NAVY
            Global Technical Systems, Virginia Beach, Va., is being awarded a $47,951,100 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity completion contract to provide development and manufacturing support for Airborne and Ground Sensor Systems and related Avionics Sensor Systems, Control Systems and interfaces for the United States Special Operations Command (USSOCOM) and Department of Defense (DoD). Work will be performed in Avon Park, Fla., and is expected to be completed by September 2012. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and advertised via the Internet, with one offer received. The Naval Surface Warfare Center, Indian Head Division, Indian Head, Md., is the contracting activity.             Florida Keys Aqueduct Authority (FKAA), Key West, Fla., is being awarded an estimated $45,225,008 utilities privatization contract for the operation and maintenance of the water distribution systems of Naval activities in the Key West, Florida area. FKAA is a quasi-state organization categorized as other than small business and provider of water utilities in the unincorporated areas of Key West. The water distribution system will be conveyed to FKAA through a quit claim deed. The contractual instrument is a fixed price contract with prospective price redetermination with a term of 50 years. The work to be performed provides for initial system modifications required to bring the systems up to industry standards, operation, maintenance and repair of the systems, as well as renewal and replacement of the system’s components over the term of the contract. 10 U.S.C. 2688 authorized the privatization of Government utility systems if certain criteria were met. Work will be performed in the Key West, Florida area. Contract funds will not expire at the end of the fiscal year. Funding for this contract will be provided through annual O&M budgets of the activities. This contract was competitively procured via the NAVFAC e-solicitation website with three proposals received. The Naval Facilities Engineering Command Southeast, Jacksonville, Fla., is the contracting activity (N69450-07-C-0103).
 
            Alliant Techsystems Inc., Mesa, Ariz., is being awarded an estimated $44,622,000 firm-fixed-price contract for MK 244 Mod 0, 20mm, linked armor-piercing discarding sabot cartridges. The MK 244 Mod 0, 20mm, linked, armor-piercing discarding sabot cartridges are electric-primed 20mm cartridges designed to function in the M61A1 20mm machine gun mounted into the shipboard Phalanx Close-In Weapons Systems. This cartridge is referred to as the Enhanced Lethality Cartridge, as it contains a heavier projectile and inflicts more damage to the target than the precursor to this round, the MK149 Mod 4. Work will be performed in Independence, Mo., and is expected to be completed by September 2010. Contract funds in the amount of $512,519, will expire at the end of the current fiscal year. This contract was competitively procured and advertised via the Internet, with two offers received.             L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a $40,444,366 modification to a previously awarded indefinite-delivery requirements contract (N00019-04-D-0131) to exercise an option for contractor logistics support services for T-2, T-39, and H-3 aircraft. Work will be performed in Pensacola, Fla. (99 percent) and Corpus Christi, Texas (1 percent) and is expected to be completed in September 2008. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md. is the contracting activity.
 
            L-3 Communications Vertex Aerospace LLC, Madison, Miss., is being awarded a $39,176,160 modification to a previously awarded indefinite-delivery requirements contract (N00019-05-D-0023) to exercise an option for logistics support for TH-57B/TH-57C aircraft. Work will be performed at Naval Air Station (NAS) Whiting Field, Milton, Fla. (99 percent) and NAS Patuxent River, Md.             Orbital Sciences Corp., Launch Systems Group, Chandler, Ariz., is being awarded a $37,918,268 modification to a previously awarded fixed-price-incentive-fee contract (N00019-07-C-0031) for the procurement of 13 GQM-163A supersonic sea skimming vehicles, including support equipment, spare parts, technical data, and technical assistance. Work will be performed in Chandler, Ariz. (25 percent); Camden, Ark. (25 percent); Sacramento, Calif. (20 percent); Dulles, Va. (5 percent); Ft. Walton Beach, Fla. (5 percent); Lancaster, Pa. (5 percent); Vergennes, Vt. (5 percent); Gainesville, Va. (5 percent), South Bend, Ind. (3 percent); and Indian Head, Md.             Skanska USA Civil Southeast Inc., Virginia Beach, Va., is being awarded $15,040,000 firm-fixed-price contract for repairs to waterfront structures comprising Berth 3, Berth 4 and Head of Wetslip 1 at Norfolk Naval Shipyard. The contract contains two options totaling $7,655,000, which may be exercised within 120 calendar days, bringing the total contract amount to $22,695,000. Work will be performed in Portsmouth, Va., and is expected to be completed by July 2009. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured via the Naval Facilities Engineering Command e-solicitation website with four proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va., is the contracting activity (N40085-07-D-0441).
 
            McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Co., St. Louis, Mo., is being awarded a $14,391,987 modification to the previously awarded firm-fixed-price contract (N00019-04-C-0014). This modification provides for incorporation of Engineering Change Proposal 6251 to convert eight Lot 31 F/A-18F aircraft to EA-18G aircraft. Work will be performed in St. Louis, Mo. (77 percent), El Segundo, Calif. (19 percent), and Mesa, Ariz.             Harry Pepper & Associates, Inc.*, Jacksonville, Fla., is being awarded $12,401,523 for firm-fixed price task order #0003 under a previously awarded indefinite-delivery/indefinite-quantity design-build multiple award construction contract (N69272-03-D-0031) for construction of an Auxiliary Support Complex at Naval Submarine Base Kings Bay. The complex consists of an Auxiliary Reaction Force Facility, an Armored Fighting Vehicle Operational Storage Facility, an Armory, a Small Ordnance Magazine, and other facilities to support auxiliary security forces responding to incidents in the Strategic Weapons Facility Atlantic Limited Area and NSB KB Waterfront Restricted Area. Work will be performed in Kings Bay, Ga., and is expected to be completed by February 2009. Contract funds will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Command, Southeast, Jacksonville, Fla., is the contracting activity.
 
