CONTRACTS
ARMY
General Electric Company, Aircraft Engine Business Group,
Lynn, Massachusetts, is being awarded a $26,504,802 modification
to a firm fixed price contract to exercise the FY96 option for 36
(thirty-six) UH-60L Black Hawk helicopter 701C install engines,
12 (twelve) 401C install engines (Thailand), and 2 (two) 401C
spare engines (Thailand). Work will be performed in Lynn,
Massachusetts, and is expected to be completed by December 30,
1997. Contract funds will not expire at the end of the current
fiscal year. This is a sole source contract initiated on July 8,
1993. The contracting activity is the U.S. Army Aviation and
Troop Command, St. Louis, Missouri (DAAJ09-94-C-0044).
BMAR & Associates, Incorporated*, Hopkinsville, Kentucky, is
being awarded a $5,469,180 increment as part of a $27,345,900
indefinite quantity with firm fixed price contract to provide
preventive maintenance and inventory for Category 500 Medical
Facilities (base year with four one-year options). Work will be
performed in medical facilities inside and outside of the
continental United States and is expected to be completed by
April 30, 2001. Contract funds will not expire at the end of the
current fiscal year. There were 48 bids solicited on November 7,
1995, and two bids received. The contracting activity is the
U.S. Army Corps of Engineers, Mobile, Alabama (DACA01-96-D-0023).
Interstate/Holmes & Narver, a joint venture, Albuquerque,
New Mexico, is being awarded a $6,689,945 firm fixed price
contract for the award of a design/build contract for the
complete design and construction of an upgrade to the electrical
distribution system at Kirtland Air Force Base, New Mexico.
Within the proper scope, the contractor shall install a new
underground primary distribution system which shall be connected
to existing substations. The project will supply power to all
existing loads in these areas and to new loads as indicated. The
project also includes installation of a new street lighting
system, and the removal of existing overhead primary distribution
and poles in the designated area. Work will be performed in
Albuquerque**, New Mexico, and is expected to be completed by
July 20, 1998. Contract funds

will not expire at the end of the current fiscal year. There
were 76 bids solicited on January 18, 1996, and eight bids
received. The contracting activity is the U.S. Army Corps of
Engineers, Albuquerque, New Mexico (DACA47-96-C-0014).
NAVY
Whiting-Turner Contracting Company, Baltimore, Maryland, is
being awarded a $21,056,000 firm-fixed-price contract for repair
and renovation to Bancroft Hall (Phase III),
at the United States Naval Academy. Work will be performed in
Annapolis, Maryland, and
is expected to be completed by August 1997. Contract funds will
not expire at the end of the current fiscal year. This contract
was competitively procured with five proposals solicited and
three offers received. The Engineering Field Activity
Chesapeake, Naval Facilities Engineering Command, Washington,
D.C., is the contracting activity (N62477-94-C-0147).
Alliant Techsystems, Incorporated, Hopkins, Minnesota, is
being awarded a $52,583,651 cost-plus-incentive-fee/award fee
contract for six tactical unmanned aerial vehicle systems; two
mobile maintenance facilities; eight attrition air vehicles; and
training and contractor logistics support. Work will be
performed in Hopkins, Minnesota (20%), and Hondo, Texas (80%),
and is expected to be completed by May 1998. Contract funds in
the amount of $13,307,843 will expire at the end of the current
fiscal year. This contract was competitively procured with nine
offers received. The Naval Air Systems Command, Arlington,
Virginia, is the contracting activity (N00019-96-C-0152).
McDonnell Douglas Corporation, McDonnell Douglas Aerospace,
St. Louis, Missouri, is being awarded a $10,162,397 modification
to previously awarded contract N00019-94-C-0058
to provide additional funds to the advanced acquisition contract
for the FY 1995 Production Program for 12 T-45TS training
systems. The T-45TS is an integrated system of jet aircraft;
flight simulators; academic and computer-aided courseware; and
scheduling and tracking system to manage all system elements and
perform intermediate and advanced jet pilot training. Work will
be performed in St. Louis, Missouri (70%), and Kingston, United
Kingdom (30%), and is expected to be completed by September 1997.
Contract funds will not expire at the end of the current fiscal
year. The Naval Air Systems Command, Arlington, Virginia, is the
contracting activity.
Rockwell International Corporation, Collins Avionics and
Communications Division, Cedar Rapids, Iowa, is being awarded a
$24,517,702 modification to previously awarded contract N00019-95-
C-0004 to exercise an option to procure ARC-210 electronic counter-
countermeasure equipment. The AN/ARC-210(V) radio system is
installed in a variety of Navy aircraft and provides air-to-air,
air-to-ground, and air-to-ship secure voice and data
communications. The contract combines purchases for the U.S. Navy
and the Aviation Supply Office, Philadelphia, Pennsylvania (97%)
and the Government of Switzerland (3%) under the Foreign Military
Sales
(FMS) Program. Work will be performed in Cedar Rapids, Iowa, and
is expected to be completed by April 1998. Contract funds will not
expire at the end of the current fiscal year. The Naval Air
Systems Command, Arlington, Virginia, is the contracting activity.
Marvin Engineering Company, Incorporated, Inglewood,
California, is being awarded
a $7,800,000 requirements contract for repair and overhaul of 16
items of armament handling equipment to support various shore-
and sea-based aircraft. This contract contains options
which, if exercised, will bring the cumulative total value of the
contract to $14,981,040. Work
will be performed in Inglewood, California, and is expected to be
completed by July 2002.
Contract funds will not expire at the end of the current fiscal
year. This contract was competitively procured with 28 proposals
solicited and two offers received. The Naval Inventory Control
Point, Philadelphia, Pennsylvania, is the contracting activity
