CONTRACTS

NAVY

ITT Avionics, Clifton, N. J., is being awarded a $68,394,300 modification to a previously awarded firm fixed price contract (N00019-04-C-0074) to exercise an option for the Fiscal Year 2005 full rate production II (FRP II) of 38 AN/ALQ-214 (V)2 Integrated Defensive Electronic Countermeasure (IDECM) Radio Frequency Countermeasure (RFCM) units. Work will be performed in Clifton, N.J., and is expected to be completed in July 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.

Lockheed Martin Corp., Maritime Systems and Sensors (LMMSS), Manassas, Va., is being awarded a $61,634,629 cost plus incentive fee/award fee modification to previously awarded contract (N00024-04-C-6207) for level-of-effort engineering and technical services and associated materials for the design and development of upgrades, systems support for the Acoustic Rapid Commercial Off-The-Shelf (COTS) Insertion (A- RCI) program. A-RCI is a sonar system upgrade installed on SSN 688, SSN 6881, SSN 774, SSN 21, SSGN and SSBN 726 Class submarines. The system integrates and improves towed array, hull array, sphere array, and other ship sensor processing. These improvements are incorporated via rapid insertion of COTS-based hardware and software. Efforts to be performed include interfaces to the legacy systems; signal processing enhancements; display enhancements; and incorporation of Government Furnished Information (GFI) algorithms. Work will be performed in Manassas, Va. (82 percent) and Syracuse, N.Y. (18 percent), and is expected to be completed by December 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Rolls-Royce Corp., Indianapolis, Ind., is being awarded a $59,336,600 modification to a previously awarded firm fixed price contract (N00019-95-C-0209) to exercise an option for the Fiscal Year 2005 procurement of 16 AE1107C MV-22 engine (installs) and 5 MV-22 engines (spares) for the U.S. Marine Corps, and 6 AE1107C CV-22 engines (installs) and 2 engines (spares) for the U.S. Air Force. Work will be performed in Indianapolis, Ind., and is expected to be completed in January 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Lockheed Martin, Naval Electronics and Surveillance Systems Surface Systems, Moorestown, N.J., is being awarded a $56,650,000 modification to previously awarded contract (N00024-03-C-5115) to exercise an option for 637,494 hours to perform engineering services for DDG 51 Class AEGIS Combat System Installation, Integration and Test (DDG 93 and follow), in support of the Program Executive Officer for Integrated Warfare Systems. The required services are for program management and operation support, quality assurance, configuration management, ship design integration, installation support, firmware maintenance, combat system test and evaluation, Navy furnished material support, special studies for the DDG 51 Class Ships, and future-ship integration studies. Work will be performed in Moorestown, N.J. (60 percent); Bath, Maine (20 percent); and Pascagoula, Miss. (20 percent), and is expected to be completed by December 2005. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C, is the contracting activity.

United Defense LP, Armament Systems Division, Louisville, Ky., is being awarded a $10,287,964 firm fixed price modification to previously awarded Basic Ordering Agreement (N00024-Q4-G-4146) for production and delivery of 8 (ea) MK 32 Mod 15 Surface Vessel Torpedo System shipsets for DDGs 105 through 112. Work will be performed in Louisville, Ky., and is expected to be completed by June 2010. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington D.C., is the contracting activity.

AIR FORCE

Northrop Grumman Defense Mission Systems, Reston, Va., is being awarded a $23,754,050 cost plus award fee contract modification. This project is in support of DoDs Global Transportation Network 21st Century. This modification rebaselines both cost and schedule for Initial Operational Capability. The location of performance is Northrop Grumman Defense Mission System, OFallon, Ill. At this time, $18,905,695 of the funds has been obligated. This work will be complete by August 2005. The AMC Contracting Flight, Scott Air Force Base, Ill., is the contracting activity (F19628-02-C-0034, P00035).

Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded a $6,021,566 cost plus fixed fee contract. This action definitizes an effort that will take a draft Universal Armament Interface Common Interface Control Document (CICD) and develop a baselined CICD document in time for the 3rd quarter FY05 F-15 Operational Flight Profile upgrade. The locations of performance are Lockheed Martin Corp., Fort Worth, Texas (51 percent) and Lockheed Martin Missiles and Fire Control, Orlando, Fla. (49 percent). Total funds have been obligated. This work will be complete by December 2005. Solicitation began October 2004 and negotiations were completed December 2004. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8626-05-C-2063).

ARMY

United Defense L.P., Santa Clara, Calif., was awarded on Jan. 12, 2005, a delivery order amount of $15,000,000 as part of a $30,000,000 firm fixed price contract for M113A3, M1, and Bradley Survivability Enhancement Armor. Work will be performed in Santa Clara, Calif., and is expected to be completed by July 31, 2005. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Jan. 3, 2005. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-G-M002).

Raytheon Co., Bedford, Mass., was awarded on Jan. 13, 2005, a $3,008,000 increment as part of a $21,653,989 cost plus fixed fee contract for the Joint Land Attack Cruise Missile Defense Elevated Netted Sensor Rapid Aerostat Initial Deployment System. Work will be performed in Bedford, Mass., and is expected to be completed by Jan. 12, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Feb. 3, 2003. The U.S. Army Space and Missile Defense Command, Huntsville, Ala., is the contracting activity (DASG60-03-C-0017).

DEFENSE LOGISTICS AGENCY

ExxonMobil Fuels Marketing, Fairfax, Va., is being awarded a $15,884,709 fixed price with economic price adjustment contract for USG Fuel (F76) for the U.S. Navy. The estimated performance completion date is January 30, 2006. Contract funds will expire at the end of the current fiscal year. There were 16 proposals and 14 responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-05-D-0466)
