AIR FORCE
 
The Air Force is awarding an indefinite delivery, indefinite quantity contract to Alpha Research and Technology, Inc of El Dorado Hills, California for a maximum of $30,000,000. This action will upgrade the existing airborne weapon system assets to the same capability as fixed and mobile command, control, and communication systems by installing the latest version of NPES hardware and software on E4B/E6B aircraft.   At this time, $37,721 has been obligated. 55 CONS, Offutt Air Force Base, Nebraska is the contracting activity. (FA4600-09-D-0007)
 
The Air Force is modifying a cost plus award fee contract to Northrop Grumman Mission Systems of Clearfield, Utah for $19,992,211. This action will provide support for the Minuteman Weapons System, restoration of funding. At this time, $18,817,444 has been obligated. 526 ICBMSG/PKE, Hill Air Force Base, Utah is the contracting activity. ARMY
 
Telford Aviation, Inc., Bangor, Maine, was awarded on Feb 9, 2009, an $11,058,171.02 cost plus fixed fee, time and materials contract for procurement of components of the Multi-Sensor Airborne Reconnaissance and Surveillance System (MARSS), and two appropriate aircraft platforms, and to have the contractor integrate the prime mission equipment, thereby creating two additional MARSS; and modification and integration to standardize the cockpits for MARSSs XI-XVIII. Work is to be performed at Hagerstown, Md., with an estimated completion date of Jul 31, 2009. One sole source bid was solicited and one bid received. CECOM Acquisition Center, Fort Monmouth, N.J. is the contracting activity (W15P7T-07-C-W009).
 
Head, Inc., Columbus, Ohio, was awarded on Feb 9, 2009, a $9,630,807 firm fixed price construction contract to repair the airfield at Little Rock Air Force Base, Pulaski County, Ark. Work is to be performed at Jacksonville, Pulaski County, Ark., with an estimated completion date of Nov 4, 2009. Bids were solicited on the Web with two bids received. U.S. Army Engineer District, Little Rock, Ark., is the contracting activity (W9127S-09-C-0007).
 
Smiths Detection, Inc., Edgewood, Md., was awarded on Feb 9, 2009, a $7,799,789.16 Commercial firm fixed price contract for Joint Chemical Agent Detector (JCAD) Increment I – Power Communications Adapter Kits. Work is to be performed at Edgewood, Md., with an estimated completion date of Sep 30, 2010. A sole source bid was solicited with one bid received. U.S. Army Research, Development and Engineering Command, Acquisition Center, Aberdeen Proving Ground, Contracting Division, Edgewood Division, APG, Md., is the contracting activity (W911SR-07-C-0054).
 
DEFENSE LOGISTICS AGENCY
 
Burlington Apparel Fabrics, Greensboro, N.C., is being awarded a maximum $9,003,852 fixed price with economic price adjustment, indefinite delivery, indefinite quantity, total set aside contract for khaki cloth. Other locations of performance are Raeford, N.C., Cordova, N.C., and Hurt, Va. Using service is the Navy. The proposal was originally solicited through Gateway with 1 response. Contract funds will not expire at the end of the current fiscal year. The date of performance completion is October 30, 2010. The contracting activity is the Defense Supply Center Philadelphia (DSCP), Philadelphia, Pa. (SPM1C1-07-D-1515).
 
NAVY
 
BAE Systems Information and Electronic Systems, Nashua, N.H. is being awarded a $7,913,451 firm fixed price contract for Quick Reaction Dismounted Counter Radio Controlled Improvised Explosive Device Electronic Warfare (CREW) systems that are fielded in theater to counter the continuous and evolving IED threat as it becomes known. This contract includes options which, if exercised, would bring the cumulative value of this contract to $32,527,209. Work will be performed in Iraq (90 percent), Rockville, Md. (7 percent), Nashua, N.H. (3 percent), and is expected to be completed by February 2010. Contract funds will expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Surface Warfare Center, Crane Division, Crane Ind. is the contracting activity (N00164-09-C-WQ19).
 
Whitman, Requardt and Associates, LLP (large business), Baltimore, Maryland 21231, is being awarded a firm-fixed price, indefinite quantity architect, engineering contract with a maximum amount of $7,500,000 for civil, structural, architectural, mechanical, electrical services in support of projects within the Naval Facilities Engineering Command Mid-Atlantic area of responsibility (AOR). Work will be performed at various Navy and Marine Corps facilities and other government facilities. The contract is primarily for but not limited to work in N.Y.(35%)and N.J.(65%),and is expected to be completed by February 2014. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with seventeen (17) proposals received. The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Va. is the contracting activity (contract number N40085-09-D-7021).
 
Gyrocam Systems, LLC, Sarasota, Fla., is being awarded a $7,413,400 firm fixed priced delivery order #03 under previously awarded contract (M67854-07-D-5075) for production needed to produce the Expeditionary Fly Away Camera System with FSR and trainer support and a block of spare parts. Work will be performed within the Continental United States, and the period of performance is expected to be completed by Feb. 26, 2010.  Contract funds will not expire by the end of the current fiscal year. This delivery order was sole sourced procured. The Marine Corps Systems Command, Quantico, Va., is the contracting activity. 
 
C. E. Niehoff & Co., 2021 Lee Street, Evanston, IL 60202-1557, is being awarded $7,328,100.00 of firm fixed price contract for 3,000 N1602-5 Alternators. Work will be performed in Evanston, IL (100 percent), and work is expected to be complete by 30 Apr 2010. Contract funds will not expire by the end of the current fiscal year. This contract is a sole source award to C. E. Niehoff & Co., as it is the sole manufacturer of the N1602-5 Alternators. The Marine Corps Systems Command, Quantico, VA, is the contracting activity (M67854-09-C-5051).
