CONTRACTS

NAVY

                Northrop Grumman Systems Corp., Rolling Meadows, Ill., is being awarded a $486,045,178 firm-fixed-price modification to a previously awarded indefinite-delivery/indefinite quantity contract (N00019-09-D-0025) for the procurement of up to 99 litening pods; and 241 upgrade kits and associated repair support for AV-8B (domestic and allied), F/A-18A+/C/D, EA-6B, A-10,  F-15, F-16, and B-52 aircraft.  Work will be performed in Rolling Meadows, Ill., and is expected to be completed in December 2012.  Contract funds will not expire at the end of the current fiscal year.  This contract combines purchases for the Navy ($257,603,944; 53 percent) and the Air Force ($228,441,234; 47 percent).  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                Raytheon Co., Sudbury, Mass., is being awarded a $45,305,013 firm-fixed-price modification to previously awarded contract (N00024-09-C-5111) to exercise options for the production of two AN/SPY-1D(V) transmitter groups and two MK 99 Mod 8 fire control system for DDG 114 and DDG 115.  Work will be performed in Andover, Mass. (88 percent), and Sudbury, Mass. (12 percent), and is expected to be completed by April 2013.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, D.C., is the contracting activity.

                BAE Systems Tactical Vehicle, LP, Sealy, Texas, is being awarded $16,375,169 for firm-fixed-priced delivery order #0006 modification #08 under previously awarded contract (M67854-07-D-5030) for the procurement of the following:  Kuwait field service representatives;  home station training travel support; continental United States (CONUS) instructors; and outside the continental United States (OCONUS) FSRs.  Work will be performed in CONUS and OCONUS locations, and is expected to be completed by the end of November 2011.  Procurement funds will not expire by the end of the current fiscal year.  Marine Corps Systems Command, Quantico, Va., is the contracting activity. 

                The Boeing Co., St. Louis, Mo., is being awarded a $13,359,590 firm-fixed-price delivery order #0012 under previously awarded contract (N00383-07-G-005H) for Avionics Repair Facility support for repairs of various components of the F/A-18 aircraft.  Work will be performed in Lemoore, Calif. (49 percent); Cecil Field, Fla. (49 percent); and Philadelphia, Pa. (3 percent), and is to be completed by December 2011.  Contract funds will not expire before the end of the current fiscal year.  This effort included the governments of Spain, Malaysia, and Kuwait (all less than one percent) under the Foreign Military Sales program.  This contract was not competitively awarded.  The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity.

                Weston Solutions, Inc., San Antonio, Texas, is being awarded $10,191,053 for firm-fixed-price task order HC01 under a previously awarded multiple award construction contract (N62583-08-D-0138) for installation of advanced metering infrastructure meters and supporting communication infrastructure for Navy Region Hawaii installations:  Camp Smith; West Loch, Joint Base Pearl Harbor-Hickam; Lualualei;  Naval Computer and Telecommunications Area Master Station; and associated work at Pacific Missile Range Facility.  The objective is to have one regional data acquisition system located at Building 166, Pearl Harbor.  Work will be performed in Oahu, Hawaii, and is expected to be completed by July 2012.  Contract funds will expire at the end of the current fiscal year.  Three proposals were received for this task order.  The Naval Facilities Engineering Command, Hawaii, Pearl Harbor, Hawaii, is the contracting activity. 

                BAE Systems, Honolulu, Hawaii, is being awarded a $38,148,067 modification to previously awarded contract (N00024-06-C-4408) for repairs to the USS Chosin (CG 65).  This repair is for USS Chosin depot selected restricted availability in support of the cruiser modernization program.  Work will be performed in Pearl Harbor, Hawaii, and has a completion date of July 2011.  Contract funds in the amount of $38,148,067 will expire at the end of the current fiscal year.  The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility, Pearl Harbor, Hawaii, is the contracting activity.

