DEFENSE LOGISTICS AGENCY
Patriot Petroleum, Inc.*, Newburyport, Massachusetts, is being awarded a
$5,408,010 fixed price with economic price adjustment contract for marine gas
oil and intermediate fuel oil. One hundred eighty-seven proposals were
submitted and twenty-six were received. Work will be performed in overseas
locations and is expected to be completed by July 30, 1997. The Defense Fuel
Supply Center, Alexandria, Virginia, is the contracting activity

ARMY
Hunt Building Corporation, El Paso, Texas, was awarded on June 28, 1995 a
$22,433,109 firm fixed price contract for demolition of 190 units and related
site appurtenances; complete design and construction of 144 units, and site
development to include infrastructure for 190 units, and the Hewitt Road
realignment, Schofield Barracks, Oahu, Hawaii, and complete design and
construction of 16 family housing units at area "V". Work will be performed in
Oahu, Hawaii, and is expected to be completed by January 24, 1997. Contract
funds will not expire at the end of the current fiscal year. There were 70
bids solicited on December 30, 1994, and 5 bids received. The contracting
activity is the U. S. Army Corps of Engineers, Fort Shafter, Hawaii
(DACA83-95-C-0019).
Oshkosh Truck Corporation, Oshkosh, Wisconsin, is being awarded a $10,391,418
modification to a firm fixed price contract for 45 M985 Cargo trucks with
winches, 9 M984A1 wreckers and 2 M983 tractors which are part of M977 series of
heavy expanded mobility tactical trucks, most of which are for the country of
Israel. Work will be performed in Oshkosh, Wisconsin, and is expected to be
completed by June 30, 1996. Contract funds will not expire at the end of the
current fiscal year. This is a sole source contract solicited on October 13,
1993. The contracting activity is the U. S. Army Tank-Automotive & Armaments
Command, Warren, Michigan (DAAE07-94-C-R086).
Fitzpatrick & Associates, Tinton Falls, New Jersey, is being awarded a
$13,932,800 fixed price construction contract for construction of a new
research & development facility including administrative areas, laboratories
area, computer laboratories, workshops, high bay workshops, and an anechoic
chamber. The facility will include HVAC systems, an integrated access control
system, fire alarm system, fire protection system, information systems,
uninterruptable power supply system, and emergency power supply system. Site
work will include military vehicle storage area, utilities, fencing and gates,
walks, roadwork and landscaping. The project also includes construction of 2
new warehouses. Work will be performed at Fort Monmouth, New Jersey and is
expected to be completed by June 30, 1997. Contract funds will not expire at
the end of the current fiscal year. There were 50 bids solicited on May 15,
1995, and 13 bids received. The contracting activity is the U. S. Army Corps
of Engineers, New York, New York (DACA51-95-C-0059).
Sikorsky Aircraft Corporation, Stratford, Connecticut, is being awarded a
$8,313,924 firm fixed price contract for 32 UH-60 Black Hawk Helicopter main
transmissions (improved durability gear box). Work will be performed in
Stratford, Connecticut, and is expected to be completed by May 31, 1997.
Contract funds will not expire at the end of the current fiscal year. This is
a sole source contract initiated on May 12, 1995. The contracting activity is
the U. S. Army Aviation and Troop Command, St. Louis, Missouri
(DAAJ09-92-D-0045).
NAVY
Loral Systems Co., Akron, Ohio, is being awarded a $6,368,260 firm-fixed-price
contract for an engineering change proposal to previously awarded contract
N61339-89-C-0098 to the Simulated Area Weapons Effect/Multiple Integrated Laser
Engagement System II (SAWE/MILES II). Work will be performed in Pomona,
California (80%), and La Mesa, Mexico (20%), and is expected to be completed by
March 1996. Contract funds in the amount of $287,577 will expire at the end of
the current fiscal year. This contract was competitively procured with 78
proposals solicited and two offers received. The Naval Air Warfare Center,
Training Systems Division, Orlando, Florida, is the contracting activity.
Martin Marietta Technologies, Inc., Information Systems Co., Orlando, Florida,
is being awarded $98,150,926 firm-fixed-price, cost-plus-fixed-fee contract for
the fifth production lot of 60 Consolidated Automated Support System (CASS)
units. Work will be performed in Orlando, Florida (90%), and Americus, Georgia
(10%), and is expected to be completed by August 1997. Contract funds will not
expire at the end of the current fiscal year. This contract combines purchases
for the U.S. Navy (94%), and the governments of Finland (4%), and Malaysia
(2%), under the Foreign Military Sales Program (FMS). This contract was not

