CONTRACTS

NAVY

United Defense L.P., Armament Systems Division, Minneapolis, Minn., is being awarded a not to exceed ceiling $376,000,000 cost-plus-award-fee contract for continuation of design, development and test of the Advanced Gun System (AGS), including the fully automated gun, magazine and the Long Range Land Attack Projectile (LRLAP), in support of the DD(X) Program. The AGS is a fully automated, single barrel, 155-mm, vertically loaded, stabilized gun mount that is capable of storing, programming, loading, and firing LRLAP. Its primary mission is Land Attack Warfare in support of ground and expeditionary forces beyond the line-of-sight in the DD(X) System's littoral engagement area where precise, rapid-response, high-volume, long-range fire support are required. Work will be performed in Minneapolis, Minn. (55 percent) and Orlando, Fla. (45 percent), and is expected to be completed by September 2010. The contract was not competitively procured. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-05-C-5117).

BAE Systems Applied Technologies Inc., Rockville, Md., is being awarded a $16,884,225 ceiling-priced modification to a previously awarded cost-plus-fixed-fee contract (N00421-02-C-3235) to exercise an option for engineering, technical, and logistics services for the production, lifetime support engineering, and in-service engineering of radio communications system/command, control, communications, computer and intelligence systems. The estimated level of effort for this option period is 349,440 man-hours. Work will be performed in St. Inigoes, Md. (96 percent); Mayport, Fla. (2 percent) and Chesapeake, Va. (2 percent), and is expected to be completed in May 2006. Contract funds in the amount of $2,325,000 will expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, St. Inigoes, Md. is the contracting activity.

Cree Inc. Durham, N.C., is being awarded a $12,074,809 cost-plus-fixed-fee contract to develop prototype high voltage switches and diodes using Silicon Carbide. Work will be performed in Durham, N.C., and is expected to be completed November 2006. Contract funds in the amount of $2,500,000 will expire at the end of the current fiscal year. The contract was competitively procured under Broad Agency Announcement 04-28. The Office of Naval Research, Arlington, Va., is the contracting activity (N00014-05-C-0202).

Bell-Boeing Joint Program Office, Patuxent River, Md., is being awarded an $11,216,850 ceiling priced order for procurement of additional items spares for the MV-22 Osprey. Work will be performed in Ridley Park, Pa., and work is expected to be completed by September 2007. Contract funds will not expire by the end of the fiscal year. This contract was not competitively procured. The Naval Inventory Control Point is the contracting activity (N00383-03-G-001B) (Order 0045).

L3 Communications, Link Simulation and Training, Arlington, Texas, is being awarded a $10,890,631 modification to a previously awarded fixed-price-incentive-fee contract (N61339-00-C-0002) to conduct an engineering change proposal for the Longbow Lot 8 Core Upgrade for all suites of the Aviation Combined Arms Tactical Trainer (AVCATT) for the U.S. Army. AVCATT is a group of fully interactive, networked, reconfigurable aviation manned simulators. The system will permit Army aviation units to conduct collective task training on a real-time, computerized battlefield in a combined arms scenario. Work will be performed in Arlington, Texas, and is expected to be completed in February 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Training Systems Division, Orlando, Fla., is the contracting activity.

SELEX Sensors and Airborne Systems Ltd., Basildon, Essex. United Kingdom, is being awarded a $6,199,964 firm-fixed-price, time and materials contract for the procurement of Ground Counter Fire Sensor Systems with spares, technical support, depot maintenance and new equipment training. This contract contains options, which if exercised, will bring the total cumulative value of this contract to $32,343,337. Work will be performed in Basildon, Essex, United Kingdom, and work is expected to be completed May 2010. This contract is being awarded as a result of a limited competition source selection. Contract funds will not expire by the end of the current fiscal year. The Marine Corps Systems Command, Quantico, Va., is the contracting activity (M67854-05-D-6004).

