ARMY
Science Applications International Corporation, San Diego, California, is
being awarded a $2,500 increment as part of a $25,000,000 indefinite
delivery/firm fixed price contract to provide services for preparation of
environmental/natural resources investigations and studies for various United
States government military facilities and civil works projects worldwide
identified by the Fort Worth District. Work is expected to be completed by
February 2, 2000. There were 532 bids solicited on February 10, 1994, and 12
bids received. The contracting activity is the U.S. Army Corps of Engineers,

CIVIL WORKS - NON MILITARY
Techlaw, Incorporated, Lakewood, Colorado, is being awarded $5,000 as part of
a not-to-exceed $30,000,000 (basic period and four option years) indefinite
delivery/indefinite quantity (fixed price) contract to provide research and
investigation to determine the liability of federal agency activities for past
contamination on a site and the extent to which the federal agency will enter
into cleanup of the site or will prove its past activities on the site did not
lead to contamination. Work will be performed at federal agencies in the
states of California, Utah, Nevada, Arizona, Hawaii, and the Pacific Islands,
and is expected to be completed by January 31, 2000. It is unknown at this
time the percentage of work that may be required in any of these locations.
Whenever any federal agency is notified by a regulatory agency, a government
agency or a private entity that the federal agency is potentially responsible
for contamination and the required cleanup on a site. Delivery orders will be
written under the contract as required. This contract will be used to research
and determine the federal agency's liability. There were 130 bids solicited on
March 9, 1994, and 9 bids received. The contracting activity is the U.S. Army
Corps of Engineers, Sacramento, California (DACW05-95-D-0004).
NAVY
FC Business Systems*, Federal Systems Support Division, Falls Church,
Virginia, is being awarded a $2,500,000 indefinite delivery, indefinite
quantity, fixed-price, level-of-effort letter contract, with a not-to-exceed
value of $7,500,000, for technical support services for the Tactical Advanced
Computer Project Office. Work will be performed in San Diego, California
(40%), and in Washington, D.C. (60%), and is expected to be completed by
January 2000. Contract funds will not expire at the end of the current fiscal
year. This contract was not competitively procured. The Navy's Information
Systems Management Center (NISMC), Washington, D.C., is the contracting

United Technologies Corporation, Sikorsky Aircraft Division, Stratford,
Connecticut, is being awarded a $11,700,000 cost-plus-fixed-fee order for
technical support for service life extension of the H-53E helicopter in support
of the Service Life Assessment Program. Work will be performed in Stratford,
Connecticut, and is expected to be completed by December 1996. Contract funds
will not expire at the end of the current fiscal year. This contract was not
competitively procured. The Naval Air Systems Command, Washington, D.C., is

Newport News Shipbuilding Company, Newport News, Virginia, is being awarded a
$35,329,187 modification to previously awarded contract N62793-94-G-0001 for
execution of industrial effort for the Post Shakedown Availability
(PSA)/Selected Restricted Availability (SRA) of USS Enterprise (CVN 65). Work
will be performed Newport News, Virginia, and is expected to be completed by
July 1995. Contract funds will not expire at the end of the current fiscal
year. The Supervisor of Shipbuilding, Conversion and Repair, Newport News,
Virginia, is the contracting activity.
AIR FORCE
GEC Avionics Incorporated, Atlanta, Georgia, is being awarded a $5,481,155
(Estimtaed) firm-fixed-price contract for repair of various components of the
Heads Up Display on the Block 40 F-16 aircraft . Contract is expected to be
completed February 1997. Contract funds will not expire at the end of the
current fiscal year. One bid was solicited. The solicitation was issued July
1994 and negotiations were completed December 1994. The Olden Air Logistics
Center, Hill Air Force Base, Utah, is the contracting activity

Hughes Aircraft Company, Radar Systems Group Business Unit, Los Angeles,
California, is being awarded a $15,170,000 firm-fixed-price contract for 410
Weapon Data Links for the AM-130 air-to-air ground missile. The work will be
performed at Orangeburg, South Carolina. Contract is expected to be completed
December 1996. Contract funds will not expire at the end of the current fiscal
year. One bid was solicited and one proposal was received. The solicitation
was issued August 1994 and negotiations were completed December 1994. The
Aeronautical Systems Center, Eglin Air Force Base, Florida, is the contracting

ITT Electro-Optical Products Division, Roanoke, Virginia, is being awarded a
$5,450,806 face value increase to a cost-plus-incentive-fee contract. This
contract provides for ten Night Vision System Test units applicable to the F-16
and C-130 aircraft, along with associated support equipment, testing, data and
training. Contract is expected to be completed May 1996. Contract funds will
not expire at the end of the current fiscal year. The Human Systems Center,
