ARMY
Sikorsky Aircraft Corporation, Stratford, Connecticut, was awarded on March 5,
1996, $7,715,700 as a delivery order amount of a firm fixed price contract for
90 main rotor blades for the UH-60 Black Hawk helicopter. Work will be
performed in Stratford, Connecticut, and is expected to be completed by January
30, 1998. Contract funds will not expire at the end of the current fiscal
year. This is a sole source contract initiated on December 23, 1991. The

Light Helicopter Turbine Engine Company, St. Louis, Missouri, is being awarded
a $23,800,000 modification to a cost plus fixed fee contract for FY96
incremental funding for the T801 Growth Engine full scale development and air
vehicle support program. Work will be performed in Phoenix, Arizona (50%), and
Indianapolis, Indiana (50%), and is expected to be completed by September 30,
1997. Contract funds will not expire at the end of the current fiscal year.
This is a sole source contract initiated on August 25, 1991. The contracting

Raytheon Company, Electronic Systems, Bedford, Massachusetts, is being awarded
a $7,695,790 modification to a cost plus award fee contract for FY96 PATRIOT
engineering services for the country of Japan. Work will be performed in
Tewksbury, Massachusetts (59.78%); Bedford, Massachusetts (18.45%); Huntsville,
Alabama (7.36%); Burlington, Massachusetts (6.87%); Andover, Massachusetts
(3.30%); El Paso, Texas (1.72%); Orlando, Florida (1.20%); and various
locations outside of the continental United States (1.33%), and is expected to
be completed by January 30, 1997. Contract funds will not expire at the end of
the current fiscal year. This is a sole source contract initiated on August

M. R. Dillard Construction, Nashville, Tennessee, is being awarded a
$13,425,372 firm fixed price contract for construction of a new railroad yard
and the lead that will connect the yard with the existing railroad system. The
project includes earthwork, drainage structures, demolition and utility
relocation. Work will be performed at Fort Campbell, Kentucky, and is expected
to be completed by June 1, 1998. Contract funds will not expire at the end of
the current fiscal year. There were 87 bids solicited on January 10, 1996, and
15 bids received. The contracting activity is the U.S. Army Corps of
Engineers, Louisville, Kentucky (DACA27-96-C-0040).
AIR FORCE
CEXEC, Incorporated, Vienna, Virginia, is being awarded a $16,000,000
Indefinite-Delivery/Indefinite Quantity contract to provide for financial
management support (pricing, cost scheduling, modeling) for Aeronautical
Systems Center, Wright-Patterson Air Force Base, Ohio. The work will be
performed at Wright-Patterson Air Force Base, Ohio, and is expected to be
completed by September 2000. Contract funds will not expire at the end of the
current fiscal year. Eighty-eight firms were solicited and eight proposals
were received. The solicitation was issued in January 1995 and negotiations
were completed in August 1995. Headquarters Air Force Materiel Command,

Vought Aircraft Company, Dallas, Texas, is being awarded a $10,150,470
cost-plus-fixed-fee contract for an advanced technology demonstration on smart
skins array by embedding the antenna into the leading edge flap of the F-18
aircraft. Work will be performed in Dallas, Texas (80%), and St. Louis,
Missouri (20%), and is expected to be completed by March 1999. Contract funds
will not expire at the end of the current fiscal year. This contract was
competitively procured under a Broad Agency Announcement and one offer was
received. The Naval Air Systems Command, Arlington, Virginia, is the
contracting activity (N00019-96-C-0077).
Litton Systems, Incorporated, Data Systems Division, Agoura Hills, California,
is being awarded a $9,799,506 undefinitized cost-plus-fixed-fee/fixed-price
contract for engineering support and improvements to the Tactical Air Operating
Module (TAOM) to include added operational requirements, migration to an open
system architecture, and correction of logistically unsupportable high failure
items. The enhancements currently include replacing the Operator Console Units
(OCU) with Commercial-off-the-Shelf/Government-off-the-Shelf (COTS/GOTS)
operator workstations and modifications of the Sector Anti-Air Warfare Facility
(SAAWF) gateways for voice Integrated Services Digital Network (ISDN). Work

contract was not competitively procured. Contract funds will not expire at the
end of the current fiscal year. The Marine Corps Systems Command, Quantico,

Metro Machine Corporation, Norfolk, Virginia, is being awarded a $5,098,553
firm-fixed-price contract for the Drydocking Selective Restricted Availability
(DSRA) of the USS COMTE DE GRASSE (DD 974). Work will be performed in
Norfolk, Virginia, and is expected to be completed by June 1996. Contract
funds will not expire at the end of the current fiscal year. This contract was
competitively procured with five proposals solicited and two offers received.
