AIR FORCE
Northrop Grumman Military Aircraft Systems Division, Pico
Rivera, California, is being awarded a $493,000,000 firm fixed
price contract to provide for upgrade of one B-2 flight test air
vehicle (AV-1) to operational status. Contract is expected to be
completed June 2000. Contract funds will not expire at the end
of the current fiscal year. Aeronautical Systems Center, Wright-
Patterson Air Force Base, Ohio, is the contracting activity
(F33657-96/C-4000).
Northrop Grumman Corporation, Melbourne, Florida, is being
awarded a $19,483,656 cost plus award fee contract to provide for
interim Contractor Support and Contractor Logistics Support for
maintenance and upgrade of software applicable to the Joint
Surveillance Target Attack Radar System (JSTARS) Prime Mission
Equipment. Contract is expected to be completed December 1997.
Contract funds will not expire at the end of the current fiscal
year. There were two firms solicited and one proposal received.
Solicitation began April 1995; negotiations were complete April
1996. Warner Robins Air Logistics Center, Robins Air Force Base,
Georgia, is the contracting activity (F09603-96/C-0074).
ARMY
Hughes Aircraft Company, Electro-optical Systems, El
Segundo, California, was awarded on May 23, 1996, a $6,033,960
modification to a firm fixed price contract to upgrade 14
telescopic sight units on the AH-1R Cobra helicopter, for the
country of Bahrain Defense Force in C-Nite configuration. Work
will be performed in El Segundo, California. Contract funds will
not expire at the end of the current fiscal year. This is a sole
source contract initiated on December 20, 1994. The contracting
activity is the U.S. Army Aviation and Troop Command, St. Louis,
Missouri (DAAJ09-95-C-0076).
General Dynamics Land Systems Division, Sterling Heights,
Michigan, is being awarded $37,582,238 (base year) as part of a
$126,037,316 (cumulative total with all options) combination firm
fixed price and cost plus fixed fee contract to upgrade the Fox
Nuclear, Chemical and Biological Reconnaissance System to the
Block One configuration. The Block

One upgrade will incorporate organic direct support maintenance
and supply support. It will additionally reduce the required
operators from four to three. A total of 62 vehicles will be
upgraded. The basic contract will provide for the establishment
of a government owned/contractor operated facility at Anniston
Army Depot at which contractor upgrade activities will take
place. A total of 10 vehicles will be upgraded in conjunction
with the basic contract. The remaining vehicles will be upgraded
via contract options as follows: 26 systems in FY97, 13 systems
in FY98, and 13 systems in FY99. Work will be performed in
Germany (43.2%), Anniston Army Depot, Alabama (30.3%), Sterling
Heights, Michigan (22.2%), and Glendale, California (4.3%).
Basic contract completion date is September 30, 1998, all options
completion date is March 31, 2001. Contract funds will not
expire at the end of the current fiscal year. This is a sole
source contract initiated on August 7, 1995. The contracting
activity is the U.S. Army Chemical & Biological Defense Command,
Aberdeen Proving Ground, Maryland (DAAM01-96-C-0028).
Reliable Mechanical, Incorporated, Louisville, Kentucky, is
being awarded a $8,989,370 firm fixed price contract to replace
Hydrant Fuel System II at Dover Air Force Base. Work will be
performed in Kent County, Delaware, and is expected to be
completed by July 8, 1997. Contract funds will not expire at the
end of the current fiscal year. There were 55 bids solicited on
March 1, 1996, and six bids received. The contracting activity
is the U.S. Army Corps of Engineers, Philadelphia, Pennsylvania
(DACA61-96-C-0027).
DEFENSE INFORMATION SYSTEMS AGENCY
MCI Government Systems, McLean, Virginia, is being awarded a
$17,883,610 firm fixed price with economic price adjustment
contract for leased commercial communication services from Ft.
Detrick, Maryland, to Kuwait. These services support U.S. ARCENT-
Kuwait intrinsic action exercises, and Operation Southern Watch.
This requirement was released under the Defense Information
Systems Agency Acquisition Bulletin Board; three offers were
received. The Defense Information Technology Contracting
Organization, Scott Air Force Base, Illinois, is the contracting
activity (TSR WA23MAR951676C).
NAVY
TRW Incorporated, Space and Electronics Division, San Diego,
California, is being awarded a $6,100,946 modification to
previously awarded contract N00019-96-C-0056 for
FY 96 contract logistics support. Work will be performed in San
Diego, California (25%),
and Fort Huachuca, Arizona (75%), and is expected to be completed
by September 1996. Contract funds will not expire at the end of
the current fiscal year. The Naval Air Systems Command,
Arlington, Virginia, is the contracting activity.
Hensel Phelps Construction Company, Irvine, California, is
being awarded a $24,292,000 firm fixed price contract for
construction of a controlled industrial facility at the Naval Air
Station, North Island, Coronado, California. Work will be
performed in Coronado, California,

and is expected to be completed by March 1998. Contract funds
will not expire at the end of the current fiscal year. This
contract was competitively procured with 400 proposals solicited
and five offers received. The Naval Facilities Engineering
Command, Southwest Division, San Diego, California, is the
contracting activity (N68711-94-C-1559).
