ARMY

ICF Kaiser Engineers, Incorporated, Fairfax, Virginia, is being awarded a costreimbursement, indefinite delivery/indefinite quantity contract with anestimated cumulative total of $330,000,000 ($500,000 guaranteed minimum for4-year base period, $300,000 guaranteed minimum for each of the two 3-yearoption periods) for a total environmental restoration contract. The projectrequires remediation of various hazardous waste sites. Services availableunder the contract include, but are not limited to: site definition, studies,remedial investigations, feasibility studies, decision documents, designs,interim actions, remedial actions, short-term operation and maintenance and anyother actions incident to site remediation at hazardous, toxic, and radioactivewaste sites. The contractor is required to furnish and transport all plans,labor, materials, and equipment to perform all work necessary to completemultiple delivery orders simultaneously at confirmed or suspected hazardous andradioactive waste sites, which may be located anywhere within the boundaries ofthe North Atlantic Division. Delivery orders may be issued on costreimbursement fixed fee, incentive fee, or award fee completion form basis.Work will be performed in New York, New Jersey, Pennsylvania, Maryland,Delaware, West Virginia, Virginia, and the District of Columbia (most locationswill be in Pennsylvania, Maryland, and New Jersey), and is expected to becompleted by August 24, 2005. There were 468 bids solicited on January 23,1995, and 8 bids received. The contracting activity is the U.S. Army Corps ofEngineers, Baltimore, Maryland (DACA31-95-D-0083).

NAVY

Bell-Boeing Joint Program Office, Arlington, Virginia, is being awarded a$8,758,105 modification to previously awarded contract N00019-93-C-0006 for theinitial Phase I development of the CV-22 variant of the MV-22 aircraft. Workwill be performed in Ft. Worth, Texas (45%), and Philadelphia, Pennsylvania(55%), and is expected to be completed by December 2001. Contract funds willnot expire at the end of the current fiscal year. The Naval Air SystemsCommand, Washington, D.C., is the contracting activity.

Science and Applied Technology, Inc., San Diego, California, is being awardeda $6,998,572 modification to previously awarded contract N00019-94-C-0078 toexercise an option to develop the expansion test program and conduct testingfor the Advanced Anti-Radiation Guided Missile (AARGM). Work will be performedin Woodland Hills, California, and is expected to be completed by July 1997.Contract funds in the amount of $5,566,172 will expire at the end of thecurrent fiscal year. The Naval Air Systems Command, Washington, D.C., is thecontracting activity.

AIR FORCE

PRC, Incorporated, McLean, Virginia, is being awarded a $8,399,803contract value increase to a Cost-Plus-Fixed-Fee contract for development ofthe Automated Intelligence Production Support System which will enhance thedatabase structure of the National Air Intelligence Center. This effort alsoincludes development of software to upgrade the input, translation, andretrieval of open source information for the Department of Defense IntelligenceInformation System. Contract is expected to be completed June 1999. Contractfunds will not expire at the end of the current fiscal year. Thirty bids weresolicited and one proposal was received. The solicitation was issued in June1995 and negotiations were completed in August 1995. The Rome Laboratory(PURL) Griffiss Air Force Base, New York is the contracting activity(F30602-95-C-0048).

NCI Information Systems, Incorporated, McLean, Virginia, is being awarded a

$5,332,773 contract value increase to a Cost-Plus-Fixed-Fee contract fordevelopment and test of automated aircraft battle damage assessment techniquesto guide assessors in evaluating damage, identifying needed repairs, andpreparing a plan to accomplish them. The work will be performed at Fairborn,Ohio. Contract is expected to be completed September 1999. Contract fundswill not expire at the end of the current fiscal year. Seventy-six bids weresolicited and eight proposals were received. The solicitation was issued inApril 1995 and negotiations were completed in August 1995. The Human SystemsCenter (PKRH) Brooks Air Force Base, Texas is the contracting activity(F41624-95-C-5003).

University of Dayton Research Institute (UDRI), Dayton, Ohio, is being awardeda $9,784,454 (estimated), contract value increase to a IndefiniteDelivery/Indefinite Quantity type contract for investigation of matrixmaterials and reinforcement forms for use in advanced composite materials.Contract is expected to be completed February 2000. Contract funds will notexpire at the end of the current fiscal year. Eight bids were solicited and lproposal was received. The solicitation was issued in April 1995 andnegotiations were completed in August 1995. The Headquarters AeronauticalSystems Center (AFMC) Wright-Patterson Air Force Base, Ohio is the contractingactivity (F33615-95-D-5029).

Swinerton and Walberg Company, Arvada, Colorado, is being awarded a

$26,537,672 (estimated) contract value increase to aIndefinite-Delivery-Indefinite Quantity with Economic Price Adjustment contractfor the remodel and upgrade of Vandenberg Hall at the US

Air Force Academy, Colorado. This effort includes upgrade of cadet housing for2500 and associated corridors, latrines, showers and stairwells. Contract isexpected to be completed August 1999. Contract funds of 5,000,000 will expireat the end of the current fiscal year. Thirty-nine bids were solicited andfive proposals were received. The solicitation was issued in March 1995 andnegotiations were completed in July 1995. The Headquarters 10th Air Base Wing,United States Air Force Academy, Colorado is the contracting activity(F0561195D0226).

Science Applications International Corporation (SAIC), San Diego, California,is being awarded a $185,000,000 contract value increase to a Firm-Fixed-Price,Cost-Plus-Fixed-Fee or Time and Materials. contract for engineering andtechnical services for the Support Equipment Technical Services (SETS) program.The aim of SETS is to increase the logistics supportability and operationalreadiness of support and test equipment. The program is valued at up to$185,000,000 to be divided between two contractors with each contractorguaranteed a minimum of $100,000. Funds will be obligated as individualdelivery orders as issued. The work will be performed in San Antonio,California (90%) and San Diego, Texas (10%) Contract is expected to becompleted August 1999. Contract funds will not expire at the end of thecurrent fiscal year. One hundred ninety-eight bids were solicited and elevenproposals were received. The solicitation was issued in July 1994 andnegotiations were completed in June 1995. The Headquarters San Antonio AirLogistics Center (AFMC) Kelly Air Force Base, Texas is the contracting activity(F41608-95-D-0874 thur 0882).

TRW Incorporated, San Bernardino, California, is being awarded a $185,000,000indefinite delivery/indefinite quantity contract for engineering and technicalservices for the Support Equipment Technical Services (SETS) program. The aimof SETS is to increase the logistics supportability and operational readinessof support and test equipment. The program is valued at up to $185,000,000 tobe divided between two contractors with each contractor guaranteed a minimum of$100,000. Funds will be obligated as individual delivery orders are issue.The work will be performed in San Bernardino, California (25%) San Antonio,Texas (51%) and at various other locations. Contract is expected to becompleted August 1999. Contract funds will not expire at the end of thecurrent fiscal year. One hundred ninety-eight bids were solicited and elevenproposals were received. The solicitation was issued in July 1994 andnegotiations were completed in June 1995. The Headquarters San Antonio AirLogistics Center (AFMC) Kelly Air Force Base, Texas is the contracting activity(F41608-95-D-0874 thru 0882).

DEFENSE LOGISTICS AGENCY

Roche Labs, Nutley, New Jersey, is being awarded a $5,517,673 firm fixed pricestock/rotation contract for mefloguine HCL tabs. Nine proposals were solicitedand one was received. Work will be is expected to be completed by August 20,2000. Funds will not expire at the end of the fiscal year. The DefensePersonnel Support Center, Philadelphia, Pennsylvania is the contractingactivity (SPO200-95-C-1504).
