DEFENSE LOGISTICS AGENCY

Washington Gas Energy Services, Herndon, Va., is being awarded a maximum $194,953,608 fixed price with economic price adjustment contract for direct supply natural gas for Army, Navy Air Force, Marine Corps, and federal civilian agencies. Other locations of performance are Va., Md., D.C. Performance completion date is September 30, 2008. Contract funds will not expire at the end of the current fiscal year. There were 167 proposals solicited and 30 responded. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-7527).

Genco Infrastructure Solutions, Inc., Pittsburg, Pa., is being awarded a maximum $23,632,373 firm fixed price contract for material distribution services for Defense Distribution Depot, Cherry Point, N.C. This is an indefinite delivery/indefinite quantity firm fixed price with time and materials with a 2-year base period and 3 one-year option periods. Performance completion date is July 31, 2010. Contract funds will not expire at the end of the current fiscal year. Proposals were FedBizOpps solicited and 11 responded. The contracting activity is the Defense Distribution Center (DDC), New Cumberland, Pa. (SP3100-05-D-7005).

Oneok Energy Marketing Co., Topeka, Kan., is being awarded a maximum $15,495,934 three-year, fixed price with economic price adjustment contract for direct supply natural gas for Army. Other location of performance is Fort Riley, Kan. Performance completion date is September 30, 2008. Contract funds will not expire at the end of the current fiscal year. There were 167 proposals solicited and 30 responded. The contracting activity is the Defense Energy Support Center (DESC), Fort Belvoir, Va. (SP0600-05-D-7529).

ARMY

Caddell Construction Co. Inc.*, Montgomery, Ala., was awarded on June 24, 2005, a $40,866,546 firm-fixed-price contract for the construction of a barracks complex. Work will be performed at Fort Benning, Ga., and is expected to be completed by June 22, 2008. Contract funds will not expire at the end of the current fiscal year. There were 53 bids solicited on April 8, 2005, and three bids were received. The U.S. Army Engineer District, Savannah, Ga., is the contracting activity (W912HN-05-C-0040).

General Dynamics Land Systems Inc., Sterling Heights, Mich., was awarded on June 24, 2005, a $22,728,864 modification to a cost-plus-fixed-fee contract for systems technical support for the Abrams Tank program. Work will be performed in Sterling Heights, Mich., and is expected to be completed by July 31, 2006. Contract funds will not expire at the end of the current fiscal year. This was a sole source contract initiated on Nov. 23, 2001. The U.S. Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-01-C-N075).

ATK Tactical Systems, Rocket Center, W.V., was awarded on June 24, 2005, a $15,005,016 firm-fixed-price contract for M228 practice fuzes. Work will be performed in Rocket Center, W.V., and is expected to be completed by June 24, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Jan. 14, 2005, and six bids were received. The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (W52P1J-05-C-0049).

Martin Electronics Inc.*, Perry, Fla., was awarded on June 24, 2005, a $9,734,483 firm-fixed-price contract for M228 practice fuzes. Work will be performed in Perry, Fla., and is expected to be completed by June 24, 2007. Contract funds will not expire at the end of the current fiscal year. There were an unknown number of bids solicited via the World Wide Web on Jan. 14, 2005, and six bids were received. The U.S. Army Field Support Command, Rock Island, Ill., is the contracting activity (W52P1J-05-C-0050).

Paul S. Adkins Co.*, Statesboro, Ga., was awarded on June 24, 2005, a $9,658,000 firm-fixed-price contract for construction of a chapel complex. Work will be performed at Fort Stewart, Ga., and is expected to be completed by Jan. 15, 2007. Contract funds will not expire at the end of the current fiscal year. There were 420 bids solicited on Oct. 10, 2004, and three bids were received. The U.S. Army Engineer District, Savannah, Ga., is the contracting activity (W912HN-05-C-0038).

NAVY

Swales and Associates, Inc., Beltsville, Md., is being awarded a $33,686,733 cost-plus-fixed-fee contract to provide aerospace vehicle engineering technical services for the execution of engineering tasks to support the definition, development, assembly, test, and integration of aerospace platforms, structures, mechanisms, and subassemblies. Work will be performed in Washington, D.C., and is expected to be completed June 2006. Contract funds in the amount of $12,160 will expire at the end of the current fiscal year. The contract was competitively procured under an unrestricted Request for Proposal for which one offer was received. The Naval Research Laboratory, Washington D.C., is the contracting activity (N00173-05-C-2039).

