CONTRACTS

AIR FORCE

            Pricewaterhouse Coopers L.L.P. (FA4890-12-D-0031), McLean, Va. is being awarded a $76,354,451 indefinite delivery, indefinite quantity contract to provide support services in the areas of management and professional support services.  The locations of performance may include the National Capital Region; Air Force Accounting and Finance Office of Denver, Colo.; Defense Finance and Accounting Services of Columbus, Ohio; Air Force Major Commands; Direct Reporting Units and outside the Continental U.S. locations.  Work is to be completed by Aug. 22, 2017.  The contracting activity is ACC AMIC/DRA, Newport News, Va. 

            Orbital Sciences Corp., Dulles, Va., (FA9453-12-C-0128) is being awarded a $32,642,695 cost-plus-fixed-fee contract to develop a maneuverable augmented geostationary laboratory experiment platform spacecraft bus.  The location of the performance is Orbital Sciences Corp., of Dulles, Va.  Work is to be completed by Aug. 22, 2017.  The contracting activity is AFRL/RVKVI, Kirtland Air Force Base, N.M. 

            United Technologies Corp., East Hartford, Conn. (SPRTA1-09-G-0001 BZ40/BZ42) is being awarded an $8,769,818 firm-fixed price contract for support equipment to support the Egyptian Air Force F100-PW-229 engine on 20 F-16 aircraft.  The location of the performance is United Technologies Corp., of East Hartford, Conn.  Work is to be completed by Dec. 31, 2013. The contracting activity is OC/ALC/848 SCMG/PKBB, Tinker Air Force Base, Okla. 

NAVY

            Raytheon Co., Integrated Defense Systems, San Diego, Calif., is being awarded a $22,475,000 cost-plus-fixed-fee, cost plus award fee modification to previously awarded contract (N00024-08-C-5122) to exercise options for       Fiscal 2012 Ship Self Defense System (SSDS) Platform Systems Engineering Agent efforts.  The purpose of this modification is to fund continuation of SSDS MK 2 development and test for CVN 78 and SSDS MK1 technology refresh efforts.  SSDS provides ship self-defense capabilities against anti-ship cruise missile attack for aircraft carriers and selected amphibious ships by integrating existing and programmed anti-air warfare stand-alone defensive systems and providing an automated quick response and multi-target engagement capability emphasizing performance in the littoral environment.  Work will be performed in San Diego, Calif. (90 percent), Tewksbury, Mass. (5 percent), and Portsmouth, R.I. (5 percent), and is expected to be completed by August 2013.  Contract funds in the amount of $22,221,197 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

            The Boeing Co., St. Louis, Mo., is being awarded a $19,000,000 firm-fixed-price delivery order against a previously issued Basic Ordering Agreement (N00019-11-G-0001) for Engineering Change Proposal 6253R1, Distributed Targeting System, Low Rate Initial Production 2 effort for the F/A-18E/F aircraft.  This order includes delivery of 113 “A”, 64 “B” kits, and 20 spare bulk data cartridge units.  Work will be performed in Melbourne, Fla. (75 percent); St. Louis, Mo. (21 percent); Muskegon, Mich. (1.5 percent); and various other locations throughout the United States (2.5 percent), and is expected to be completed in October 2014.  Contract funds will not expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity. 

            Raytheon Co., McKinney, Texas, is being awarded $9,866,912 for ceiling priced repair delivery order #7002 under a previously issued Basic Ordering Agreement (N00383-10-G-003D) for the repair of nine weapon replaceable assemblies and eight shop replaceable assemblies of the Advanced Targeting Forward Looking Infrared System used in support of the F/A-18 Aircraft.  Work will be performed in McKinney, Texas, and work is expected to be completed by Aug. 23, 2013.  The applicable Fiscal 2012 Navy Working Capital Funds will not expire at the end of the current fiscal year.  Raytheon was solicited for this sole-source requirement and one offer was received in response to the solicitation.  The Naval Supply Weapons Systems Support, Philadelphia, Pa., is the contracting activity. 