            BAE Systems Technology Solutions and Services, Rockville, Md., is being awarded a $10,500,000 modification to a previously awarded cost-plus-award-fee, indefinite-delivery, indefinite-quantity contract (N00421-06-D-0038) for the manufacture of 13 P-3 Special Structural Inspection airframe kits. This effort entails production of Emergency Rate Initial Production quantities of end item component parts, including engineering, analytical and manufacturing efforts in support of the Aging Aircraft Program. Work will be performed in St. Louis, Mo. (56 percent); Rockville, Md. (24 percent); and Brea, Calif (20 percent) and is expected to be completed in September 2009. Contract funds will not expire at the end of the current fiscal year. The Naval Air Warfare Center Aircraft Division, Patuxent River, Md. is the contracting activity.
 
            Miller/Watts Constructors–Pave Tech (a joint venture), Novato, Calif., is being awarded $8,650,000 for firm-fixed price task order #0007 under a previously awarded indefinite-delivery/indefinite-quantity multiple award construction contract (N68711-04-D-3035) for the design and construction for repairs of the Aircraft Landing Apron 7 Phase II paving project at Naval Air Station Point Mugu. Work will be performed in Point Mugu, Calif., and is expected to be completed by June 2009. Contract funds will expire at the end of the current fiscal year. Two proposals were received for this task order. The Naval Facilities Engineering Command, Southwest Division, San Diego, California, is the contracting activity.
 
            General Dynamics, Electric Boat Corporation, Groton, Conn., is being awarded an $8,400,000 cost-plus-fixed-fee modification to previously awarded contract (N00024-96-C-2100) for the planning efforts of the USS Hawaii (SSN 776) Post Shakedown Availability (PSA). Work will be performed in Groton, Conn., and is expected to be completed in January 2009. Contract funds will not expire at the end of the current fiscal year. The Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.
 
            Rolls Royce plc, Bristol, England is being awarded $7,927,799 for priced order #5448 under an existing basic ordering agreement contract (N00383-04-G-001M) for procurement of turbine rotor blades, LPT1 used in support of the F-402 engine. Work will be performed in Bristol, England, and work is expected to be completed by October 2008. Contract funds will not expire at the end of the fiscal year. This contract was not awarded competitively. The Naval Inventory Control Point is the contracting activity.
 
            Roselm Industries, Inc., South El Monte, Calif., is being awarded an estimated $7,105,661, firm-fixed-price contract for Countermeasures Chaff-Flare breech-plates. Countermeasures Chaff-Flare breech-plates are a part of the AN/ALE-47(V) Countermeasure Dispensing System that increases aircraft survivability by determining and executing the most effective off-board countermeasures response, thereby reducing cockpit workload. Work will be performed in South El Monte, Calif., and is expected to be completed by September 2012. Contract funds in the amount of $47,460 will expire at the end of the current fiscal year. This contract was competitively procured and advertised via the Internet, with four offers received. The Naval Surface Warfare Center, Crane Division, Crane, Ind., is the contracting activity.             Basler Electric, Highland, Ill., is being awarded a $6,017,073, indefinite-delivery/indefinite-quantity, firm-fixed-price contract for acquisition of various quantities of Digital Control System Assemblies and components in support of the LSD (dock landing ships) and MCM (mine countermeasure ships) Programs. The resultant contract will also furnish engineering field services related to all LSD ship control systems and associated hardware. Work will be performed in Highland, Ill., and is expected to be completed by February 2010. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured and advertised via the Federal Business Opportunities website, with 7 proposals received. The Naval Surface Warfare Center, Carderock Division, Ship System Engineering Station, Philadelphia, Pa., is the contracting activity (N65540-07-D-0017).

            Bell Helicopter Textron, Hurst, Texas, is being awarded $5,600,000 for ceiling priced order #GB4A under a previously awarded contract (W58RGZ-06-G-0003) for spare components for the H-1 aircraft. Work will be performed in Hurst, Texas, and work is expected to be completed December 2009. One company was solicited for this non-competitive requirement The Naval Inventory Control Point in Philadelphia, Pennsylvania is the Contracting Activity.

            Terra Mississippi Nitrogen, Yazoo City, Miss., is being awarded a $43,407,133.00 fixed price with economic price adjustment contract for the production of DiNityrogen Tetroxide (N204) and related ancillary services in support of the National Defense and the U.S. Space Program. The basic period of performance is ten years with two 5-year options. Using services are Army, Air Force, Federal Civilian Agencies, and Defense Contractors. Contract funds will not expire at the end of the current fiscal year. The original proposal was solicited on FedBizOps with 1 response. Date of performance completion is September 30, 2017. The contracting activity is Defense Energy Support Center (DESC), Fort Belvoir, Va.