ST Production Systems, Inc. Smithfield, Pa., is being awarded a $20,523,369 firm fixed price modification to exercise an option under previously awarded contract N00024-98-C-6111, for supplies, services, and production of the AN/SLQ-25A torpedo countermeasure system. This modification will provide for production, test and delivery of an additional 3 (ea) AN/SLQ-25A torpedo counter-measure transmitting sets and upgrade kits. The AN/SLQ-25A is a digitally controlled, modular design, electro-acoustic softkill countermeasure decoy system that defends ships against wake homing torpedoes, acoustic homing torpedoes, and wire guided torpedoes. Work will be performed in Smithfield, Pa., and is expected to be completed by March 2007. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity. (N00024-98-C-6111).

Assurance Technology Corp., Carlisle, Mass., was awarded on June 20, 2005, a $17,348,188 cost-plus-fixed-fee contract to provide engineering resources to design, fabricate, integrate, document, and test systems such as command and telemetry, scientific and defense-related payloads, attitude, reaction and ordnance control systems. Work will be performed in Washington, D.C., and is expected to be completed June 2006. Contract funds in the amount of $30,000 will expire at the end of the current fiscal year. This contract was competitively procured under an unrestricted Request for Proposal N00173-04-R-LS02 for which four offers were received. The Naval Research Laboratory, Washington D.C., is the contracting activity (N00173-05-C-2049).

DRS Data & Imaging Systems, Inc., Oakland, N.J., is being awarded a $6,766,203 modification to a previously awarded firm-fixed-price contract (N00019-00-C-0161) for the upgrade of 67 P-3 recorders and 18 data replay recorders to a hard drive configuration, including corresponding material kits and test data. In addition, this modification provides for the procurement of 80 hard drive media. Work will be performed in Oakland, N.J., and is expected to be completed in June 2007. Contract funds in the amount of $3,519,483 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Sauer, Inc., dba Sauer Southeast, Jacksonville, Fla., is being awarded $5,415,270 for firm-fixed price Task Order 0005 under an indefinite-quantity multiple award construction contract for construction of an aircraft fire rescue facility at Marine Corps Air Station, Beaufort. The work to be performed provides for construction of a new one-story aircraft fire rescue facility, a hazardous materials storage building, and a covered apparatus wash rack. The new facility will provide an adequate and efficiently configured facility to support an aircraft rescue and fire-fighting mission supporting the resident and visiting aircraft. Supporting facilities to include required utilities, car parking, and miscellaneous pavements. Antiterrorism/force protection measures to be provided. Work will be performed in Beaufort, S.C., and is expected to be completed by January 2007. Contract funds will not expire at the end of the current fiscal year. The basic contract was competitively procured with 32 proposals solicited, six offers received, and award made on May 30, 2002. The total contract amount is not to exceed $200,000,000 (base period and four option years). The multiple contractors (four in number) may compete for task orders under the terms and conditions of the existing contract. One proposal was received for this task order. The Naval Facilities Engineering Command, Southern Division, North Charleston, S.C., is the contracting activity (N62467-01-D-0297).

Resource Management Concepts, Inc., Lexington Park, Md., is being awarded a $5,268,363 ceiling-priced modification to a previously awarded indefinite delivery, indefinite quantity time and materials contract (N00421-04-D-0077) to exercise an option for programmatic, administrative, and facility services in support of the Naval Air Warfare Center Aircraft Division. The estimated level of effort for this option is 132,680 man-hours. Work will be performed at the Naval Air Warfare Center Aircraft Division, Patuxent River, Md., and is expected to be completed in June 2006. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md., is the contracting activity.

AIR FORCE

Enertec America, Alpharetta, Ga., is being awarded a $15,275,500 firm fixed price modification to provide for A-10 digital video and data recorders. Total funds have been obligated. This work will be complete by November 2006. Negotiations were completed June 2005. The Headquarters Ogden Air Logistics Center, Hill Air Force Base, Utah, is the contracting activity (FA8202-04-C-0023, P00005).

Raytheon Co., El Segundo, Calif., is being awarded a $5,509,408 cost-plus fixed-fee contract to provide for the Air-Ground Radar Imaging (AGRI) program. This is a CAT 1 Advanced Technology Demonstration effort funded by the Air Force Research Lab. The objective of AGRI is to develop and demonstrate non-cooperative target recognition combat identification capabilities using advanced RF-only automatic target recognition and identification techniques applicable to advanced, high-resolution radar systems. At this time, $483,000 of the funds have been obligated. This work will be complete by February 2009. Solicitation began March 2005 and negotiations were completed June 2005. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-04-G-0002, 0004).

BAE Systems Advanced Information Technologies, Burlington, Mass., is being awarded a $5,425,036 cost-plus fixed-fee contract modification to provide a multi-sensor, multi-look exploitation system designed to provide persistent intelligence, surveillance and reconnaissance for the Predator unmanned Aerial vehicle. Under this effort, hardware, software and reports will be delivered to create the above mentioned multiple-look exploitation system. At this time, $3,258,025 of the funds has been obligated. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33615-02-C-1149, P00007).
