DEFENSE LOGISTICS AGENCY

Yukon Fuel Co. Inc., Anchorage, Alaska, * is being awarded a minimum $6,204,222 fixed price with economic price adjustment contract for diesel fuel and gasoline for the Air Force and federal civilian agencies. Contract also will be performed in various locations in Alaska. Performance completion date is September 30, 2007. Contract funds will not expire at the end of the current fiscal year. Seventy-five proposals were solicited and nineteen responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-05-D-1275).

GKN Aerospace Chem-tronics Inc., El Cajon, Calif., is being awarded a maximum $6,529,600 firm contract for the Navy for Impeller Blades. Performance completion date is July 3, 2006. Contract funds will expire at the end of the current fiscal year. Proposals were solicited on the web and two responded. The contracting activity is the Defense Supply Center Philadelphia (DSCP), Philadelphia, Pa. (SP0570-05-C-0041).

ULTRAFAB Corp., Palm Bay, Fla., * is being awarded a maximum $9,705,696 firm contract for the Navy for Impeller Blades. Performance completion date is April 3, 2006. Contract funds will expire at the end of current fiscal year. Proposals were solicited on the web and two responded. The contracting activity is the Defense Supply Center Philadelphia (DSCP), Philadelphia, Pa. (SP0570-05-C-0042).

Exxon Mobil Fuels Marketing Co., Fairfax, Va. is being awarded a minimum $12,732,996 fixed price with economic price adjustment for Jet A1 Fuel for Military Locations (A and AF). Contract also will be performed in various military locations in Honduras. Performance completion date is Dec. 31, 2008. Contract funds will not expire at the end of the current fiscal year. Eleven proposals were solicited and three responded. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-1255).

NAVY

Integrated Systems Solutions Inc.* Pomfret, Md., is being awarded a $64,073,299 ceiling-priced cost-plus-fixed-fee, indefinite delivery, indefinite quantity contract for research and development services to increase the governments understanding of Lighter Than Air platforms and their usage for sensor technologies. Services to be provided include experimenting with outfitting commercial blimps with sensors and a tactical data link, equipping an airship with Electro Optics /Infrared /Hyperspectral cameras to provide all-weather, day-night surveillance, the use of an Advanced Airship Flying Laboratory to provide a flying laboratory for testing sensors, the use of high altitude airship surveillance, the creation of Hybrid Ultra Large Aircraft , and training of Test Pilots to fly airships. Work will be performed at Patuxent River, Md., and is expected to be completed in April 2010. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured using Broad Agency Announcement with one offer received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity (N00421-05-D-0017).

Science Applications International Corp., McLean, Va., is being awarded a $37,747,688 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for financial and accounting services in support of the implementation of the Department of the Navy Financial Improvement Plan (FIP). This contract includes options, which if exercised, will bring the total cumulative value of the contract to an estimated $109,507,162. Work will be performed in the Washington Metropolitan area (50 percent); Norfolk, Va. (10 percent); San Diego, Calif. (10 percent); Cleveland, Ohio (10 percent), Kansas City, Mo. (3 percent), Pensacola, Fla. (3 percent); Charleston S.C. (5 percent); Mechanicsburg, Pa. (3 percent); Pearl Harbor, Hawaii (2 percent); New Orleans, La. (2 percent); Europe (1 percent); and the Far East (1 percent), and is expected to be completed March 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website and nine offers were received. The Fleet and Industrial Supply Center Norfolk Detachment Philadelphia, Pa. is the contracting activity (N00140-05-D-0055).

IBM Business Consulting Services, Fairfax, Va., is being awarded a $34,700,919 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for financial and accounting services in support of the implementation of the Department of the Navy Financial Improvement Plan (FIP). This contract includes a base year and four option years that bring the total estimated value of the contract if all options are exercised to $103,217,576. Work will be performed in the Washington Metropolitan area (50 percent), Norfolk, Va. (10 percent), San Diego, Calif. (10 percent), Cleveland, Ohio (10 percent), Kansas City, Mo. (3 percent), Pensacola, Fla. (3 percent), Charleston S.C. (5 percent), Mechanicsburg, Pa. (3 percent), Pearl Harbor Hawaii (2 percent), New Orleans, La. (2 percent), Europe (1 percent), and the Far East (1 percent), and is expected to be completed by March 2006. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via posting to the Navy Electronic Commerce Online website and nine offers were received. The Fleet and Industrial Supply Center Norfolk Detachment, Philadelphia, Pa., is the contracting activity (N00140-05-D-0054).

BAE Systems Technologies Inc., Rockville, Md., is being awarded a $23,506,416 estimated value modification to a previously awarded cost-plus-fixed-fee contract (N00421-03-C-0035) to exercise an option for engineering and technical services in support of identification system programs. This estimated level of effort for this option is 432,000 man-hours. Work will be performed at the Naval Air Warfare Center Aircraft Division, St. Inigoes, Md. (60 percent) and California, Md. (40 percent), and is expected to be completed in April 2006. Contract funds will not expire at the end of the current fiscal year. Eagan, McAllister Associates Inc., Lexington Park, Md., is being awarded an estimated $5,958,539 modification to a previously awarded cost-plus-fixed-fee contract (N00421-02-C-0006) to exercise an option for technical and engineering services in support of surface communication and information systems programs. The estimated level of effort for this option is 106,000 man-hours. Work will be performed in St. Inigoes, Md., and is expected to be completed in April 2006. Contract funds in the amount of $336,752 will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md., is the contracting activity.

The Titan Corp. Unidyne Group, Norfolk, Va., is being awarded a $5,631,686 cost-plus-fixed-fee contract to procure engineering and technical services for installation, testing and training of Total Ship Training Systems consisting of the following shipboard training systems: (1) AN/USQ-T46 Battle Force Tactical Training System; (2) AN/USQ-T47 Battle Force Electronic Warfare Trainer; (3) AN/USQ-T48 Trainer Simulator-Stimulator Systems; (4) Navigation Seamanship & Shiphandling Trainer; and (5) Damage Control Management Training System. Work will be performed in Norfolk, Va. (40 percent); San Diego, Calif (35 percent); Pascagoula, Miss. (10 percent); Pearl Harbor, Hawaii (5 percent); Japan (5 percent); Mayport, Fla, (3 percent); Bremerton, Wash. (1 percent); and Bath, Maine (1 percent), and is expected to be completed by Dec. 31, 2005. Contract funds will not expire at the end of the current fiscal year. ARMY

General Dynamics Land Systems, Warren, Mich., was awarded on April 21, 2005, a $31,250,000 firm-fixed-price contract for M1A1 Vehicle Material Sets. Work will be performed in Lima, Ohio (77 percent), Scranton, Pa. (20 percent), and Muskegon, Mich. (3 percent), and is expected to be completed by June 30, 2007. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 8, 2004. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-G-N001).

Honeywell International, Tempe, Ariz. was awarded on April 21, 2005, a $13,804,352 modification to a firm-fixed-price contract for Rebuild of the Advanced Gas Turbine 1500 Turbine Engine. Work will be performed in Anniston, Ala., and is expected to be completed by Aug. 31, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Feb. 14, 2004. The U.S. Army Tank-Automobile and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-00-C-N131).

Twin Disc Inc., Racine, Wis., was awarded on April 21, 2005, a delivery order amount of $2,922,625 as part of a $56,130,745 firm-fixed-price contract for XT1410-4 Transmissions with Containers for the M88A1 Vehicles. Work will be performed in Racine, Wis., and is expected to be completed by April 30, 2010. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Nov. 16, 2004, and one bid was received.
