                Oshkosh Corp., Oshkosh., Wis., was awarded on Nov. 29 a $413,228,964 firm-fixed-price contract for the production of 1,800 family of medium tactical vehicles for Army National Guard.  Work is to be performed in Oshkosh, Wis., with an estimated completion date of March 12, 2013.                 Oshkosh Corp., Oshkosh, Wis., was awarded on Dec. 1 a $255,000,000 firm-fixed-price contract.  This procurement is for a total of 250 Mine Resistant Ambush Protected All-Terrain Vehicle ambulances, including 246 production vehicle and four test vehicles, as well as ancillary and related requirements.  Work is to be performed in Oshkosh, Wis., with an estimated completion date of May 31, 2012.  Five bids were solicited with five bids received.  TACOM, AMSCC-TAC-ADCA, Warren, Mich., is the contracting activity (W56HZV-09-D-0111).

                GM GDLS Defense Group, LLC, JV, Sterling Heights, Mich., was awarded on Dec. 1 a $91,941,795 cost-plus-fixed-fee/firm-fixed-price contract.  This contract is for service to support performance specification changes to the Stryker vehicle.  These performance specification changes will result in the design, integration, production, and procurement of necessary components to support the Stryker mine protection kit to support vehicles in the theatre.  Work is to be performed in Sterling Heights, Mich.                 The Boeing Co., Huntsville. Ala., was awarded on Nov. 30 a $88,101,000 firm-fixed-price contract for enhanced medium altitude reconnaissance and surveillance system contract which encompasses a 24-month engineering and manufacturing development (EMD) base effort for four EMD units with an option for an additional to EMD units.  The contract includes options for a total of six low rate initial production units and interim contractor logistics support.  The total performance of the contract, if all options are exercised, is 42 months.  Work is to be performed in Ridley Park, Pa. (33 percent); Wichita, Kan. (38 percent); Hudson, N.H.                 Flint Electrical Membership Corp., dba Flint Energy, Reynolds, Ga., was awarded on Nov. 24 a $7,170,259 firm-fixed-price contract.  Flint Energy will provide and operate an electrical distribution system consisting of approximately 413 miles of lines and conduct operations, maintenance, repair, upgrade, and improvement of the electrical distribution system at Fort Benning, Ga.  The purchase of the electrical commodity is not included in this procurement.  Work is to be performed in Fort Benning, Ga., with an estimated completion date of Nov. 30, 2020.  Bids were solicited on the World Wide Web with one bid received.  Mission & Installation Contracting Command, Fort Sam Houston, Texas, is the contracting activity (W9124J-11-C-0009).

                DRS Technical Services, Inc., Herndon, Va., was awarded on Nov. 23 a $7,045,992 firm-fixed-price contract to provide management, supervision, manpower, equipment and supplies necessary to provide satellite based wireless service for morale, welfare, and recreation purposes to three locations within the Helmand province of Afghanistan.  The locations are Camp Leatherneck, Camp Delaram, and Camp Dwyer.  Work is to be performed in Afghanistan, with an estimated completion date of Nov. 21, 2011.  Leatherneck Regional Contracting Center, Helmand province, Afghanistan, is the contracting activity (W5K9FH-11-C-0007).

DEFENSE INFORMATION SYSTEMS AGENCY

                On Nov. 30, AT&T Corp., Oakton, Va., was awarded a $218,708,000 firm-fixed-price contract award for DISN Video Services-Global (DVS-G) which provides video service and video teleconference services.  The period of performance is from Dec. 1, 2010, to Nov. 30, 2012, for the base period with three one-year option periods.  This contract will provide interoperable global unclassified and classified video services and a full-service VTC utility for all DISN users.  The VTC service is a real-time, near-full motion video service that allows simultaneous video and audio communications between two or more dedicated or dial-up VTC sites worldwide.  DVS-G provides critical support to a variety of overseas contingency operations missions.  The solicitation was issued as an other than full and open competition pursuant to 10 U.S.C. 2304(c)(1).  Solicitation was posted to the Federal Business Opportunities website; only one proposal was received from AT&T Corp., a large business.  The DITCO, Scott Air Force Base, Ill., is the contracting activity (HC1013-11-C-0100).