                The Boeing Co., Boeing Defense, Space and Security, St. Louis, Mo., is being awarded a $24,535,237 modification to a previously awarded firm-fixed-fee contract (N68335-10-C-0491) to exercise an option for the manufacture, test and delivery of 12 AN/USM-702 Reconfigurable Transportable Consolidated Automated Support Systems (RTCASS).  In addition, this option provides for 10 self maintenance and test calibration interface devices.  RTCASS is a standardized automatic test equipment system with computer-assisted multi-functional capabilities designed to test, diagnose, troubleshoot and repair existing and emerging weapon replaceable assembly and shop replaceable assembly aircraft electronic components.  Work will be performed in St. Louis, Mo. (58 percent); North Reading, Mass. (40 percent); and Stillwater, Okla. (2 percent), and is expected to be completed in December 2012.  Contract funds in the amount of $20,646,521 will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

                CORRECTION:  Contract awarded Dec. 17, 2010, to Osage of Virginia, Inc.*, Norfolk, Va. (N40085-11-D-0009), for a maximum amount of $7,488,000, should have stated that the expected completion date is December 2015.

AIR FORCE

                United Launch Services, LLC, Littleton, Colo., was awarded a $101,003,162 contract modification which will provide launch services for the NROL-36 mission under the Air Force’s Evolved Expendable Launch services contract.  At this time, $101,003,162 has been obligated.  SMC/LRK, El Segundo, Calif., is the contracting activity (FA8816-06-C-0004; P00019).

                Space Florida, Kennedy Space Center, Fla., was awarded a $48,000,000 contract which will provide launch spaceport services for the Space Launch Division within the Space and Missile Systems Center/Space Development and Test Directorate.  At this time, no funds have been obligated.  SMC/SDTW/PKN, Kirtland Air Force Base, N.M., is the contracting activity (FA8818-10-D-0025).

                The Boeing Co., St. Louis, Mo., was awarded a $44,650,914 contract which will provide the production, delivery, installation and testing of three C-17 weapon system trainers with loadmaster stations, including all hardware, software and support equipment.  At this time, the entire amount has been obligated.  ASC/WNSK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8621-11-C-6290).

                The University of Dayton Research Institute, Dayton, Ohio, was awarded a $35,000,000 contract for the Meteor program which will include research and development for Air Force electronic and optical applications for the Survivability and Sensor Materials Division.  At this time, $50,000 has been obligated.  AFRL/PKMN, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-11-D-5401).

                BAE Systems Advanced Information Electronics, Greenlawn, N.Y. was awarded a $28,908,720 contract which will provide engineering service assistance in the activation of an organic depot repair capability at Warner Robins Air Logistics Center for the F-16 AN/APX-113 identification, friend or foe system.  At this time, the entire amount has been obligated.  WR-ALC/GRWKA, Robins Air Force Base, Ga., is the contracting activity (FA8523-11-C-0002).

                The Boeing Co., Seal Beach, Calif., was awarded a $25,779,858 contract modification which will exercise the option for calendar year 2011 maintenance and operations services to provide the requirements for the development and delivery of the logistics infrastructure for the space based space surveillance Block 10 system.  At this time, $3,101,402 has been obligated.  SMC/PKS, Los Angeles Air Force Base, Calif., is the contracting activity. (FA8819-08-C-0006; PO0028)

                Northrop Grumman Space Technology, Clearfield, Utah, was awarded a $14,628,651 contract modification for the environmental control system Option 5 deployment of the intercontinental ballistic missile prime contractor to support the Minuteman III weapons systems.  At this time, $14,628,651 has been obligated.  AFNW/PKME, Hill Air Force Base, Utah, is the contracting activity (F42610-98-C-0001).

                BAE Systems Technology Solutions & Services, Rockville, Md., was awarded a $12,031,212 contract which will provide for C-130J/J-30 Loadmaster crashworthy seats systems for up to 88 systems plus first articles (seven systems) and logistical spares (six systems).  At this time, $8,462,981 has been obligated.  WR-ALC/GRBK, Robins Air Force Base, Ga., is the contracting activity (FA8504-11-D-0003).

                United Technologies Corp., Pratt and Whitney, East Hartford, Conn., was awarded a $10,850,000 contract to provide for the purchase, installation, demonstration and training of complex and off-the-shelf support equipment necessary for depot-level repair capability of the F-117 engine.  At this time, $10,850,000 has been obligated.  OC-ALC/PKEA, Tinker Air Force Base, Okla., is the contracting activity (FA8100-11-C-0007).

