UNITED STATES SPECIAL OPERATIONS COMMAND
Harris Corporation, RF Communications Division, Rochester New York, is being
awarded a firm-fixed-price, indefinite delivery, indefinite quantity, contract,
with a total estimated amount of $85,000,000 for the Improved Special
Operations Forces HF Manpack Radio System (ISHMRS). The contract is for a base
period of 60 months after contract award, plus five option years from fiscal
year 1999 through fiscal year 2004. During the base period, the contract
provides production quantities, technical data, training, and integrated
logistics support. In the option years, the contract provides depot support,
training, spares, and associated data. The performance is at the contractor's
facility in Rochester, New York. The contracting activity is the United States

NAVY
Loral Federal Systems Company, Manassas, Virginia, is being awarded a
$36,500,000 cost-plus-award-fee contract for the development of the advanced
deployable system which monitors littoral waters during joint operations of
U.S. forces. Work will be performed in Manassas, Virginia, and is expected to
be completed by October 1998. Contract funds will not expire at the end of the
current fiscal year. This contract was not competitively procured. The Space
and Naval Warfare Systems Command, Washington, D.C., is the contracting
activity (N00039-95-C-0072).
Newport News Shipbuilding, Newport News, Virginia, is being awarded a
$6,570,138 firm-fixed-price contract for the extended Drydocking Selected
Restricted Availability (DSRA) of USS Stump (DD 978). Work will be performed
in Newport News, Virginia, and is expected to be completed by November 1995.
Contract funds will not expire at the end of the current fiscal year. This
contract was competitively procured with six proposals solicited and three
offers received. The Supervisor of Shipbuilding, Conversion & Repair,
Portsmouth, Virginia, is the contracting activity (N00024-92-H-8019).
ARMY
The Hardaway Company, of Columbus, Georgia, is being awarded a $2,587,000
increment as part of a $9,785,983 cumulative total value contract firm fixed
price contract. This contract is for the relocation of approximately 0.57
miles of two-lane North Carolina Highway Routes 33/304 and the construction
of 0.48 miles of high-level, fixed-span, two-lane bridges. These projects are
in the vicinity of the Atlantic Intracoastal Waterway. The roadway work
includes high embankments from borrow sources, grading, base pavement,
guardrail and other associated work. The bridge work consists of prestressed
concrete pile supported bents, 85-foot prestressed concrete girders and
cast-in-place segmental post-tensioned concrete boxes for the main navigation's
spans (210', 381', and 211'). The work will be performed in Pamlico County,
North Carolina, and is expected to completed by March 3, 1998. Contract funds
will not expire at the end of the current fiscal year. There were 78 bids
solicited on November 11, 1994, and eight bids received. The contracting
activity is the U.S. Army Corps of Engineers, Wilmington District, Wilmington,

AIR FORCE
McDonnell Douglas Corporation, St. Louis, Missouri, is being awarded a
$49,071,855 face value increase to a Firm fixed price with various reimbursable
line items contract for installation of multistage improvement kits and
performance of programmed depot maintenance on 31 F-15 aircraft. This contract
is in support of a foreign military sale to the Kingdom of Saudi Arabia, where
the work will be performed. Contract is expected to be completed July 1997.

Robins Air Logistics Center, Robins Air Force Base, Georgia is the contracting

SEMCOR Incorporated, Mount Laurel, New Jersey*, is being awarded a $23,070,518
cost plus award fee contract for technical and acquisition management support
(TAMS) for the development, test & evaluation, and procurement of munitions by
the Aeronautical Systems Center, Eglin Air Force Base, Florida. Contract is
expected to be completed April 1998. Contract funds will not expire at the end
of the current fiscal year. Work will be performed at the following locations:
Valparaiso, Florida (43%) and Eglin Air Force Base, Florida (57%). Two hundred
thirty seven bids were solicited and 13 proposals were received The
solicitation was issued in May 1994 and negotiations were completed in April
1994. Aeronautical Systems Center, Eglin Air Force Base, Florida is the

ANSTEC Incorporated, Fairfax, Virginia, is being awarded a $22,847,749 cost
plus award fee contract for technical and acquisition management support (TAMS)

expected to be completed April 1998.
