DEFENSE LOGISTICS AGENCY
Picker International, Inc., Highland Heights, Ohio, is being
awarded an estimated $17,951,093 firm fixed price requirements
contract for the leasing initiative for high performance level CT
scanner systems with turnkey installation. Twenty one proposals
were solicited and three were received. Work will be performed
in Eastlake, Ohio and is expected to be completed by May 14,
1997. The Defense Personnel Support Center, Philadelphia,

ARMY
Raytheon Systems Development Company/Electronic Systems
Division, Marlborough, Massachusetts, is being awarded a
$2,250,650 increment of a $6,300,000 cost plus fixed fee delivery
order contract for research and development services, Joint
Precision Strike Demonstration (JPSD) Program Support. The Joint
Air/Land/Sea Precision Strike Demonstration Program is a research
and development effort designed to develop and
demonstrate an Army all-weather, day/night, end-to-end, sensor to
shooter precision strike capability. JPSD will evaluate and
incorporate emerging Precision Strike (PS) technologies and
concepts through a series of demonstrations in an operational
environment. Work will be performed in Bedford, Massachusetts
(15%), Tewksbury, Massachusetts (15%), and Springfield, Virginia
(70%), and is expected to be completed by September 30, 1996.
Contract funds will not expire at the end of the current fiscal
year. This is a sole source contract initiated on March 4, 1996.
The contracting activity is the U.S. Army Corps of Engineers,
Fort Belvoir, Virginia (DACA76-93-D-0007).
Edsall Construction*, Bozeman, Montana, is being awarded a
$12,022,850 firm fixed price contract for construction of a new
Army Aviation Support Facility of approximately 29,053 square
feet of administrative/hangar support spaces and 33,000 square
feet of maintenance hangar in one building and a separate storage
hangar of 56,340 square feet for the Montana Army National Guard.
Work will be performed at the Helena Regional Airport, Helena,
Montana, and is expected to be completed by September 8, 1997.
Contract funds will not expire at the end of the current fiscal
year. There were 118 bids solicited on February 15, 1996, and
nine bids received. The contracting activity is the National
Guard Bureau, Helena, Montana (DAHA24-96-C-0006).
AIR FORCE
McDonnell Douglas Corporation, St. Louis, Missouri, was
awarded on May 13, 1996, a $24,780,0000 firm fixed price contract
to provide for six F-15 E aircraft and long lead effort for an
additional six F-15E aircraft in FY 1997. Contract is expected
to be completed September 1999. Contract funds will not expire
at the end of the current fiscal year. Solicitation began
January 1996; negotiations were complete May 1996. Aeronautical
Systems Center, Wright-Patterson Air Force Base, Ohio, is the
contracting activity (F33657-96/C-0003).
Lockheed Martin Electronics and Missiles, Orlando, Florida,
was awarded on May 13, 1996, an $11,000,000 face value increase
to a firm fixed price contract to provide for 2 Navigation Pods
and 2 Sharpshooter Pods applicable to the Low Altitude Navigation
Targeting Infrared for Night (LANTIRN) system on the F-15
aircraft. Contract is expected to be completed November 1997.
Contract funds will not expire at the end of the current fiscal
year. This effort supports foreign military sales to Saudi
Arabia. Aeronautical Systems Center, Wright-Patterson Air Force
Base, Ohio, is the contracting activity (F33657-93/C-2168,
P00039).
Lockheed Martin Corporation, Nashua, New Hampshire, is being
awarded a $6,222,051 cost plus award fee contract to provide for
4 Mission Planning Subsystem Suites applicable to the Air Force
Mission Support System. Contract is expected to be completed
August 1999. Contract funds will not expire at the end of the
current fiscal year. Solicitation began November 1995;
negotiations were complete March 1996. This effort supports
foreign military sales to Israel. Electronic Systems Center,
Hanscom Air Force Base, Massachusetts, is the contracting
activity (F19628-96/C-0072).
Rockwell International Corporation, Seal Beach, California,
is being awarded a $27,975,775 face value increase to a cost plus
award fee contract to provide for planing and evaluation effort
for the Computer Upgrade/Wind Corrected Munitions Dispenser
Integration Program in support of the B-1 aircraft. Contract is
expected to be completed January 1997. Contract funds will not
expire at the end of the current fiscal year. Aeronautical
Systems Center, Wright-Patterson Air Force Base, Ohio, is the
contracting activity (F33657-94/C-0001, P00025).
NAVY
McDonnell Douglas Corporation, St. Louis, Missouri, is being
awarded a $24,000,000 cooperative agreement for advance research
and technology development for Vehicle Management System
Integrated Technology for Affordable Life Cycle Cost (VITAL).
The VITAL program will reduce the life cycle cost of vehicle
management systems for
military and commercial aircraft by up to 50%. Work will be
performed in Mesa, Arizona (27%), St. Louis, Missouri (22%),
Phoenix, Arizona (17%), Santa Monica, California (11.4%), Johnson
City, New York (6%), Long Beach, California (5%), Grand Rapids,
Michigan (4%), Woodland Hills, California (2%), Irvine,
California (2%), Malboro, Massachusetts (2%), Whippany, New
Jersey (1%), Burnsville, Minnesota (.4%), and Windsor Locks,
Connecticut (0.2%), and is expected to be completed by May 1999.
Contract funds will expire at the end
of the current fiscal year. This contract was competitively
procured with twenty proposals solicited. The Naval Air Systems
Command, Arlington, Virginia, is the contracting activity (N00019-
96-H-0118).
Hughes Missile Systems Company, Tucson, Arizona, is being
awarded a $33,609,394 not-to-exceed modification to previously
awarded contract N00024-95-C-5435 to procure five MK 15 PHALANX
Close-In Weapons System, 32 baseline delta kits, four maintenance
enclosure conversion kits and four remote control panels. Work
will be performed in Tucson, Arizona, and is expected to be
completed by November 1998. Contract funds will not expire at
the end of the current fiscal year. This contract combines
purchases for the United Kingdom (26.6%), Taiwan (14.7%), and
Japan (58.7%) under the Foreign Military Sales (FMS) Program.