DEFENSE COMMISSARY AGENCY

                National Beef Packing Co., Kansas City, Mo., is being awarded an indefinite-delivery, requirements-type contract on Dec. 3 to provide fresh beef products for resale at 60 commissary store locations throughout Nevada, Arizona, California, Texas, New Mexico, Idaho, Oklahoma, Missouri, Colorado, and North and South Dakota.  The estimated award amount is $188,476,582.  Contractor will deliver fresh beef products to the store locations as needed.  The contract is for a two-year base period beginning Jan. 9, 2011, through Jan. 5, 2013.  Three one-year option periods are available.  If all option periods are exercised, the contract will be completed Jan. 2, 2016.  Contract funds will not expire at the end of the current fiscal year.  Forty firms were solicited and seven offers were received.  The Defense Commissary Agency, Resale Contracting Division, Resale Service Support Branch, Fort Lee, Va., is the contracting activity (HDEC02-11-D-0004).

                Harris Ranch Beef Co., Selma, Calif., is being awarded an indefinite-delivery, requirements-type contract on Dec. 3 to provide fresh and frozen beef and pork products for resale at 13 commissary store locations throughout Korea, Japan, Okinawa, and Hawaii.  The estimated award amount is $42,911,609.  Contractor will deliver fresh and frozen beef and pork products to the store locations as needed.  The contract is for a two-year base period beginning Jan. 9, 2011, through Jan. 5, 2013.  Three one-year option periods are available.  If all option periods are exercised, the contract will be completed Jan. 2, 2016.  Contract funds will not expire at the end of the current fiscal year.  Forty firms were solicited and seven offers were received.  The Defense Commissary Agency, Resale Contracting Division, Resale Service Support Branch, Fort Lee, Va., is the contracting activity (HDEC02-11-D-0002).

                AB Foods, Toppenish, Wash., is being awarded an indefinite-delivery, requirements-type contract on Dec. 3 to provide fresh beef products for resale at 14 commissary store locations throughout Washington, Montana, and Alaska.  The estimated award amount is $35,451,354.  Contractor will deliver fresh beef products to the store locations as needed.  The contract is for a two-year base period beginning Jan. 9, 2011, through Jan. 5, 2013.  Three one-year option periods are available.  If all option periods are exercised, the contract will be completed Jan. 2, 2016.  Contract funds will not expire at the end of the current fiscal year.  Forty firms were solicited and seven offers were received.  The Defense Commissary Agency, Resale Contracting Division, Resale Service Support Branch, Fort Lee, Va., is the contracting activity (HDEC02-11-D-0003).

                Tyson Fresh Meats, Inc., Springdale, Ark., is being awarded an indefinite-delivery, requirements-type contract on Dec. 3 to provide fresh and frozen beef and pork products for resale at two commissary store locations in the Far East (Guam).  The estimated award amount is $8,043,021.  Contractor will deliver fresh and frozen beef and pork products to the store locations as needed.  The contract is for a two-year base period beginning Jan. 9, 2011, through Jan. 5, 2013.  Three one-year option periods are available.  If all option periods are exercised, the contract will be completed Jan. 2, 2016.  Contract funds will not expire at the end of the current fiscal year.  Forty firms were solicited and seven offers were received.  The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Resale Service Support Branch, Fort Lee, Va., is the contracting activity (HDEC02-11-D-0001).

DEFENSE LOGISTICS AGENCY

                Robertson Fuel Systems, LLC, Tempe, Ariz., is being awarded a maximum $51,816,160 firm-fixed-price, sole-source contract for fuel tank combo packs.  There are no other locations of performance.  Using service is Army.  There was originally one proposal solicited with one response.  The date of performance completion is Dec. 31, 2014.  The Defense Logistics Agency Aviation, Redstone Arsenal, Ala., is the contracting activity (SPRRA1-11-D-0016).

