ARMY
Alliant Techsystems, Incorporated, Hopkins, Minnesota, is being awarded a
$23,696,624 modification to a firm fixed price contract for production year 2
option procurement of 13,000 M830A1 120mm cartridges. Work will be performed
in Hopkins, Minnesota (45%), Totowa, New Jersey (12%), Middleton, Iowa (11%),
Scottsdale, Arizona (10%), Lancaster, Pennsylvania (8%), Radford, Virginia
(7%), Minneapolis, Minnesota (4%), and Wichita, Kansas (3%), and is expected to
be completed by August 31, 1996. Contract funds will not expire at the end of
the current fiscal year. This is a sole source contract initiated on April 8,
1994. The contracting activity is the U.S. Army Armament, Munitions and
Chemical Command, Picatinny Arsenal, New Jersey (DAAA21-94-C-0044).
Kemron Environmental Services, Incorporated*, McLean, Virginia, is being
awarded a $100,000 increment as part of a not-to-exceed $30,000,000 indefinite
delivery/indefinite quantity (delivery orders may be issued on a cost plus
fixed fee basis) contract to furnish all personnel, plant, and equipment to
execute the environmental missions of the U.S. Army Environmental Center and to
support Army installations in maintaining environmental compliance. Work will
be performed at Fort Dix, Fort Monmouth, and Pedricktown Support Facility, New
Jersey, and is expected to be completed by March 1, 2004. Of the total
contract funds, $100,000 will expire at the end of the current fiscal year.
There were 453 bids solicited on November 30, 1994, and 16 bids received. The

The Institute for Defense Analyses (non profit organization), Alexandria,
Virginia, is being awarded a $25,306,000 modification to a cost plus fixed fee
contract. Task orders will be directed to individual issues of urgent,
near-term and long-term interest in the planning and management of defense and
national security related programs. Projects will be related to application of
science and technology in national security matters; exploration of issues in

defense systems research and development; computer and software engineering;
evaluation of military systems in development or proposed, and of military
forces using those systems; analysis of manpower, readiness, and support
issues; research into the costs of military systems, personnel, and activities;

balances of power and stability and the factors affecting them, including their
technical, economic, and military aspects; and operational evaluation and
analyses of systems, forces, and military organizations in tests, wargames,
field operations, and actual combat. Work will be performed in Alexandria,
Virginia, and is expected to be completed by September 30, 1998. Contract
funds will not expire at the end of the current fiscal year. This is a sole
source contract initiated on October 1, 1993. The contracting activity is the

Sikorsky Aircraft Corporation, Stratford, Connecticut, is being awarded a
$17,100,000 modification to a firm fixed price contract for advance procurement
effort for Lot 21 UH-60 Black Hawk helicopters for funding obligation and
termination liability purposes. Work will be performed in Stratford,
Connecticut, and is expected to be completed by December 15, 1996. Contract
funds will not expire at the end of the current fiscal year. This is a sole
source contract initiated on November 2, 1995. The contracting activity is the

CIVIL WORKS - NON MILITARY
Pine Bluff Sand & Gravel Company, Pine Bluff, Arkansas, is being awarded a
$6,311,435 increment as part of a $9,972,147 firm fixed price contract for
leased dustpan dredge, shallow and deep crossings, on the Mississippi River,
from Baton Rouge to the Gulf of Mexico, with an expected completion date of
February 28, 1997. Contract funds will not expire at the end of the current
fiscal year. This is a sole source contract initiated on August 9, 1995. The
contracting activity is the U.S. Army Corps of Engineers, New Orleans,
Louisiana (DACW29-96-C-0031).

Contract DACA31-96-C-0029, announced February 29, 1996, is hereby rescinded as
follows:
Manhattan Construction Company, Fairfax, Virginia, was not awarded contract
DACA31-96-C-0029. Upon further review of proposals submitted it was discovered
that another company was the successful low bidder. An announcement will be
forthcoming in the next few days.

AIR FORCE
On February 29, McDonnell Douglas Aircraft Company, St. Louis, Missouri, was
awarded a $13,371,118 face value increase to a firm fixed price contract for
establishment of a Contractor Owned and Managed Based Supply facility in
support of Contractor Logistic Support for the T-1A aircraft. The work will be
performed at Raytheon Aerospace Company, Madison Mississippi. Contract is
expected to be completed September 1999. Contract funds will not expire at the
end of the current fiscal year. Oklahoma City Air Logistics Center, Tinker Air
Force Base, Oklahoma, is the contracting activity (F34601-89/C-2467, P00075).
On February 29, Loral Systems Manufacturing Company, Yonkers, New York, was
awarded a $9,941,840 face value increase to a firm fixed price contract for
integration support for 156 AN/ALR-56M(V) Advanced Radar Warning Receivers in
support of the F-16 aircraft. The work will be performed at Loral Systems
Manufacturing company, Yonkers, New York (50%) and Loral Electronic systems,
Bronx, New York (50%). Contract is expected to be completed June 1996.

effort supports foreign military sales to Taiwan. Aeronautical Systems Center,

GEC-Marconi Systems Corporation, Wayne, New Jersey, is being awarded an
$8,399,000 face value increase to a firm fixed price contract for nine Class
2/2H Terminals applicable to the Joint Tactical Information Distribution System
(JTIDS), associated equipment and data. Contract is expected to be completed
September 1998. Contract funds will not expire at the end of the current
fiscal year. Electronic System Center, Hanscom Air Force Base, Massachusetts,

Magnavox Electronic Systems Company, Mahwah, New Jersey, is being awarded a
$7,600,000 firm fixed price contract for a maximum of 550 Government Hand Held
Thermal Imagers (HHTI), a maximum of 600 HHTI accessory kits (carrying case,
lens cover, power adapter), and associated Interim Contractor Support and
training. Contract is expected to be completed March 2001. Contract funds
will not expire at the end of the current fiscal year. There were 20 companies
solicited and 3 proposals received. Solicitation began October 1995;
negotiations were complete February 1996. Electronic System Center, Hanscom

Harkins Builders, Incorporated, Silver Spring, Maryland, is being awarded a
$9,475,000 firm fixed price contract for design and construction of 100 units
of military family housing at Bolling Air Force Base, District of Columbia.
Contract is expected to be completed April 1997. Contract funds will not
expire at the end of the current fiscal year. There were 93 companies
solicited and 9 proposals received. Solicitation began June 1995; negotiations

TRW Systems Integration Group, Sunnyvale, California, is being awarded a
$25,300,609 face value increase to a cost plus award fee contract for
integration and test of one prototype High Band Subsystem of the Joint Airborne
Signal Intelligence System on the EP-3 aircraft. Contract is expected to be
completed April 1998. Contract funds will not expire at the end of the current

The Air Force is modifying an $18,730,354 indefinite delivery/indefinite
quantity contract with Logicon, Incorporated, San Pedro, California. This
action provides for varying quantities of 579 individual software tools and 38
tool specific training courses in support of agencies Government-wide. This
effort is part of the Integrated Computer-Aided Software Engineering (I-CASE)
contract. The work will be performed at Logicon, San Pedro, California (20%)
and Texas Instruments, Falls Church, Virginia (80%). Contract is expected to

The Boeing Company, Seattle, Washington, is being awarded an $8,600,000 face
value increase to a fixed price incentive contract for 7 Flight Controllers
applicable to the Inertial Upper Stage launch vehicle. The work will be

Honeywell, Incorporated, Clearwater, Florida (50%). Contract is expected to be