                Universal Technology Corp., Dayton, Ohio, was awarded a $9,949,502 contract which will provide research and development of on-site support in the Airbase Sciences Branch at Tyndall Air Force Base, Fla.  At this time, $462,740 has been obligated.  325 Contracting Squadron, Tyndall Air Force Base, Fla., is the contracting activity (FA4819-11-C-0003).

ARMY

                General Atomics Aeronautical Systems, Inc., Poway, Calif., was awarded on Dec. 17 an $85,499,772 cost-plus-fixed-fee contract.  The award will provide logistics support for the Warrior A/Warrior Block 0 unmanned aircraft system at four sites outside the continental United States.  Work will be performed in Poway, Calif., with an estimated completion date of Dec. 16, 2011.  One bid was solicited with one bid received.  The U.S. Army Contracting Command, AMCOM, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-11-C-0001).

                Mil-Mar Century Corp., Miamisburg, Ohio, was awarded on Dec. 17 a $30,603,851 firm-fixed-price contract.  The award will provide for 603 load handling system compatible with the water tank-rack system.  Work will be performed in Miamisburg, Ohio, with an estimated completion date of March 2, 2012.  One bid was solicited with one bid received.  The U.S. Army Tank-Automotive and Armament Command, Warren, Mich., is the contracting activity (W56HZV-11-D-0001).

                Camber Corp., Huntsville, Ala., was awarded on Dec. 17 a $13,094,877 firm-fixed-price level-of-effort contract.  This award provides support for small arms readiness evaluation teams to inspect and repair Army weapons at various installations worldwide.  Work will be performed in Huntsville, Ala., with an estimated completion date of April 30, 2011.  Two bids were solicited and one bid was received.  The U.S. Army Tank-Automotive and Armament Command, Warren, Mich., is the contracting activity (W52H09-09-D-0107).

                Federal Prison Industries, Washington, D.C., was awarded on Dec. 17 a $10,623,220 firm-fixed-price contract.  This award provides for outer tactical vests to Afghanistan.  Work will be performed in Yazoo City, Miss., with an estimated completion date of June 30, 2011.  One bid was solicited with one bid received.  The U.S. Army Research, Development and Engineering Command, Aberdeen Proving Ground, Md., is the contracting activity (W91CRB-08-D-0045).

                Goodrich Corp., Goodrich Pump & Engine Control Systems, Inc., West Hartford, Conn., was awarded on Dec. 17 a $10,157,787 firm-fixed-price contract.  This award provides for the overhaul of 217 Chinook main fuel controls.  Work will be performed in West Hartford, Conn., with an estimated completion date of Jan. 25, 2011.  One bid was solicited with one bid received.  The U.S. Army Contracting Command, AMCOM, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-05-D-0487).

                GM GDLS Defense Group, LLC, JV, Sterling Heights, Mich., was awarded on Dec. 17 a $9,925,973 cost-plus-fixed-fee contract.  This award will provide for the procurement and installation of the Stryker shields.  Work will be performed in Sterling Heights, Mich.; Shelby Center, Mich.; Auburn Warehouse, Wash.; Germany; Iraq; Kuwait; Afghanistan; and London, Canada, with an estimated completion date of Dec. 31, 2011.  One bid was solicited with one bid received.  The U.S. Army Tank-Automotive and Armament Command Contracting Center, Warren, Mich., is the contracting activity (W56HZV-07-D-M112).

                Rolls-Royce Corp., Indianapolis, Ind., was awarded on Dec. 17 a $9,312,910 firm-fixed-price contract.  This award will provide for the analysis, testing, repair and overhaul of 40 gas turbine engines to the OH-58 Kiowa helicopters.  Work will be performed in Neosho, Mo., and Oakland, Calif., with an estimated completion date of Sep. 30, 2011.  One bid was solicited with one bid received.  The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-09-D-0207).

                John C. Grimberg Co., Inc., Rockville, Md., was awarded on Dec. 17 a $9,075,000 firm-fixed-price contract.  This award will provide for the design and construction of a new boundary gate at Nallin Pond Access Point, Fort Detrick, Md.  Work will be performed in Fort Detrick, Md., with an estimated completion date of Jan. 15, 2013.  The bid was solicited through the Internet with 11 bids received.  The Fort Detrick Integrated Program Office, Fort Detrick, Md., is the contracting activity (W912DR-11-C-0008).
