CONTRACTS

DEFENSE LOGISTICS AGENCY

            Coastal Pacific Food Distributers Inc., Stockton, Calif., was issued a modification exercising the first option year on contract SPM300-11-D-3434/P00019.  The modification is a fixed-price with economic-price adjustment, prime vendor contract with a maximum $1,023,579,207 for supply and distribution of food and non-food products.  Other locations of performance are Japan, Singapore, and Philippines.  Using military services are Army, Navy, Air Force, and Marine Corps.  There were three responses to the Web solicitation.  Type of appropriation is fiscal 2013 Defense Working Capital Funds.  The date of performance completion is Dec. 13, 2014.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

            Carestream Health Inc., Rochester, N.Y., was issued a modification exercising the fourth option year on contract SPM2D1-09-D-8308/P00023.  The modification is a fixed-price with economic-price adjustment contract with a maximum $62,360,703 for imaging systems, subsystems, and components.  There are no other locations of performance.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  There were forty-three responses to the Web solicitation.  Type of appropriation is fiscal 2012 through fiscal 2013 Defense Working Capital Funds.  The date of performance completion is Dec. 15, 2013.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. 

            KPMG LLP, McLean, Va., was awarded contract SP4703-11-A-0017-0023.  The award is a firm-fixed-price contract with a minimum $32,002,607 for management services.  Other location of performance is Fort Belvoir, Va.  Using service is federal civilian agencies.  There were six responses to the General Services Administration solicitation.  The date of performance completion is Dec. 13, 2013.  The contracting activity is the Defense Logistics Agency Contracting Services Office, Richmond, Va. 

            ITT Exelis, Clifton, N.J., was awarded contract SPRPA1-13-C-004W.  The award is a firm-fixed price, sole source contract with a maximum $7,357,968 for support of aircraft radios.  There are no other locations of performance.  Using military service is Air Force.  There was one solicitation with one response.  The date of performance completion is March 30, 2016.  The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pa. 

MISSLE DEFENSE AGENCY

            Raytheon Co., Integrated Defense Systems, of Woburn, Mass., (HQ0147-12-C-0006, PZ0003) is being awarded a firm-fixed price contract modification in the amount of$207,922,395 increasing the total contract value from $364,024,477 to $571,946,872. Under this contract modification, the contractor will manufacture and deliver the AN/TPY-2 Radar #11 with associated spares and three forward-based Prime Power Units with associated spares.  The work will be performed in Woburn, Mass.  The performance period is from Jan. 1, 2013 through May 30, 2015.  The contracting activity is Missile Defense Agency, Huntsville, Ala. 

AIR FORCE

            L-3 Communications Corp., Waco, Texas, (FA8625-13-C-6597) is being awarded a $80,277,677 firm-fixed price contract for long lead spare aircraft parts required to support the C-27J.  The location of the performance is Waco, Texas, and Torino, Italy.  Work is expected to be completed by July 29, 2013.  The contracting activity is ASC/WLVK, Wright-Patterson Air Force Base, Ohio.  Contract involves foreign military sales to Australia. 

            Bearing Straits Logistics Services, Anchorage, Alaska, (FA8100-12-C-0002, P00006) is being awarded an $11,145,962 contract modification for 76th Maintenance Wing material support.  The location of the performance is Tinker Air Force Base, Okla.  Work is expected to be completed by Dec. 18, 2013.  The contracting activity is AFSC/PZIMA, TinkerAir Force Base, Okla. 

            Northrop Grumman Systems Corp., Herndon, Va., (FA8750-13-C-0120) is being awarded a $10,208,232 cost-plus-fixed-fee contract for software enhancements for the Automated Virtual Information Production Support System.  The location of the performance is Fairborn, Ohio.  Work is expected to be completed by June 13, 2015.  The contracting activity is AFRL/RIKE, Rome, N.Y. 

