CONTRACTS

AIR FORCE

                Advanced Aerospace Engineering Concepts, La Verne, Calif. (FA8530-11-D-001); Alabama Aircraft Industries, Inc., Birmingham, Ala. (FA8530-11-D-002); Engineering & Software Systems Solutions, Inc., San Diego, Calif. (FA8530-11-D-004); Scientific Research Corp., Atlanta, Ga. (FA8530-11-D-005); and Support Systems Associates, Inc., Melbourne, Fla. (FA8530-11-D-006), were awarded a maximum $402,000,000 indefinite-delivery/indefinite-quantity contract for potential requirements for all Air Force-managed weapons systems.  At this time, $2,500 for each contract has been obligated.  WR-ALC/PKXE, Robins Air Force Base, Ga., is the contracting activity.

                Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Marietta, Ga., was awarded a $326,944,466 contract modification for C-5M reliability enhancement and re-engineering program, low-rate initial production Lot 4 material and fabrication of material required to support the modification of the seven Lot 4 aircraft.  At this time, $326,944,466 has been obligated.  ASC/WLSK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-07-C-6471; P00041).

                The Boeing Co., Long Beach, Calif., was awarded a $64,564,472 contract modification for the continued performance of the C-17 Globemaster III sustainment partnership for the NAMA and Qatar aircraft.  At this time, $32,489,011 has been obligated.  ASC/WMLK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8614-04-C-2004).

                Lockheed Martin Corp., Marietta, Ga., was awarded a $60,960,788 contract modification for C-5M reliability enhancement and re-engineering program, low-rate initial production Lot 4 initial spares for the acquisition of spare items for the initial sustainment of seven Lot 4 aircraft.  At this time, $60,960,788 has been obligated.  ASC/WLSK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-07-C-6471; P00058).

                Hawker Beechcraft Corp., Wichita, Kan., was awarded a $37,614,080 contract which will provide five Hawker Beechcraft King Air 350 ERs.  At this time, $37,614,080 has been obligated.  645 AESG/WIJKD, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-11-C-4011).

                The Boeing Co., Integrated Defense Systems, Wichita, Kan., was awarded a $19,090,306 contract modification for the C-130 avionic modernization program low-rate initial production (LRIP) to support LRIP Lot 2 for two C-130 AMP kits at Warner-Robins ALC.  At this time, $19,090,306 has been obligated.  Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-08-C-6481; P00021).

                Lockheed Martin Corp., Lockheed Martin, Fort Worth, Texas, was awarded a $15,244,160 contract modification for the procurement of the installation of reliability and maintability maturation program, engineering change proposals on the fielded F-22 aircraft.  At this time, $15,244,160 has been obligated.  ASC/WWUK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2897; P00060).

                Booz Allen Hamilton, Inc., McLean, Va., was awarded a $10,435,562.98 contract modification to provide systems engineering and integration support to the Military Satellite Communication Wing, Space and Missile Center, in support of the GBS/JTEO office through Oct. 21, 2011.  At this time, $1,558,834 has been obligated.  SMC/MCSWPK, El Segundo, Calif., is the contracting activity (FA8808-08-F-003; P00034).

                The Air Force is finalizing a termination for convenience of the government with The Boeing Co., Seattle, Wash., for -$64,652,791.  The modification will result in a credit to the government of $30,052,791. At this time, -$30,052,791 has been obligated.  ESC/HBGK, Hanscom Air Force Base, Mass., is the contracting activity (F33657-03-C-2051).

ARMY

                General Dynamics C4 Systems, Inc., Taunton, Mass., was awarded on Oct. 19 a $187,000,000 firm-fixed-price contract.  This is a firm-fixed-price modification to contract DAAH01-03-D-0029 to raise the ceiling from $2,498,000,000 by $187,000,000 to $2,685,000,000.  Items to be procured under this contract are “Common Hardware Systems - 3.”  Work is to be performed in Taunton, Mass., with an estimated completion date of May 30, 2013.  Bids were solicited via the Interactive Business Opportunities Page website with one bid received.  CECOM Contracting Center, Aberdeen Proving Ground, Md., is the contracting activity (DAAH01-03-D-0029).

                GM GDLS Defense Group, LLC, Sterling Heights, Mich., was awarded on Oct. 15 a $69,873,997 firm-fixed-price contract for an additional quantity of 46 Stryker vehicles.  Work is to be performed in London, Canada (50 percent), and Anniston, Ala. (50 percent), with an estimated completion date of Feb. 29, 2012.  One bid was solicited with one bid received.  TACOM, CCTA-AIP, Warren, Mich., is the contracting activity (W56HZV-07-D-M112).

                Raytheon Co., Indianapolis, Ind., was awarded on Oct. 15 a $47,000,000 firm-fixed-price contract for 250 Jackal passive infrared defeat systems.  This action is a part of the Rapid Acquisition Authority to respond to combat emergencies and has been signed by the Secretary of Defense.  Work is to be performed in Indianapolis, Ind., with an estimated completion date of Oct. 15, 2011.  One bid was solicited with one bid received.  JM&L LCMC, Picatinny Arsenal, N.J., CCJM-CC, is the contracting activity (W15QKN-II-C-0001).

