CONTRACTS

AIR FORCE

Northrop Grumman Information Technology Inc., is being awarded a $48,000,000 indefinite delivery/indefinite quantity contract to provide for Target Exploitation Development and Support. The effort will include making changes to improve performance and be more responsive to operational needs; upgrade the current suite of applications with new versions of Commercial-Off-The-Shelf and newly developed Government-Off-The-Shelf software; support integration testing with various operating environments Department of Defense Intelligence Information System, Theater Battle Management Core Systems, Joint Digital Intelligence Support System, Global Command and Control System-Joint (GCCS-J), GCCS-Maritime, GCCS Integrated Intelligence and Imagery, GCCS-Air Force (GCC-AF), etc., and respond to user mission needs concerning the initialization, operation, and management of the supported suite of applications. The location of performance is Northrop Grumman Defense, Bellevue, N.Y. No funds have been obligated. This work will be complete by February 2011. Solicitation began August 2004 and negotiations were completed December 2004. The Air Force Research Laboratory, Rome, N.Y., is the contracting activity (FA8750-05-D-0037).

NAVY

Oshkosh Truck Corp., Oshkosh, Wis., is being awarded an estimated $37,424,767 for undefinitized delivery order under previously awarded contract (M67854-04-D-5016) for installation of the Marine Armor System (MAS) on the Medium Tactical Vehicle Replacement (MTVR) Standard Cargo vehicles. Delivery order 0014 is for labor, parts, tools, lubricants, and other items necessary to perform the installation on approximately 920 vehicles. Work will be performed in Camp Al Taqquaddum in Iraq, and the work is expected to be completed in October 2007. Contract funds will not expire at the end of the current fiscal year. SOLPAC Inc. dba Soltek Pacific, San Diego, Calif., is being awarded an $8,462,000 for firm-fixed-price Task Order 0012, for repairs and alterations of Bachelor Enlisted Quarters, Marine Corps Air Stations Miramar, San Diego, Calif. Work will be performed at Miramar, San Diego, Calif., and is expected to be completed by October 2006. Contract funds will expire at the end of the current fiscal year. The basic contract was competitively procured via the NAVFAC e-solicitation website with 11 offers received and award made on March 29, 2002. The total contract amount for each contractor is not to exceed $150,000,000 (base period and four option years) bringing the cumulative total for all four contracts to $600,000,000. The multiple contractors (four) may compete for task orders under the terms and conditions of the existing contract. Four offers were received for this task order. The Naval Facilities Engineering Command, Southwest Division, San Diego, Calif., is the contracting activity (N68711-02-D-8013).

DEFENSE LOGISTICS AGENCY

Cross Petroleum Inc., Redding, Calif., * is being awarded a maximum $6,213,313 fixed price with economic price adjustment contract for gasoline and diesel fuels for U.S. Army and federal civilian agencies. Contract will also be performed in various locations throughout California. Performance completion date is Aug. 31, 2009. Contract funds will expire at the end of fiscal year 2009. Two hundred twenty-eight proposals were submitted with thirty-three (33) responses. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-4523).

ARMY

Sabre Defense Industries L.L.C.*, Nashville, Tenn., was awarded on April 6, 2005, a delivery order amount of $2,918,000 as part of a $6,599,425 firm-fixed-price contract for M60 Machine Gun Barrels. Work will be performed in Nashville, Tenn., and is expected to be completed by Dec. 31, 2008. Contract funds will not expire at the end of the current fiscal year. There were five bids solicited on Sept. 10, 2004, and five bids were received. The U.S. Army Tank-Automotive and Armaments Command, Rock Island, Ill., is the contracting activity (W52H09-05-D-0145).

DynPort Vaccine Co., Frederick, Md., was awarded on April 6, 2005, a $2,600,000 increment as part of a $19,621,828 cost-plus-fixed-fee contract for Development of Plasma-Derived Human Butyrylcholinesterase. Work will be performed in Los Angeles, Calif. (54 percent), Frederick, Md. (37 percent), Charlotte, Va. (6 percent), and Richmond, Va. (3 percent), and is expected to be completed by May 1, 2007. Contract funds will not expire at the end of the current fiscal year. There were four bids solicited on Dec. 17, 2004, and three bids were received. The U.S. Army Space and Missile Defense Command, Frederick, Md., is the contracting activity (W9113M-05-C-0131).

Honeywell International, South Bend, Ind., was awarded on April 5, 2005, a delivery order amount of $1,767,500 as part of a $9,305,200 firm-fixed-price contract for the Test Set Flight Line. Work will be performed in South Bend, Ind., and is expected to be completed by Oct. 27, 2004. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Oct. 27, 2004. The U.S. Army Aviation and Missile Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-D-0269).

Stephan Wood Products*, Grayling, Mich., was awarded on April 4, 2005, a delivery order amount of $224,070 as part of a $6,094,658 firm-fixed-price contract for Troop Seat Kits for the High-Mobility Multi-Purpose Wheeled Vehicle. Work will be performed in Grayling, Mich., and is expected to be completed by Oct. 4, 2010. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Jan. 21, 2005, and two bids were received. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (W56HZV-05-D-0158).