Rolls Royce Corp., Indianapolis, Ind., is being awarded a $5,353,072 firm-fixed-price contract for AE2100D3 Engines used on the KC-130J aircraft. Work will be performed in Indianapolis, Ind., and work is expected to be completed August 2006. Contract funds will expire by the end of the current fiscal year. This contract is not competitively procured. The Naval Inventory Control Point is the contracting activity (N00383-05-C-009M).

DEFENSE COMMISSARY AGENCY

Cargill Meat Solutions Corp. was awarded a $46,674,136 requirements type contract on May 27, 2005, to provide beef products for various commissaries located in Arizona, California, Nevada and Utah. Work will be performed at Plainview, Texas with deliveries of beef products to various commissaries located in DeCAs Western Region with a contract completion date of June 30, 2006. Contract funds will not expire at the end of the current fiscal year. Thirty-three firms were solicited and seven offers were received. The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Fort Lee, Va. 23801-1800. (HDEC02-05-D-0007)

Washington Beef, LLC. was awarded a $30,849,018 requirements type contract on May 27, 2005, to provide beef products for various commissaries located in Washington, Idaho, Montana, Alaska and Hawaii. Work will be performed at Toppenish, Washington with deliveries of beef products to various commissaries located in DeCAs Western Region with a contract completion date of June 30, 2006. Contract funds will not expire at the end of the current fiscal year. Thirty-three firms were solicited and seven offers were received. The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Fort Lee, Va. 23801-1800. (HDEC02-05-D-0006)

AIR FORCE

Northrop Grumman Defense Mission Systems, Reston, Va., is being awarded a $39,405,145 firm fixed price contract modification to provide for the Joint Interface Control Officer Support System (JSS), which provides the KICO with the ability to manage the Joint Multi-Tactical Data Link Network (MTN) and overcome Joint and combined interface deficiencies related to the planning and management of the Joint MTN. JSS is a Joint Program, with multi-service investment in developing, production, and sustaining the JSS hardware and software. The location of performance is Northrop Grumman Defense Mission Systems, San Diego, Calif. At this time, $7,419,881 of the funds has been obligated. This work will be complete by July 2008. Solicitation began January 2005 and negotiations were completed May 2005. The Headquarters Electronic Systems Center, Hanscom Air Force Base, Mass., is the contracting activity (FA8725-04-C-0007, 0008, P00005).

Nufern, East Granby, Conn., is being awarded a $25,000,000 indefinite delivery/indefinite quantity contract. The contractor shall provide research and development to design, develop, fabricate and test fiber and fiber components for high power/high energy fiber laser applications. At this time, $500,000 of the funds have been obligated. This work will be complete by August 2011. Solicitation began July 2004 and negotiations were completed March 2005. The Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (FA9451-05-D-0218).

Staveley Instruments, Kennewick, Wash., is being awarded a $10,377,580 firm fixed price contract to provide for Eddy Current Flaw Detector Units to perform Non-Destructive Inspection on various aircraft. No funds have been obligated. Solicitation began August 2002. The Warner Robins Air Logistics Center, Robins Air Force Base, Ga., is the contracting activity (FA8518-05-D-0010).

DEFENSE LOGISTICS AGENCY

Johnson Outdoors, Binghamton, N.Y., is being awarded a maximum$15,863,346 firm fixed price contract for Army Air Force, Navy, and Marine Corps for Modular General Purpose Tent System (MGPTS). Performance completion date is January 22, 2006. Contract funds will expire at the end of the current fiscal year. Two proposals were solicited and two responded. The contracting activity is the Defense Supply Center Philadelphia (DSCP), Philadelphia, Pa. (SP0100-01-C-6502).

Reliant Energy Solutions East, LLC, Edison, N.J., is being awarded a minimum $6,086,543 firm fixed price contract for Army for electricity. The contract will service Aberdeen Proving Ground, Army Corps of Engineers and Maryland Procurement Office in Maryland. Performance completion date is December 2006. Contract funds will expire at the end of the current fiscal year. Seventy-three proposals were solicited and five responded. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-R-0404).