U.S. TRANSPORTATION COMMAND

            Six U.S. flag international carriers have been awarded extensions to an existing indefinite delivery/indefinite quantity fixed price contract for ocean and intermodal distribution services.  Work will be performed worldwide as specified on each individual order and is expected to be completed Sept. 30, 2012.  Contract funds will expire at the end of the current fiscal year.  Twenty proposals were received at the time of initial award.  U.S. Transportation Command Directorate of Acquisition, Scott Air Force Base, Ill., is the contracting activity.  The extensions are being awarded to the following: American President Lines Ltd, Inc., Scottsdale, Ariz., $50 million (HTC711-09-D-0028); American Roll-On Roll-Off Carrier L.L.C., Park Ridge, N.J., $14 million (HTC711-09-D-0029); Farrell Lines Inc., Norfolk, Va., $14.7 (HTC711-09-D-0034); Hapag-Lloyd USA, L.L.C., Tampa, Fla., $8.7 million (HTC711-09-D-0036); Liberty Global Logistics, L.L.C., Lake Success, N.Y., $9.4 million (HTC711-09-D-0039); and Maersk Line, Ltd., Norfolk, Va., $66 million (HTC711-09-D-0040). 

ARMY

            AM General L.L.C., South Bend, Ind., was awarded a $9,960,823 firm-fixed-price contract.  The award will provide for the modification of an existing contract to procure high mobility multi-purpose wheeled vehicles.  Work will be performed in Mishiwaka, Ind., with an estimated completion date of Dec. 31, 2012.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-10-C-0405). 

            Noblis Inc., Falls Church, Va., was awarded a $9,900,000 firm-fixed-price contract.  The award will provide for the Environmental Advisory and Assistance Support to the U.S. Army Corps of Engineers.  Work will be performed in Washington, D.C., with an estimated completion date of July 31, 2017.  The bid was solicited through the Internet, with two bids received.  The U.S. Army Corps of Engineers, Omaha, Neb., is the contracting activity (W9128F-12-D-0041). 

            NIITEK Inc., Dulles, Va., was awarded a $9,302,095 firm-fixed-price contract.  The award will provide for the procurement of remote visualization systems, spare parts, training support and logistical data.  Work will be performed in Charlottesville, Va., with an estimated completion date of July 25, 2013.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Alexandria, Va., is the contracting activity (W909MY-12-C-0027). 

            Textron Marine and Land Systems, New Orleans, La., was awarded a $9,115,966 cost-plus-fixed-fee contract.  The award will provide for the modification of an existing contract to procure field service representative support.  Work will be performed in Slidell, La., with an estimated completion date of Aug. 2, 2013.  One bid was solicited, with one bid received.  The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-11-C-0114). 

            Northrop Grumman Systems Corp., Herndon, Va., was awarded an $8,973,337 firm-fixed-price contract.  The award will provide for the procurement of information technology services.  Work will be performed in Korea, with an estimated completion date of July 31, 2015. Sixteen bids were solicited, with three bids received.  The U.S. Army Contracting Command, Yongsan Garrison, Korea, is the contracting activity (W91QUZ-07-D-0005). 

            Aerodynamics Inc., Waterford, Mich., was awarded an $8,343,645 firm-fixed-price contract.  The award will provide for the fixed-wing airlift support services to personnel in the Central African region.  Work will be performed in the Central African Republic, with an estimated completion date of May 2, 2013.  The bid was solicited through the Internet, with three bids received.  The U.S. Army Contracting Command, Rock Island, Ill., is the contracting activity (W52P1J-12-C-0062). 

            Breeze-Eastern, Whippany, N.J., was awarded an $8,228,539 firm-fixed-price contract.  The award will provide for the overhaul services of a winch in support of UH-60 Black Hawk helicopter.  Work will be performed in Whippany, with an estimated completion date of July 26, 2017.  The bid was solicited through the Internet, with one bid received.  The U.S. Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity (W58RGZ-12-D-0162). 

            Cubic Applications Inc., San Diego, Calif., was awarded an $8,141,368 cost-plus-award-fee contract.  The award will provide for the services in support of the 162nd Infantry Brigade Security Forces Advisory Team.  Work will be performed in Fort Polk, La., with an estimated completion date of June 30, 2016.  Two bids were solicited, with two bids received.             Structural Associates Inc., East Syracuse, N.Y., was awarded a $7,601,300 firm-fixed-price contract.  The award will provide for the design and construction services on Fort Drum, N.Y.  Work will be performed in Fort Drum, with an estimated completion date of Jan. 2, 2014. The bid was solicited through the Internet, with four bids received.  The U.S. Army Corps of Engineers, New York, N.Y., is the contracting activity (W912DS-12-C-0023). 

            Beckering Advisor Inc., Grand Rapids, Mich., was awarded a $7,450,890 firm-fixed-price contract. The award will provide for the expansion of the Battle Creek Mental Health Facility. Work will be performed in Battle Creek, Mich., with an estimated completion date of Dec. 30, 2013. The bid was solicited through the Internet, with eight bids received.