            General Electric Co., Cincinnati, Ohio, (FA8604-13-D-7953) is being awarded a $9,148,074 requirements contract for contractor engineering and technical services support for the F-110-GE-100, J-85-21B engines and F-16 C/D aircraft.  The locations of the performance are Dannelly Field, Ala.; Atlantic City, N.J.; Springfield, Ill.; Sioux Falls, S.D.; Duluth, Minn.; Dover, Del.; Travis, Calif.; and Tinker, Okla.  Work is expected to be completed by Dec. 31, 2014.  The contracting activity is AFLCMC/PZIEB, Wright-Patterson Air Force Base, Ohio.  Contract involves Foreign Military Sales to Bahrain, Egypt and Israel. 

DEFENSE THREAT REDUCTION AGENCY

            L-3 Services Inc., of San Leandro, Calif., is being awarded an indefinite-delivery /indefinite-quantity (ID/IQ) contract for Research and Development, Engineering and Test Support services for the Defense Threat Reduction Agency, (DTRA) in support of the Nuclear Weapons Effects Simulator Program.  The maximum value of the ID/IQ contract is $48,965,000.  The statutory authority for this non-competitive action is 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source.  The contracting activity is the Defense Threat Reduction Agency, Fort Belvoir, Va., (HDTRA1-13-D-0002).  Work will be performed at San Leandro, Calif., and is expected to be completed December 2022.  

NAVY

            IAP World Services Inc., Cape Canaveral, Fla., is being awarded a $13,867,093 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for base operating support services at Naval Air Station Patuxent River: Webster Field Annex, Solomon’s Recreation Center Annex and Point Lookout, Md.  The work to be performed provides for general management and administration services; facility support (facilities investment, integrated solid waste management and pool maintenance services); utilities maintenance and operation (including electrical, water and waste water); environmental.  Contract funds in the amount of $7,122,609 will be obligated at time of award.  The contract contains four option years which will bring to total contract value to $69,985,489.  Work will be performed in Patuxent River, Md. (91 percent); Webster Field, Md. (5 percent); Solomon’s Island, Md. (2 percent); and Point Lookout, Md. (2 percent), and is expected to be completed by December 2013.  If all options are exercised, work will continue through December 2017.  Contract funds in the amount of $7,122,609 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 10 proposals received.  The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity (N40080-13-D-3007). 

            Kellstrom Defense Aerospace Inc.*, Miramar, Fla., is being awarded a $7,478,863 firm-fixed-price contract for engineering support, support equipment, spares, and six Short POD Auxiliary power unit upgrade modification kits in support of the Japan Maritime Self Defense Force, C-130 aircraft program for the Government of Japan under the Foreign Military Sales Program.  Work will be performed in Miramar, Fla., and is expected to be completed in December 2013.  Contract funds in the amount of $7,478,863 are being obligated on this award, none of which will expire at the end of current fiscal year.  This contract was not competitively procured pursuant to 10 U.S.C. 2304(f)(2)(e), International Agreement.  The Naval Air Warfare Center Aircraft Division, Lakehurst, N.J., is the contracting activity (N68335-13-C-0143). 

            Alliant Techsystems Operations L.L.C., Clearwater, Fla., is being awarded a $6,506,292 cost-plus-fixed-fee delivery order against a previously issued basic ordering agreement (N00019-09-G-0013) for the upgrades of 40 micro-processor hardware boards in support of Navy, Air Force, and other U.S. services, military helicopters, rotorcraft, and low/slow fixed wing aircraft.  Work will be performed in Clearwater, Fla., and is expected to be completed in October 2014.  Contract funds in the amount of $6,509,292 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

CORRECTION:  Lockheed Martin Aeronautics Co.,Fort Worth, Texas, (FA8604-13-D-7951) is being awarded a $29,446,000 requirements contract for Engineering and Technical services for the F-16 aircraft.  The location of the performance is Bahrain, Chile, Egypt, Jordan, Morocco, Oman, Pakistan, Poland, Taiwan and Turkey.   Work is expected to be completed by Dec. 31, 2014.  The contracting activity is AFLCMC/PZIEB, Wright-Patterson Air Force Base, Ohio.  Contract involves Foreign Military Sales.