Allison Engine Co., Indianapolis, Indiana, is being awarded a $11,420,000
advanced acquisition contract for the procurement of 14 T56-A-427 turboprop
engines for the E-2C airborne early warning aircraft and associated production
engineering support. Work will be
performed in Indianapolis, Indiana, and is expected to be completed by June
1997. Contract
funds in the amount of $3,000,000 will expire at the end of the current fiscal
year. This contract combines purchases for the U.S. Navy (99%), and the
government of Taiwan (1%), under the Foreign Military Sales Program (FMS).

EER Systems Corp., Vienna, Virginia, is being awarded a cost-plus-award-fee,
indefinite delivery/indefinite quantity delivery order contract with a ceiling
value of $88,798,480 for engineering and technical support services for the
Weapon System Support Activities (WSSA), systems software support activities,
and weapons system support facilities at the Naval Air Warfare Center, Weapons
Division, China Lake, California. Work will be performed in China Lake,
California, and is expected to be completed by September 1999. Contract funds
will not expire at the end of the current fiscal year. This contract was
competitively procured by a request for proposals and three offers were

McDonnell Douglas Corp., McDonnell Douglas Aerospace, St. Louis, Missouri, is
being awarded a not-to-exceed $44,100,000 letter contract which will be
definitized as a combination fixed-price-incentive, cost-plus-incentive,
fixed-price-level-of-effort contract for 32 Advanced Tomahawk Weapon Control
Systems (ATWCS), non-recurring engineering design/development effort to develop
sub-ATWCS for submarines, as well as general technical support. Work will be
performed in St. Louis, Missouri, and is expected to be completed by November
1997. Contract funds will not expire at the end of the current fiscal year.

Keller Construction Co., Limited/Swinerton & Walberg Company (Joint-Venture),
El Monte, California, is being awarded a $48,500,000 firm-fixed-

contract for the construction of new family housing units at Chollas Heights in
San Diego County, California. Work is expected to be completed by March 1997.

C.B.C. Enterprises, Inc., Norfolk, Virginia, is being awarded a $6,370,539
firm-fixed-price contract for repairs and improvements (Phase I) to family
housing units at Naval Station, Norfolk, Virginia. Work is expected to be
completed by October 1996. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured with 91
proposals solicited and five offers received. The Officer in Charge of

Westinghouse Electric Corp., Sykesville, Maryland, is being awarded a
$17,190,112 modification to previously awarded contract N00024-92-C-6312 for
the procurement of AN/SQQ-89 design agent services. Work will be performed in
Sykesville, Maryland, and is expected to be completed by September 1996.
Contract funds in the amount of $13,006,832 will expire at the end of the

AIR FORCE
Motorola, Incorporated, Scottsdale, Arizona, is being awarded a $26,788,790
Cost Plus Award Fee contract for development of the Speakeasy Phase II
multiband, multi-mode military radio. Work will be performed at the following
locations: Motorola, Incorporated, Scottsdale, Arizona (32%); ITT Aerospace,
Communications Division, Clifton, New Jersey (39%); and Lockheed Sanders,
Incorporated, Nashua, New Hampshire (29%). Contract is expected to be
completed July 1999. Contract funds will not expire at the end of the current
fiscal year. There were 111 firms solicited and 3 proposals received.
Solicitation began April 1995 and negotiations were complete May 1995. Rome
Laboratory, Griffis Air Force Base, New York is the contracting activity

Northrop Grumman Aerospace Corporation, Melbourne, Florida, is being awarded a
$19,000,000 face value increase to a Cost Plus Incentive Fee contract for
upgrade of various radar assets in support of the Joint Survelliance and Target
Attack Radar System (JSTARS) full scale development effort. Contract funds
will not expire at the end of the current fiscal year. Electronic Systems

Raytheon Company, Marlborough, Massachusetts, is being awarded a $8,901,544
face value increase to a Cost Reimbursable contract for development of hardware
and software for the Milstar Mobile Ground System terminal. Work will be
performed at Raytheon Company, Marlborough, Massachusetts (60%) and Loral
Federal Systems, Boulder, Colorado (40%). Contract is expected to be completed
November 1997. Contract funds will not expire at the end of the current fiscal

$9,500,000 Firm Fixed Price contract for integration of Super High
