NAVY
Lockheed Martin Corporation Missiles and Space, Sunnyvale,
California, is being awarded a $20,803,000 cost-plus-incentives
contract for Long Lead Material (LLM) for the FY97 follow-on
production of the TRIDENT II (D5) Missile System. Work will be
performed in Sunnyvale, California, and is expected to be
completed by September 2000. Contract funds will not expire at
the end of the current fiscal year. This contract was not
competitively procured. The Navy's Strategic Systems Program,
Arlington, Virginia, is the contracting activity (N00030-96-C-
0097).
Marine Systems, Northrop Grumman Corporation, Sunnyvale,
California, is being awarded a $8,705,140 fixed-price incentive
and cost-plus-fixed-fee contract to provide the
FY96 U.S. and U.K. TRIDENT II (D5) launcher subsystem expendable
hardware requirements. This contract contains options which, if
exercised, will bring the cumulative contract value to
$16,122,843. Work will be performed in Sunnyvale, California,
and is expected to be completed by October 1998. Contract funds
will not expire at the end of the current fiscal year. This
contract was not competitively procured. The Navy's Strategic
Systems Program, Arlington, Virginia, is the contracting activity
(N00030-96-C-0023).
C. E. Wylie Construction Company, San Diego, California, is
being awarded a $13,777,420 fixed-price contract for construction
of an oily waste collection and treatment facility at Naval
Station, San Diego. Work will be performed in San Diego,
California, and
is expected to be completed by November 1997. Contract funds
will not expire at the end of
the current fiscal year. This contract was competitively
procured with 70 proposals solicited
and seven offers received. The Naval Facilities Engineering
Command, Southwest Division, San Diego, California, is the
contracting activity (N68711-93-C-1431).
Harkins Builders Incorporated, Silver Springs, Maryland, is
being awarded an $11,917,907 firm-fixed-price contract for
interior and exterior repairs to the Camp Allen
family housing units at the Naval Air Station, Norfolk, Virginia.
Work will be performed
in Norfolk, Virginia, and is expected to be completed by October
1997. Contract funds
will expire at the end of the current fiscal year. This
contract was competitively procured
with 100 proposals solicited and eight offers received. The
Naval Facilities Engineering Command, Atlantic Division, Norfolk,
Virginia, is the contracting activity (N62470-95-C-3013).
Newport News Shipbuilding Company, Newport News, Virginia,
is being awarded a $118,999,962 modification to previously
awarded contract N00024-94-C-2105 to provide FY96 advance
planning, design, documentation, engineering, procurement,
shipchecks, fabrication, personnel training, and preliminary
shipyard work necessary to prepare for the Refueling and Complex
Overhaul (RCOH) of USS NIMITZ (CVN 68). Work will be performed
in Newport News, Virginia, and is expected to be completed by
January 1997. Contract funds will not expire at the end of the
current fiscal year. The Naval Sea Systems Command, Arlington,
Virginia is the contracting activity.
AIR FORCE
Logicon, Incorporated, San Pedro, California, was awarded on
May 6, 1996, a $6,596,365 face value increase to a indefinite
delivery/indefinite quantity contract to provide for varying
quantities of 118 individual software tools in support of
agencies Government-wide. This effort is part of the Integrated
Computer-Aided Software Engineering (I-CASE) contract. Contract
funds will not expire at the end of the current fiscal year.
Standard Systems Group, Maxwell Air Force Base, Alabama, is the
contracting activity (F01620-94/D-0002).
Praxair Surface Technologies, Incorporated, Indianapolis,
Indiana, was awarded on May 6, 1996, a $10,000,000 firm fixed
price contract to provide for overhaul/repair of 50 Stage One and
3534 Stage Two (best estimated quantities) Fan Blades applicable
to the TF39 engine on the C-5 aircraft. The work will be
performed at Praxair Surface Technologies, Inc., Kansas City,
Missouri. Contract is expected to be completed January 1997.
Contract funds will not expire at the end of the current fiscal
year. There were two firms solicited and two proposals received.
Solicitation began February 1996 and negotiations were completed
March 1996. San Antonio Air Logistics Center, Kelly Air Force
Base, Texas, is the contracting activity (F41608-96/D-0594).
General Electric Company, Cincinnati, Ohio, is being awarded
a $13,985,930 face value increase to a cost plus award fee
contract to provide for the CY 1996 Component Improvement Program
in support of the F101, F118 and J79 engines applicable to the B-
1B, the F-16, the B-2A, and the F-4 aircraft. Contract is
expected to be completed December 1996. Contract funds will not
expire at the end of the current fiscal year. Aeronautical
Systems Center, Wright-Patterson Air Force Base, Ohio, is the
contracting activity (F33657-95/C-0055).

ARMY
Olin Corporation/Winchester Division, Independence,
Missouri, is being awarded a $5,395,101 modification to a cost
plus award fee contract for the operation and maintenance of a
government owned/contractor operated facility. Work will be
performed at the Lake City Army Ammunition Plant, Independence,
Missouri, and is expected to be completed by September 30, 1996.
Contract funds will not expire at the end of the current fiscal
year. There were 17 bids solicited on October 3, 1984, and seven
bids received. The contracting activity is the U.S. Army
Armament, Munitions and Chemical Command, Rock Island, Illinois
(DAAA09-91-Z-0009).
Resource Consultants, Incorporated, Vienna, Virginia, is
being awarded a $7,248,000 increment of a $99,898,104
modification to a $181,860,646 (over 6.5 years) cost plus fixed
fee contract for performance extension modification, utilized to
avoid the discontinuation of services by the contractor. The
extension period of performance will be for a nine-month period
from November 8, 1995 to August 7, 1996, with three additional
options periods totalling nine more months. The additional nine
months will begin August 8, 1996 to November 7, 1996; November 8,
1996 to February 7, 1997; and February 8, 1997 to May 7, 1997.
The contract extension will allow for the provisioning of job
assistance services and transition processing services to
military service members, government employees, and their family
members. The extension will provide the Army a means to continue
staffing, managing, and operating existing Job Assistance Centers
(JACs) and Transition Processing Centers (TPCs) located
worldwide. Work will be performed in Vienna, Virginia (75%) and
world-wide (25%), and is expected to be completed by May 7, 1997.
Contract funds will not expire at the end of the current fiscal
year. This is a sole source contract initiated on February 12,
1991. The contracting activity is the Defense Supply Service-
Washington, Washington, D.C. (MDA903-91-C-0179).
Day & Zimmermann, Incorporated, Moorestown, New Jersey, is
being awarded an $8,824,918 modification to a cost plus award fee
contract for 851,643 M77 Grenades, with the M223 left hand fuze.
Work will be performed at the Lone Star Army Ammunition Plant,
Texas, and is expected to be completed by December 31, 1997. Of
the total contract funds, $30,280 will expire at the end of the
current fiscal year. This is a sole source contract initiated in
1991. The contracting activity is the U.S. Army Armament,
Munitions and Chemical Command, Rock Island, Illinois (DAAA09-91-
Z-0008).