                Exelon Energy Co., Kennett Square, Pa., is being awarded a maximum $19,591,323 firm-fixed-price contract for electricity.  Other location of performance is Illinois.  Using service is federal civilian agencies.  There were originally 91 proposals solicited with 16 responses.  The date of performance completion is Jan. 31, 2013.  The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-8019).

NAVY

                M.C. Dean, Inc., Dulles, Va., is being awarded a $21,093,408 indefinite-delivery/indefinite-quantity, fixed-price, performance-based contract for electronic security system and surveillance technology services necessary to accredit information facility spaces for the National Geospatial-Intelligence Agency.  This contract includes options which, if exercised, would bring the cumulative value of this contract to an estimated $48,687,062.  Work will be performed in Washington, D.C., and is expected to be completed by December 2011.  If all options are exercised, work could continue until December 2013.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.   Space and Naval Warfare Systems Center Atlantic, Charleston, S.C., is the contracting activity (N65236-11-D-2122). 

                Force Protection Industries, Inc., Ladson, S.C., is being awarded a $17,430,254 firm-fixed-price modification under previously awarded contract (M67854-07-D-5031) for a 12-month renewal of 54 field service representatives to provide the full spectrum of support, modernization, and upgrade work on the Cougar Mine Resistant Ambush Protected (MRAP) vehicle fleet.  Work will be performed in Kuwait, and is expected to be completed by Dec. 31, 2011.  Contract funds will expire at the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity.

                The Boeing Co., St. Louis, Mo., is being awarded a $16,944,000 delivery order against a previously issued order basic ordering agreement (N00019-05-G-0026) for supplies and services required to upgrade 39 F/A-18C/D aircraft for the government of Kuwait under the Foreign Military Sales program.  Upgrades will include the modification/installation of tactical aircraft moving map capability, Miniature Airborne Global Positioning Receiver 2000 with selective availability anti-spoofing module, and cockpit pressurization warning system.  Work will be performed in Ahmed Al-Jaber Air Base, Kuwait (90 percent), and St. Louis, Mo. (10 percent), and is expected to be completed in June 2014.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                Oshkosh Corp., Oshkosh, Wis., is being awarded $11,842,463 for fixed-price delivery order #0096 under a previously awarded indefinite-delivery/indefinite-quantity contract (M67854-06-D-5028).  This delivery order is issued against exercised priced options for the purchase of 22 logistic vehicle system replacement production Wrecker vehicles; 22 400-amp alternators; 22 Roxtec pass through panels; 22 power distribution boxes; 22 Pioneer kits; and shipping for 22 vehicles.  Work will be performed in Oshkosh, Wis., and expected date of completion is Oct. 31, 2011.  Contract funds will not expire at the end of the current fiscal year.  The Marine Corps System Command, Quantico, Va., is the contracting activity.

                Earl Industries, Jacksonville, Fla., is being awarded an $8,182,444 firm-fixed-price contract for the drydock selected restricted availability of USS Klakring (FFG 42).  Work includes drydock, hull, machinery, electrical, electronics, ship alterations, boiler, and piping repair work.  Extensive coordination is required for the drydock evolution, in addition to the numerous systems onboard to be repaired.  Work will be performed in Jacksonville, Fla., and is expected to be completed by April 2011.  Contract funds in the amount of $8,182,444 will expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with one offer received.  The Southeast Regional Maintenance Center, Jacksonville, Fla., is the contracting activity (N40027-11-C-0008).

AIR FORCE

                Pratt and Whitney Military Aftermarket Services, San Antonio, Texas, was awarded a $14,150,271 contract modification for the overhaul of core module, applicable to F100-229, F15 and F16 aircraft.  At this time, the entire amount has been obligated.  448 SCMB/PKBB, Tinker Air Force Base, Okla., is the contracting activity (FA8104-04-D-0004-0091-04; 0108-02; 0110-03; 01192-02; 0126-02; 0130-02; 0136-03; 0146-02).

                Northrop Grumman Intelligence Systems Electromagnetic Systems Laboratory, San Jose, Calif., was awarded a $7,500,000 contract which will award the airborne signals intelligence payload Global Hawk objective performance incentive payment.  At this time, the entire amount has been obligated.  ASC/WINK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-03-C-4318).
