ARMY
General Dynamics Land Systems, Incorporated, Sterling Heights, Michigan, is
being awarded a $49,927,518 cost contract for long lead material supporting
acquisition of 100 M1A2 Abrams Upgrade Tanks. Work will be performed in Lima,
Ohio (55%), Sterling Heights, Michigan (31%), Scranton, Pennsylvania (8%), and
Warren, Michigan (6%), and is expected to be completed by July 31, 1997.
Contract funds will not expire at the end of the current fiscal year. This is
a sole source contract initiated on January 18, 1995. The contracting activity

Olin Defense Systems/Winchester Group, Independence, Missouri, is being
awarded a $14,940,171 modification to a cost plus award fee contract for the
operation and maintenance of a government owned/contractor operated facility.
Work will be performed at Lake City Army Ammunition Plant, Independence,
Missouri, and is expected to be completed by September 30, 1995. Contract
funds will not expire at the end of the current fiscal year. There were 17
bids solicited on October 3, 1984, and 7 bids received. The contracting

Martin Marietta Technologies, Incorporated & Westinghouse Electronics System
Group, a joint venture, Orlando, Florida, is being awarded an $8,200,000
modification to an advance procurement firm fixed price contract for exercise
of Option 2, Radar Frequency Interferometer (RFI) production requirements.
Work will be performed in Orlando, Florida (50%), and Baltimore, Maryland
(50%), and is expected to be completed by November 30, 1995. Contract funds
will not expire at the end of the current fiscal year. This is a sole source
contract initiated on July 8, 1994. The contracting activity is the U.S. Army

The MITRE Corporation, McLean, Virginia, is being awarded a $200,000 increment
as part of a $10,000,000 cost plus fixed fee/indefinite delivery type contract
to provide support in an essential systems engineering and integration
framework in support of the Deputy Under Secretary of Defense/Environmental
Security. The scope of service includes strategic planning support, program
policy analysis and decision making support, systems engineering, regulatory
issue support and integration, technology evaluation and transfer, acquisition
support and related work as further defined by individual delivery orders.
Work will be performed in McLean, Virginia, and is expected to be completed by
March 9, 1996. Of the total contract funds, $200,000 will expire at the end of
the current fiscal year. This is a sole source contract initiated on December
22, 1994. The contracting activity is the U.S. Army Corps of Engineers, Omaha,
Nebraska (DACA45-95-D-0012).
Rockwell International Corporation, Duluth, Georgia, is being awarded a
$6,597,043 cost plus fixed fee contract for depot maintenance and test
equipment refurbishment (repair of Hellfire missiles and seekers). Work will
be performed at Anniston Army Depot, Alabama (90%), and Duluth, Georgia (10%),
and is expected to be completed by May 15, 1997. Of the total contract funds,
$745,225 will expire at the end of the current fiscal year. This is a sole
source contract initiated on October 26, 1994. The contracting activity is the

CIVIL WORKS - NON MILITARY
Park Construction Company, Minneapolis, Minnesota, is being awarded a
$1,000,000 increment as part of a $6,186,442 firm fixed price construction
contract for flood control at East Creek Chaska Stage 3. The project consists
of furnishing all plant, labor, material, and equipment necessary for
construction of riprap-lined channel, impervious fill levee, drop structures,
baffled chute spillway, sanitary sewer, water main, manholes and inlets,
gatewells with sluice gates, landscaping, bituminous paving, and related
miscellaneous work in strict accordance with the plans and specifications.
Work will be performed in St. Paul, Minnesota, and is expected to be completed
by November 11, 1996. Contract funds will not expire at the end of the current
fiscal year. There were 66 bids solicited on January 10, 1995, and 7 bids
received. The contracting activity is the U.S. Army Corps of Engineers, St.
Paul, Minnesota (DACW37-95-C-0009).
Oregon Iron Works, Incorporated*, Vancouver, Washington, is being awarded a
$3,500,000 increment as part of a $12,052,405 firm fixed price contract to
fabricate, deliver, and install 36 extended submerged bar screens into bulkhead
slots. Eighteen of the screens will be installed at Little Goose Dam and
eighteen will be installed at Lower Granite Dam. These screens will be located
in the turbine intake water passages to divert downstream migrating juvenile
fish away from the turbines and into the juvenile bypass system (to reduce
juvenile fish mortality), which will allow the juvenile fish to bypass the dam
to the downstream side. Work will be performed in Vancouver, Washington (58%),
Clackamas, Oregon (30%), and at various other sites (12%), and is expected to
be completed by March 31, 1996. Contract funds will not expire at the end of
the current fiscal year. There were 17 bids solicited on January 11, 1995, and
2 bids received. The contracting activity is the U.S. Army Corps of Engineers,
Walla Walla, Washington (DACW68-95-C-0030).
NAVY
Lockheed Sanders, Inc., Countermeasures Division, Nashua, New Hampshire, is
being awarded a $7,088,000 ceiling priced order for AN/ALQ-164 defensive
electronic countermeasure systems for the AV-8B aircraft for the Italian Navy
under the Foreign Military Sales Program (FMS). Work will be performed in
Nashua, New Hampshire, and is expected to be completed by June 1997. Contract
funds will not expire at the end of the current fiscal year. This contract was
not competitively procured. The Navy Aviation Supply Office, Philadelphia,
Pennsylvania, is the contracting activity (N00383-91-G-2206).
AIR FORCE
Loral Systems Manufacturing Company, Yonkers, New York, is being
awarded a $10,924,244 face value increase to a firm-fixed-price contract. This
contract provides for production support for 128 AN/ALR-56M(V) Advanced Radar
Warning Receivers in support of F-16 aircraft. Loral will perform this effort
in Yonkers, New York (43%) and Bronx, New York,(57%). Contract is expected to
be completed September 1995. Contract funds will not expire at the end of the
current fiscal year. Approximately 23% of this effort is in support of Foreign
Military Sales (FMS) to Korea. The Aeronautical Systems Center,
Wright-Patterson Air Force, Base, Ohio, is the contracting activity

Sverdrup Technology, Incorporated, Tullahoma, Tennessee, is being awarded a
$28,256,427(Estimated) Cost-Plus-Award-Fee contract for operations support for
the Phillips Laboratory's test operations at Edwards Air Force Base,
California. Contract is expected to be completed September 1999. Contract
funds will not expire at the end of the current fiscal year. Fifty one bids
were solicited and six proposal were received. The solicitation was issued
July 1994. The Air Force Flight Test Center, Edwards Air Force Base,
California, is the contracting activity (F04611-95-C-0039).
Cubic Defense Systems, San Diego , California, is being awarded a $17,363,238
cost-plus-award-fee contracts. This contract provides for development and
testing of modernization and enhancement upgrades for the Nellis Air Combat
Training System at Nellis Air Force Base, Nevada. Contract is expected to be
completed October 1998. Contract funds will not expire at the end of the
current fiscal year. One hundred and ten bids were solicited and four
proposals were received. The solicitation was issued June 1994 and
negotiations were completed February 1995. The Aeronautical Systems Center,
