TRICARE MANAGEMENT ACTIVITY

United Concordia Companies Inc. (UCCI), Harrisburg, Pa., is being awarded a $1,422,940,516 fixed-price premium-based contract for the TRICARE Dental Program. The contract provides for an approximate 10-month base period for transition and 5, one-year option periods for dental services. The base period is from April 6, 2005 through January 31, 2006. Dental services will begin February 1, 2006, and will end January 31, 2011, if all options are exercised. UCCI is required to furnish worldwide, comprehensive dental coverage to include preventive, diagnostic, restorative and maintenance services to all eligible Uniformed Services active duty family members, members of the Selected Reserve and Individual Ready Reserve and their eligible family members. The contract is a fixed-price premium-based contract. Proposals were solicited via the Web site and competitively procured with 3 offers received. The TRICARE Management Activity, Aurora, Colo., is the contracting activity (H94002-05-D-0001).

ARMY

Raytheon/Lockheed Martin JAVELIN (Joint Venture), Tucson, Ariz., was awarded on April 1, 2005, a $127,975,109 modification to a firm-fixed-price contract for Javelin Weapon System Hardware Procurement. Work will be performed in Tucson, Ariz. (60 percent), and Orlando, Fla. (40 percent), and is expected to be completed by Feb. 28, 2008. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on May 22, 2003. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W31P4Q-04-C-0136).

United Defense L.P., York, Pa., was awarded on March 31, 2005, a delivery order amount of $71,500,000 as part of a $71,500,000 firm-fixed-price contract for remanufacture of M2A3 Vehicles. Work will be performed in York, Pa. (83 percent), Aiken, S.C. (5 percent), San Jose, Calif. (8 percent), and Fayette, Pa. (4 percent), and is expected to be completed by Jan. 31, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on March 3, 2005. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-05-G-0005).

Sikorsky Aircraft Corp., Stratford, Conn., was awarded on March 31, 2005, a $17,740,992 modification to a firm-fixed-price contract for conversion of four UH-60L Blackhawk Helicopters to HH-60L configuration. Work will be performed in Stratford, Conn., and is expected to be completed by Dec. 31, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Oct. 4, 2000. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (DAAH23-02-C-0006).

KCI Construction Inc., Afton, Mo., was awarded on March 31, 2005, a $13,352,535 firm-fixed-price contract for construction of a chemical, biological, radiological, and nuclear training building. Work will be performed at Fort Leonard Wood, Mo., and is expected to be completed by March 31, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Jan. 17, 2005, and four bids were received. Lobar Construction Services Inc., Dillsburg, Pa., was awarded on March 31, 2005, a $13,325,102 firm-fixed-price contract for construction of a U.S. Army Reserve Center. Work will be performed in Lebanon, Pa., and is expected to be completed by May 1, 2007. Contract funds will not expire at the end of the current fiscal year. McDonnell Douglas Helicopter Co., Mesa, Ariz., was awarded on March 31, 2005, a $12,475,566 modification to a firm-fixed-price contract for PVII Phase 1 Spares, PVII Phase 1 Peculiar Ground Support Equipment. Work will be performed in Mesa, Ariz., and is expected to be completed by Oct. 15, 2006. Contract funds will not expire at the end of the current fiscal year. ITT Industries*, Roanoke, Va., was awarded on March 31, 2005, a delivery order amount of $10,027,230 as part of a $562,806,386 firm-fixed-price contract for Night Vision Goggles. Work will be performed in Roanoke, Va., and is expected to be completed by March 31, 2010. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Dec. 12, 2004, and two bids were received. Chamberlain Manufacturing Corp., Scranton, Pa., was awarded on April 1, 2005, a $9,436,288 modification to a firm-fixed-price contract for Metal Parts. Work will be performed in Scranton, Pa., and is expected to be completed by Sept. 30, 2006. Contract funds will not expire at the end of the current fiscal year. QSS Group Inc.*, Lanham, Md., was awarded on March 31, 2005, a delivery order amount of $8,428,828 as part of a $37,724,006 firm-fixed-price contract for Information Technology Services. Work will be performed in Peachtree City, Ga., and is expected to be completed by March 31, 2006. Contract funds will not expire at the end of the current fiscal year. There were five bids solicited on Jan. 14, 2005, and four bids were received. The U.S. Army Reserve Contracting Center, Fort Dix, N.J., is the contracting activity (W91QUZ-04-D-0005).

