CONTRACTS
NAVY
 
            Lockheed Martin Systems Integration-Owego, Owego, N.Y., is being awarded a $76,487,384 modification to definitize the previously awarded FY06 Lot IV MH-60R advance acquisition contract (AAC), (N00019-04-C-0113) for 12 full rate production mission avionics systems.  Work will be performed in Owego, N.Y., and is expected to be completed in August 2008.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.
 
            TEC, Inc. Joint Venture, Charlottesville, Va., is being awarded a firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architect-engineer services for environmental planning.  The total contract amount is not to exceed $40,000,000 (base period and four options years) with a guaranteed minimum of $56,000.  Work will be performed predominantly at Hawaii, Guam, Saipan and various locations in areas under the cognizance of the Naval Facilities Engineering Command Pacific (NAVFAC Pacific), other NAVFAC components, or other governmental agencies for which NAVFAC Pacific is tasked to provide assistance.  The exact location of individual efforts will be designated on individual contract task orders.  The term of the contract is not to exceed 5 years with an expected completion date of May 2011 (May 2007 for the base period).  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured via the NAVFAC e-solicitation website with four proposals received.  The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity (N62742-06-D-1870).
 
            Spensieri Painting LLC*, Syracuse, N.Y., is being awarded a $16,412,985 firm-fixed-price contract for repairs to the Trident Refit Facility Drydock located at Naval Submarine Base Kings Bay.  Repairs include the replacement of the roof expansion joint, sealing the roof with an elastomeric coating, refurbishing the gutter systems, replacement of structural steel coatings, replacement of bolts, replacement of steel plates, replacement of catwalks, and replacement of stairs.  Work will be performed in Kings Bay, Ga., and is expected to be completed by August 2007.  Contract funds will expire at the end of the current fiscal year.  This contract was competitively procured via the NAVFAC e-solicitation website with four proposals received.  The Naval Facilities Engineering Command, Engineering Field Activity Southeast, Jacksonville, Fla., is the contracting activity (N69272-06-C-0002).
 
            Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $6,295,459 firm-fixed-price order against a previously issued basic ordering agreement (N00019-03-G-0003) for non-recurring engineering required to incorporate the armed helicopter weapon system fixed provisions in the MH-60S production line.  Work will be performed in Stratford, Conn., and is expected to be completed in July 2007.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.
 
ARMY
 
            O’Gara-Hess & Eisenhardt Armoring Co., Fairfield, Ohio, was awarded on May 16, 2006, 2006, a $31,491,504 modification to a firm-fixed-price contract for up-armored high mobility multipurpose wheeled vehicles for the Iraqi Armed Forces.  Work will be performed in Fairfield, Ohio, and is expected to be completed by July 31, 2006.  Contract funds will not expire at the end of the current fiscal year.  This was a sole source contract initiated on April 10, 2000.  The Army Tank-Automotive and Armaments Command, Warren, Mich., is the contracting activity (DAAE07-00-C-S019).
 
DEFENSE INFORMATION SYSTEMS AGENCY
 
            CACI, Inc. - Federal, Chantilly, Va., is being awarded an order off of GSA’s millennia lite functional area 4 government wide acquisition contract (GWAC).  This is a cost plus award fee (bi-annual) contract for the wide area workflow receipt and acceptance (WAWF-RA).  The order has a base period of one year with four 12-month options.  The base award is valued at $8,138,860.  The estimated cost and award fee for the entire 5-year period is $42,528,664.  The scope of this effort is the continued software development, sustainment, integration, program management, testing, training, and support of WAWF-RA.  The requirement was solicited on a fair opportunity competition basis to the 10 millennia lite functional area 4 contractors.  One offer was received.  The Defense Information Technology Contracting Organization-National Capital Region is the contracting activity (HC1047-06-F-4150).
 
DEFENSE LOGISTICS AGENCY
 
            ODIN Technologies, Dulles, Va., * is being awarded a maximum $7,000,000 combination firm fixed price, cost, and time and materials contract for passive radio frequency identification (RFID) portals, hardware, and installation for Defense Logistics Agency.  Other location(s) of performance are Defense Distribution centers, CONUS and OCONUS.  Proposals were Web-solicited and 11 responded.  Contract funds will not expire at the end of the current fiscal year.  Date of performance completion is May 16, 2007.  Contracting activity is Defense Distribution Center (DDC), New Cumberland, Pa. (SP3100-06-D-0003).
 
AIR FORCE
 
            University of Hawaii, Honolulu, Hawaii, is being awarded a $6,000,000 cooperative agreement contract.  The panoramic survey telescope and rapid response system proposed a multi-year program to develop and deploy a telescope data management system.  At this time, total funds have been obligated.  Solicitations began March 2006 and negotiations were complete May 2006.  This work will be complete May 2007.  Det 8, Air Force Research Laboratory, Kirtland Air Force Base, N.M., is the contracting activity (FA9451-06-2-0338).