                AeroVironment, Inc., Simi Valley, Calif., was awarded on Oct. 15 a $17,197,960 cost-plus-fixed-fee contract.  This letter contract establishes not-to-exceed amounts for Puma all-environment capable variant contractor logistics support, training and accounting for contract services in support of Joint Urgent Operational Need Statement CC-0289, entitled, “Unmanned Aircraft Systems for Route Clearance.”  Work is to be performed in Simi Valley, Calif., with an estimated completion date of Oct. 14, 2011.  One bid was solicited with one bid received.  U.S. Army Contracting Command, CCAM-AR-A, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-11-C-0004).

                lAP World Services, Panama City, Fla., was awarded on Oct. 15 a $12,401,145 firm-fixed-price contract.  This will exercise the second option, third year of service, for the operation and maintenance of the electrical power grids at Forward Operating Bases Salerno and Sharana.  Work is to be performed in northern Afghanistan, with an estimated completion date of Oct. 15, 2012.  Bids were solicited via the Federal Business Opportunities website with five bids received.  Defense Contract Management Agency, Bagram Airfield, Afghanistan, is the contracting activity (W91B4N-07-C-0075).

                Raytheon, Andover, Mass., was awarded on Oct. 15 a $7,626,474 cost-plus-fixed-fee contract for the repair and recapitalization of Patriot missile system assemblies and sub-assemblies.  Work is to be performed at Andover, Mass., with an estimated completion date of Oct. 14, 2012.  One bid was solicited and one received.  Letterkenny Army Depot, Chambersburg, Penn., is the contracting activity (W911N2-09-D-0001).

                Sodexo Management, Inc., Gaithersburg, Md., was awarded on Oct. 14 a $8,312,600 firm-fixed-price contract for nutrition care services at nine military training facilities across the United States.  Work was performed at Fort Eustis, Va. (5.84 percent), Fort Irwin, Calif. (9.57 percent), Fort Jackson, S.C. (10.35 percent), Fort Knox, Ky. (13.91 percent), Fort Leonard Wood, Mo. (15.36 percent), Fort Riley, Kan. (10.68 percent), Fort Sill, Okla. (11.57 percent), Fort Stewart, Ga. (11.66 percent), and U.S. Military Academy at West Point, N.Y. (11.06 percent), with estimated completion date of Oct. 17, 2013.  Bids were solicited on the World Wide Web with five bids received.  Center for Health Care Contracting, Fort Sam Houston, Texas, is the contracting activity (W81K04-08-C-0003).

DEFENSE LOGISTICS AGENCY

                Hess Corp., Woodbridge, N.J., is being awarded a maximum $27,445,949 firm-fixed-price contract for electricity.  There are no other locations of performance.  Using services are Defense Intelligence Agency, Fort McNair, Naval Research Laboratory, and National Agriculture Library.  There were originally 91 proposals solicited with 16 responses.  The date of performance completion is Dec. 31, 2012.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-8003).

                Constellation NewEnergy, Inc., Baltimore, Md., is being awarded a maximum $14,078,610 firm-fixed-price contract for electricity.  There are no other locations of performance.  Using service is Fort Detrick, Forest Glen, Md.  There were originally 91 proposals solicited with 16 responses.  The date of performance completion is Dec. 31, 2012.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-8000).

                EDO Corp., Bohemia, N.Y., is being awarded a maximum $9,138,285 firm-fixed-price, indefinite quantity contract for antennas. There are no other locations of performance.  Using service is Navy.  There were originally two proposals solicited with four responses.  The date of performance completion is Oct. 21, 2011.  The Defense Logistics Agency Land and Maritime, Columbus, Ohio, is the contracting activity (SPM7MX-11-D-0001).

                Atlantic Microwave Corp., Bolton, Mass., is being awarded a maximum $9,138,285 firm-fixed-price, indefinite-quantity contract for antennas.  There are no other locations of performance.  Using service is Navy.  There were originally two proposals solicited with four responses.  The date of performance completion is Oct. 21, 2011.  The Defense Logistics Agency Land and Maritime, Columbus, Ohio, is the contracting activity (SPM7MX-11-D-0004).

NAVY

                General Dynamics Electric Boat, Groton, Conn., is being awarded a $14,552,039 modification to previously awarded contract (N00024-07-C-2103) for reactor plant planning yard services for nuclear-powered submarines and support yard services for the Navy’s moored training ships.  The contractor will furnish, fabricate or acquire such materials, supplies and services as may be necessary to perform the functions of the planning yard for reactor plants and associated portions of the propulsion plants for nuclear powered submarines.  This contract will be incrementally funded with $9,459,707 to be obligated at the time of award.  Work will be performed in Groton, Conn. (95 percent), and Charleston, S.C. (5 percent), and is expected to be completed by September 2011.  Contract funds will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.