Northrop Grumman Systems Corp., Melbourne, Fla., was awarded on April 1, 2005, a $5,500,000 modification to a cost-plus-incentive-fee contract for the Incorporation of Reconnaissance, Surveillance, and Target Acquisition and Laser Designation Functionality into the Airborne Standoff Minefield Detection System Block 1. Work will be performed in Anaheim, Calif. (62.2 percent), Herndon, Va. (26.3 percent), and Melbourne, Fla. (11.5 percent), and is expected to be completed by Oct. 31, 2009. 3001 Inc.*, New Orleans, La., was awarded on March 31, 2005, a delivery order amount of $5,290,353 as part of a $5,290,353 firm-fixed-price contract for Production and Delivery of Line of Communication Cells. Work will be performed at Stennis Space Center, Miss., and is expected to be completed by March 30, 2006. Contract funds will not expire at the end of the current fiscal year. Omega Training Group*, Columbus, Ga., was awarded on March 31, 2005, a delivery order amount of $2,891,770 as part of a $5,783,540 time and material contract for Contractor Support for the U.S. Army Infantry School. Work will be performed at Fort Eustis, Va., and is expected to be completed by March 31, 2006. Contract funds will not expire at the end of the current fiscal year. Westech International Inc.*, Albuquerque, N.M., was awarded on March 31, 2005, a $395,100 increment as part of an $18,049,004 cost-plus-award-fee contract for Test Support Services. DEFENSE LOGISTICS AGENCY

PRO Petroleum, Laguna Hills, Calif., * is being awarded a maximum $50,734,482 fixed price with economic price adjustment contract for gasoline, diesel fuels and burner oil for U.S. Army, Navy, and Air Force and federal civilian agencies. Contract also will be performed in various locations throughout Arizona, California and Nevada. Performance completion date is August 31, 2009. Contract funds will expire at the end of fiscal year 2009. Two hundred twenty-eight proposals were submitted with 33 responses. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-4535).

River City Petroleum Inc., W. Sacramento, Calif., * is being awarded a maximum $28,550,131 fixed price with economic price adjustment contract for gasoline and diesel fuels for U.S. Navy, and Air Force and federal civilian agencies. Contract will also be performed in various locations throughout California. Performance completion date is August 31, 2009. Contract funds will expire at the end of fiscal year 2009. Two hundred twenty-eight proposals were submitted with 33 responses. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-4543).

NAVY

RFD Beaufort Inc. Sharon Center, Ohio, is being awarded a $19,938,600 Blanket Purchase Agreement (BPA) contract for the manufacture of 25-person inflatable life rafts for us on U.S. Navy vessels. Work will be performed in Sharon Center, Ohio, and work is expected to be completed April 2010. Contract funds will not expire at the end of the current fiscal year. The contractual action is a BPA against Federal Supply Schedule GS-07F-0763N with RFD Beaufort. The BPA will be in effect for five years or until the GSA contract expires. This contract was not competitively procured. The Naval Inventory Control Point, Mechanicsburg, Pa., is the contracting activity (N00104-05-A-ZE01).

DRS Surveillance Support Systems Inc., Largo, Fla., is being awarded a not-to-exceed $9,168,240 firm-fixed-price modification to previously awarded contract (N00024-03-C-4003) for production of 15 V(5) back-fit kits for the AN/SPS-67 (V) Radar System program. Work will be performed in Largo, Fla., and is expected to be completed by December 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Electric Boat, Groton, Conn., is being awarded an $8,000,000 limitation of funds modification to previously awarded contract (N00140-02-C-K009) for intermediate and depot level overhaul, repair and modernization services to the Naval Submarine Support Facility New London, Groton, Conn. Work will be performed in Groton, Conn., and work is expected to be completed June 2005. Contract funds will not expire at the end of the current fiscal year. The Fleet and Industrial Supply Center Norfolk, Philadelphia Detachment is the contracting activity.

AIR FORCE

BAE Systems Information and Electronic Warfare (EW) Systems, Nashua, N.H., is being awarded a $5,093,623 cost-plus fixed-fee contract modification to provide for additional work for the Lightweight Modular Support Jammer (LMSJ) 2005 Congressional Plus Up Program. The program will accomplish hardware and software modifications and upgrades to the basic LMSJ system to include total end-to-end integration with the Advanced Threat Alert and Response digital receiver, development and fabrication of a high band transmitter and active phased array antenna, and improvements to the Electronic Attack (EA) jamming manager and techniques generator. Ground testing and flight test demonstrations of the full system on a small unmanned aerial vehicle will take place at an EW test range in Nevada to further evaluate jammer performance against realistic radar threats. Also included in the Plus-Up effort is a thorough study of the feasibility and architecture for a Network Centric EW Battle Management concept, which would control an EA system-of-systems. The LMSJ contract concludes in October 2006. The locations of performances are the BAE Systems, Lansdale Pa., and BAE Systems Information and Technology, North Merrimack, N.H. Total funds have been obligated. This work will be complete by October 2006. Negotiations were completed March 2005. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33615-02-C-1183, P00012).
