sets in support of the Navys E-2C and EA-6B platforms. Work will be performed in Orlando, Fla., and is expected to be completed in January 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Rockwell Collins Government Systems Inc., Cedar Rapids, Iowa, is being awarded an $8,646,260 modification to a previously awarded firm-fixed-priced contract (N00019-02-C-3004) to exercise an option for AN/ARC-210(V) Electronic Protection Radio Systems for the Governments of Australia and Canada. This modification consists of 110 each RT-1794C Receiver Transmitters and HAVEQUICK Royalty Fee-Category I licenses for the Canada Maritime Surveillance Helicopter, and 41 each RT-1794(C) Receiver Transmitters and HAVEQUICK Royalty Fee-Category I licenses for the Australia Wedgetail. Work will be performed in Cedar Rapids, Iowa, and is expected to be completed in December 2006. This contract combines purchases for the governments of Canada ($6,298,600; 73 percent) and Australia ($2,347,660; 27 percent) under the Foreign Military Sales Program. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Raytheon Technical Services Co., Norfolk, Va., is being awarded an $8,543,107 time and material order contract for repair parts for the Sidewinder Missile, SPS-49 Radar System, USC-38 and WSC-6 Communication System. Work will be performed in Norfolk, Va. (36 percent); Chula Vista, Calif. (53 percent); and Goleta, Calif. (11 percent), and is expected to be completed by December 2005. Contract funds will not expire by the end of the fiscal year. This contract was not competitively procured. The Naval Inventory Control Point is the contracting activity (N00104-02-G-A404-0006).

EDO Electro-Ceramic Products, Salt Lake City, Utah, is being awarded a $5,774,037 firm-fixed-price modification to previously awarded contract (N00024-02-C-6329) to exercise an option for production of two TR-343 sonar array assemblies including first article test units. This contract will provide for procurement of two shipsets of TR-343 transducer elements, array cable assemblies, staves and installation hardware for new-construction of guided missile destroyers. Work will be performed in Salt Lake City, Utah, and is expected to be completed by December 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

AIR FORCE

Lockheed Martin Commercial Launch Services, Denver, Colo., is being awarded a firm fixed price contract modification to provide for Evolved Expendable Launch Vehicle launch services for National Reconnaissance Office West Coast Mission NROL-29. The location of performance is Lockheed Martin Space Systems Co., Littleton, Colo. No funds have been obligated. This work will be complete by July 2006. Solicitation began September 2004 and negotiations were completed November 2004. The Headquarters Space and Missile Systems Center, Los Angeles, Calif., is the contracting activity (F04701-98-D-0001, P00023).

NumerEX, Albuquerque, N.M., is being awarded a $5,000,000 indefinite delivery/indefinite quantity contract to provide for research and development techniques, which includes theoretical and computational analysis for the determination of the behavior of HPM source concepts and of various plasma applications, and for the determination of scaling laws for frequency, growth rate, and studies of competing instabilities. The contractor will conduct research to explore the use of new materials, processes, and methods for improving the HPM source and subsystem performance characteristics, and efficiencies. In addition, the contractor will create follow-on cost and schedule plans, and will participate in design reviews and technical interchange meetings. One task order will be awarded at the same time of the basic contract. At this time, $75,000 of the funds has been obligated. This work will be complete by December 2009. Solicitation began July 2004 and negotiations were completed November 2004. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (FA9451-05-D-0157).

ARMY

General Electric Co., Lynn, Mass., was awarded on Dec. 17, 2004, a delivery order amount of $2,529,078 as part of a $5,161,384 firm-fixed-price contract for eight 700 to 701D Engines and one 701C to 701D Engine. Work will be performed in Lynn, Mass., and is expected to be completed by Dec. 31, 2008. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Dec. 4, 2003. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-D-0032).

Navistar International Transportation, Knoxville, Tenn., was awarded on Dec. 17, 2004, a delivery order amount of $1,496,877 as part of a $15,210,237 firm-fixed-price contract for 15 6X4 Truck Tractors with essential equipment and three manuals. Work will be performed in Garland, Texas, and is expected to be completed by June 30, 2008. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on May 3, 2004, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-05-D-B071).
