CONTRACTS

AIR FORCE

Battelle, Columbus, Ohio, and The Boeing Co., Saint Louis, Mo., is being awarded a $60,000,000 indefinite delivery/indefinite quantity contract to provide engineering and technical expertise to support the National Air and Space Intelligence Center (NASIC). Specifically, this effort will support NASIC in assessing current, developmental, and projected air, space, electronic, and electro-optical threat systems, subsystem, and technologies information. The Air Force can issue delivery orders totaling up to the maximum amount indicated above, although actual requirements may necessitate less than the amount above. At this time, $100,000 of the funds has been obligated. This work will be complete by April 2010. Solicitation began January 2005 and negotiations were completed February 2005. Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8633-05-D-2002, 2003).

L3 Communications, Salt Lake City, Utah, is being awarded a $12,504,328 firm fixed price contract to provide for Dual Data Link-2 (DDL-2), Pre-Planned Product Improvement (P3I) Program. This procurement is for the design, build and test of quantity two DDL-2 Systems including SIL and Flight Testing. Work shall incorporate capability for both hardware and software for air-to-air data link using the Q-Bay or the Aircraft RFA. In addition, this effort is for the design, build and test of quantity one DCATE for the DDL-2 system; quantity one System Test Stand for the system; quantity two each Retrofit/Replacement Kits for the DDL-2 DAMA and Q-bay RFA; Airborne Spares and data. Total funds have been obligated. This work will be complete by June 2008. Solicitation began December 2004 and negotiations were completed March 2005. The Headquarters Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-05-C-4303).

BAE Systems Information and Electronic Warfare Systems, Nashua, N.H., is being awarded a $6,851,545 cost-plus fixed-fee contract to provide affordable technologies for airspace buyback through simultaneous, near real-time, enhanced detection, location, identification, and jamming response of multiple advanced radars at standoff ranges. The receiver technology will be retrofit table and transitionable to all current and future combat and support aircraft and helicopters with Radar Warning Receiver, Electronic Support Measures, Electronic Countermeasures, or Electronic Intelligence systems. The digital receiver must be readily reprogrammable in order to optimize performance as required by the aircraft mission. The implementation will stress small size, affordable aircraft kit cost, high reliability, and ease of maintenance for a significant reduction in life cycle costs. This contract concludes on Aug. 22, 2006. The locations of performances are the BAE Systems, Lansdale, Pa., and BAE Systems Information and Technology, North Merrimack, N.H. At this time, $1,091,930 of the funds has been obligated. This work will be complete by August 2008. Negotiations were completed March 2005. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-05-C-1802).

DEFENSE LOGISTICS AGENCY

Airkaman of Jacksonville dba Signature Flight Support Corp., Jacksonville, Fla., is being awarded a maximum $16,619,777 requirements contract for the Army, Navy, Air Force, Marine Corps, and federal civilian agencies for Jet A, w/FSII. Contract performance will be performed at location KVQQ Cecil Field, Jacksonville, Fla. Performance completion date is March 31, 2009. Contract funds will not expire at the end of the current fiscal year. Two proposals were solicited and two responded. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-0036).

Universal Fuel Inc., Daleville, Ala., * is being awarded a maximum $12,224,128 firm fixed price contract for the Navy for fueling services. This is a four-year with one four-year option contract for Alongside Aircraft Refueling Services. Contract performance will also be performed in Naval Air Station Patuxent River, Md. Performance completion date is November 30, 2013. Contract funds will not expire at the end of the current fiscal year. These were Web-solicited proposals and five responded. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-5512).

OHIO Energy Specialties Inc, Euclid, Ohio, * is being awarded a minimum $6,685,268 fixed price with economic price adjustment contract for the Army, Air Force and Federal Civilian Agencies for Gasoline and Diesel Fuel. Contract performance will also be performed in various locations throughout Calif. Performance completion date is Aug. 31, 2009. Contract funds will not expire at the end of the current fiscal year. Two hundred twenty-eight proposals were solicited and 33 responded. The contracting activity is the Defense Energy Support Center, Fort Belvoir, Va. (SP0600-05-D-4534).

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

National Energy Laboratory of Hawaii Authority, Kailua-Kona, Hawaii, is being awarded a $6,905,000 modification to a previously awarded cooperative agreement for research and development in ocean sciences with the State of Hawaii through the National Defense Center of Excellence for Research in Ocean Sciences. Work will be performed in Kailua-Kona, Hawaii, and will be completed in November 2006. Funds will not expire at the end of this fiscal year. The Defense Advanced Research Projects Agency is the contracting activity (MDA972-02-2-0002, P00008).
