ARMY
Sikorsky Aircraft Corporation, Stratford, Connecticut, is being awarded a
$7,300,000 firm fixed price contract for integration qualification and
procurement of UH-60O Black Hawk Medical Evacuation (MEDEVAC) subsystems
packages integrated into government furnished aircraft. Work will be performed
in Stratford, Connecticut, and is expected to be completed by December 12,
1997. Contract funds will not expire at the end of the current fiscal year.
This is a sole source contract initiated on August 8, 1995. The contracting
activity is the U.S. Army Aviation and Troop Command, St. Louis, Missouri
(DAAJ09-96-C-0041).
The Goodyear Tire and Rubber Company, Akron, Ohio, is being awarded a delivery
order amount of $9,068,625, as part of $50,114,222 firm fixed price contract
for 50,602 T-107 track shoe assemblies, which support the M88 vehicle; and
18,758 T-157I track shoe assemblies, which support the Bradley Fighting Vehicle
System. Work will be performed in St. Marys, Ohio, and is expected to be
completed by December 31, 1996. Of the total contract funds, $92,147 will
expire at the end of the current fiscal year. This is a sole source contract
initiated on August 16, 1994. The contracting activity is the U.S. Army
Tank-Automotive & Armaments Command, Warren, Michigan (DAAE07-94-D-A014).
Syracuse University, Syracuse, New York, is being awarded a $1,421,648
increment as part of an $8,110,876 (basic year plus 4 one-year options) cost
plus fixed fee contract to design an executive management development and
training program for three levels of Department of Defense executives and
managers emphasizing the defense decision-making processes. Effort shall
include the research and preparation of a minimum of one, and a maximum of five
case studies to examine bureaucratic and institutional impediments and their
impact on the defense decision-making process. Work will be performed in
Syracuse, New York, and is expected to be completed by February 8, 2001. Of
the total contract funds, $355,412 will expire at the end of the current fiscal
year. There were 265 bids solicited on July 28, 1995, and two bids received.

Tetra Tech, Incorporated, Pasadena, California, is being awarded $150,000 of a
$7,500,000 (cumulative total $17,500,000 includes two options) indefinite
delivery/fixed price contract for A-E services to support the Mobile District's
Base Realignment and Closure (BRAC) Mission. The work performed under this
contract will include, but is not limited to any or all of the following:
Environmental Assessments (EA), Finding of No Significant Impact (FNSI),
Environmental Impact Statements (EIS), Records of Decision (ROD), or portions
thereof, as defined by National Environmental Policy Act (NEPA) and pertinent
implementing guidance. Work will be performed in Mobile, Alabama, and is
expected to be completed by
February 9, 1999. Contract funds will not expire at the end of the current
fiscal year. There was a broad agency announcement in the Commerce Business
Daily on July 19, 1995, and one bid was received. The contracting activity is
the U.S. Army Corps of Engineers, Anniston, Alabama (DACA01-96-D-0011).
AIR FORCE
Nortel Federal Systems, Richardson, Texas, is being awarded an $18,000,000
face value increase to a firm fixed price contract to provide for upgrade,
expansion and relocation support for 45 Digital Telephone Switches located at
Government installations worldwide. Contract is expected to be completed
September 1996. Contract funds will not expire at the end of the current
fiscal year. Sacramento Air Logistics Center, McClellan AFB, California, is
the contracting activity (F04606-91/D-0123, P00009).
Rockwell International Corporation, Cedar Rapids, Iowa, is being awarded a
$6,500,000 firm fixed price contract to provide for 59 3S naval Global
Positioning System Receivers. Contract is expected to be completed April 1998.
Contract funds will not expire at the end of the current fiscal year. This
effort supports foreign military sales to Japan (18 receivers) and Germany (41
receivers). Space and missile Systems Center, Los Angeles Air Force Base,

Tracor Aerospace, Incorporated, Austin, Texas, is being awarded a $14,774,558
face value increase to a firm fixed price contract to provide for 261 shipsets
of the AN/ALE-47 Countermeasures Dispenser System in support of the following
aircraft: F-16, F-18, C-5, C-17, C-130, C-141, P-3, VH-3D, VH-60N and HH-60H.
Contract is expected to be completed December 1997. Contract funds will not
expire at the end of the current fiscal year. Aeronautical Systems Center,
Wright-Patterson AFB, Ohio, is the contracting activity (F33657-88/C-0026,

Loral Federal Systems Company, Boulder, Colorado, is being awarded an
$11,610,446 face value increase to a firm fixed price contract to restructure
the Satellite Readout Station Upgrade (SRSU) program by providing for expanded
development and test phases, upgrade of antennas to required specifications,
and compensation to the contractor for delayed delivery of Government Furnished
Equipment and for tasks required during that period. Contract funds will not
expire at the end of the current fiscal year. Space and Missile Systems

Boeing Defense and Space Group, Seattle, Washington, is being awarded a
$346,450,019 face value increase to a firm fixed price contract to provide for
various upgrade kits in support of the Airborne Warning and Control System
(AWACS) Radar System Improvement Program (RSIP). This procurement is for 18
NATO Group A and B kits, 2 United States Group A and B kits, 8 United Kingdom
Group B kits and associated spares and data. Contract is expected to be
completed June 2002. Contract funds will not expire at the end of the current
fiscal year. Electronic Systems Center, Hanscom Air Force Base, Massachusetts,

NAVY
Electric Boat Corporation, Groton, Connecticut, is being awarded a
$91,226,838 modification to previously awarded contract N00024-95-C-2103 for
continued submarine
design and development efforts in support of the New Attack Submarine (NSSN)
program.
Work will be performed in Groton, Connecticut, and is expected to be completed
by
February 1999. Contract funds in the amount of $347,064 will expire at the
end of the current fiscal year. The Naval Sea Systems Command, Arlington,
Virginia, is the contracting activity.
