AIR FORCE

            The Boeing Co., of Huntington Beach, Calif., is being awarded a maximum $11,750,000,000 Indefinite Delivery Indefinite Quantity contract for the C-17 Globemaster III Integrated Sustainment Program (GISP). This contract will provide support and sustainment services to the government product dupport manager (PSM)/product support integrator (PSI) for the C-17 weapon system. Support shall include, but not be limited to:  program management; sustaining logistics; material and equipment management; sustaining engineering; quality assurance; depot level aircraft maintenance and modifications; F117 propulsion system management; long-term sustainment (LTS) planning; field services, unique foreign military customer services, and Air Logistics Center Partnering Support for the worldwide fleet of the C-17 aircraft. The level of support required will be outlined in individual task orders. Approximately 10 precent of this contract effort supports Foreign Military Sales to United Kingdom, Australia, Canada, United Arab Emirates, Qatar and NATO Strategic Airlift Capability.  At this time, zero dollars have been obligated.             Battlespace Flight Services, LLC of Arlington, Va., is being awarded a $104,179,468 firm fixed price/cost plus award fee contract modification to fund extension of contract for organizational maintenance support for the predator MQ-1 aircraft and related systems at Creech Air Force base, Nev., Whiteman Air Force Base, Mo., and deployed sites worldwide. Air Combat Command Acquisition Management and Integration Center, Newport News, Va. is the contracting activity (FA4890-07-C-0006 PO0087). 

            DynCorp International, LLC of Fort Worth, Texas is being awarded a $58,693,933 firm fixed price, cost plus award fee with cost reimbursable line items contract modification for the receipt, inventory, accountability, maintenance, repair, periodic inspection and test, serviceability, marking, storage, security, shipping, and reporting of war reserve materials resources. The contractor is responsible for the maintenance and repair of government furnished facilities and property while meeting environmental compliance requirements. ACC AMIC/PKB, Newport News, Va.  is the contracting activity (FA4890-08-C-0004-PO0131). 

            ITT Systems Corp., of Colorado Springs, Co., is being awarded a $20,000,000 firm fixed price with cost reimbursable line items contract modification to provide various program management operations and maintenance, and mission support services to the Air Force Forward operating location in support of the U. S. Southern Command aerial counter drug surveillance mission at HATO International Airport Curacao, Netherland Antilles and Reina Beatrix International Airport, Aruba.             Defense Support Services, LLC of Mount Laurel, N.J. is being awarded a $17,071,945 firm fixed price contract modification for civil engineering services at Sheppard Air Force Base, Texas. This action is to exercise Option Period Three, Oct. 1, 2011 through September 2011.  82d Contracting Squadron/LGCN, Sheppard Air Force Base, Texas is the contracting activity (FA3002-09-C-0003, A00033).

            ABACUS Technology Corp of Chevy Chase, Md., is being awarded an $8,714,564 firm fixed price, Cost Reimbursement contract for command, control, communications, computer services at Kirtland Air Force Base, N.M. AFNWC/PKOC, Kirtland Air Force Base, N.M. is the contracting activity (FA9401-05-D-0001). 

            PKL Services Incorporated of Poway, Calif. is being awarded an $8,003,671 firm fixed price contract modification to provide personnel, supervision and services necessary to maintain Republic of Singapore Air Force F-15SG and Air Force F-15E aircraft based with the 366th Maintenance Group, located at Mountain Home Air Force Base, Idaho. This action is a modification to exercise the third option year of the contract. 100% of the current effort supports foreign military sales for the Republic of Singapore. 366 Contracting Squadron, Mountain Home Air Force Base, Idaho is the contracting activity (FA4897-08-C-2002 PO0024). 

            Kuhana Associates of Honolulu, Hawaii is being awarded a maximum $7,611,021 firm fixed price contract modification to provide clinical support services, in the form of health care workers, who will perform a full range of clinical support services. The location of performance is Davis-Monthan Air Force Base, Az. 355 CONS, Davis-Monthan Air Force Base, Az. is the contracting activity (FA4877-10-D-0001 P00012).

DEFENSE LOGISTICS AGENCY

            Talley Petroleum Enterprises, Inc., Grantville, Pa.*, was awarded contract SP0600-11-D-8527.  The award is a fixed price with economic price adjustment contract for a maximum $20,629,535 for fuel.  There are no other locations of performance.  Using services are Army, Navy and federal civilian agencies.  The date of performance completion is April 30, 2014.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. 

Santa Buckley Energy Group LTD., Bridgeport, Conn.* was awarded contract SP0600-11-D-8514.  The award is a fixed price with economic price adjustment contract for a maximum $14,650,233 for fuel.  Other location of performance is in Rhode Island.  Using services are Navy, Air Force and federal civilian agencies.  The date of performance completion is April 30, 2014.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. 

            East River Energy, INC., Guilford, Conn.*, was issued a modification on the current contract SP0600-11-D-8537/P00004.  The award is a fixed price with economic price adjustment contract for a maximum $11,528,082 for fuel.  Other locations of performance are in New Hampshire, New York, New Jersey, Pennsylvani and Massachusetts.  Using services are Army, Navy, Air Force and federal civilian agencies.  The date of performance completion is April 30, 2014.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. 

            Hess Corp., Woodbridge, N.J., was issued a modification on the current contract SP0600-11-D-8540/P00004.  The award is a fixed price with economic price adjustment contract for a maximum $9,307,164 for fuel.  Other location of performance is in New York.  Using services are Army and federal civilian agencies.  The date of performance completion is April 30, 2014.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. 

            ISOBunkers, Aston, Pa.* was awarded contract SP0600-11-D-8510.  The award is a fixed price with economic price adjustment contract for a maximum $6,855,219 for fuel.  There are no other locations of performance.  Using services are Army and Air Force.  The date of performance completion is April 30, 2014.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Va. 

NAVY

            Lockheed Martin, Space Systems Co., Sunnyvale, Calif., is being awarded a $19,728,500 unpriced letter contract to provide for Long Lead Material (LLM) required for the fiscal year 2012 follow-on production of the TRIDENT II (D5) Missile System.  The contractor shall provide long lead material and the labor, planning, and scheduling necessary to support the schedule.  Work will be performed in Sunnyvale, Calif., and various yet to be determine locations, and the work is expected to be completed September 2016.  Contract funds will not expire at the end of the current fiscal year.  This contract was not competitively procured.  Strategic Systems Programs, Washington, D.C., is the contracting activity (N00030-12-C-0100). 

            BAE Systems Hawaii, Honolulu, Hawaii, was awarded on Sept. 30, a $16,516,656 modification to previously awarded contract (N00024-06-C-4408) for USS Lake Erie (CG-70) drydocking selected restricted availability.  Work will be performed in Pearl Harbor, Hawaii, and is expected to be completed by February 2012.  Contract funds in the amount of $16,516,656 will expire at the end of the current fiscal year.  The Pearl Harbor Naval Shipyard & IMF, Pearl Harbor, Hawaii, is the contracting activity. 

            MIL-SAT Global Communicatons.*, Surry, Va., was awarded on Sept, 30, an $11,910,032 firm-fixed price, indefinite-delivery/indefinite-quantity contract for marine stabilized satellite communication terminals.  This procurement is to provide marine stabilized satellite communication terminals for the Force Training Assessment Department at the Naval Surface Warfare Center, Corona Division.  Work will be performed in Surry, Va., and is expected to be completed by September 2016.  Contract funds will expire at the end of the current fiscal year. This contract was competitively procured with two offers received via Federal Biusiness Opportunities.  The Port Hueneme Division, Naval Surface Warfare Center, Port Hueneme, Calif., is the contracting activity (N63394-11-D-5054). 

            Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded $11,840,374 for ceiling priced delivery order #0001 under a previously awarded contract (N00383-12-G-034G) for repairable support for components of the EA-18G aircraft.  Work will be performed in Philadelphia, Pa. (84 percent); Baltimore, Md. (8 percent); Bethpage, N.Y. (3 percent); Whidbey Island, Wash. (2 percent); Fort Wayne, Ind. (2 percent); and St. Augustine, Fla. (1 percent), and work is expected to be completed by September 2012.  Contract funds will not expire before the end of the current fiscal year.  This contract was not awarded through full and open competition.  One firm was solicited and one offer was received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pa., is the contracting activity. 

            J.K. Hill & Associates, Inc., Virginia Beach, Va., is being awarded a $9,394,128 modification (P00006) to previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (M00681-09-D-0009) to exercise option year two to provide an additional 12 months of aircraft maintenance services and logistical support assistance for the United States Marine Corps Marine Fighter Light Attack Helicopter Training Squad located at Marine Corps Air Station (MCAS) Miramar, Calif.  Contract funding will be provided with individual task orders for services required.  With this modification exercised the new contract value is $32,648,312.  Work will be performed at MCAS Miramar, Calif., and work is expected to be completed Sept. 30, 2012.  Contract funds will expire at the end of the current fiscal year.  The Regional Contracting Office, Marine Corps Installations West, Camp Pendleton, Calif., is the contracting activity. 

ARMY

            Great Lakes Dredge and Dock Co., LLC, Oak Brook, Ill., was awarded a $17,828,400 firm-fixed-price contract. The award will provide for the maintenance dredging services at Baltimore Harbor and channels. Work will be performed in Chesapeake Bay, Md., and Talbot County, Md., with an estimated completion date of March 30, 2012. The bid was solicited through the Internet, with three bids received.             JLG Industries Inc., McConnellsburg, Pa., was awarded a $17,073,724 firm-fixed-price contract. The award will provide for the procurement of 96 all-terrain lifter rough terrain forklifts.             Smith Construction Management, LLC, Glendale, Ariz., was awarded a $16,704,000 firm-fixed-price contract. The award will provide for the construction of the North Colorado Springs Readiness Center.  Work will be performed in Colorado Springs, Colo., with an estimated completion date of Sept. 30, 2013.  The bid was solicited through the Internet, with 11 bids received.             Caterpillar Inc., Mossville, Ill., was awarded a $16,119,516 firm-fixed-price contract. The award will provide for the modification of an existing contract to provide 115 loaders; 115 fork lifts; and three arctic kits.             The Missile Defense Agency (MDA) is announcing the award of a sole source cost-plus-incentive-fee with technical/schedule performance incentives modification to Lockheed Martin Mission Systems and Sensors, Moorestown, New Jersey, under the HQ0276-10-C-0003 contract, P00021. The total value of this modification is $6,578,419, increasing the total contract value from $176,695,539 to $183,273,958. This modification accounts for the award of contract line item numbers (CLINs) 0002 and 0003 for integration of the Aegis weapon system hardware onto skids to include the computer processing suite, spy transmitter and signal processor. Through interface and functional testing the contractor shall demonstrate achievement of various stages of testing to include equipment light off, intra and some inter element testing. The work will be performed in Moorestown, N.J.. The performance period is through June 30, 2012.
