CONTRACTS
ARMY
ILEX Systems, Incorporated, Moorestown, New Jersey, is being
awarded an increment (appropriation number and dollar value will
be issued with each delivery order) as part of an estimated not-
to-exceed $17,366,779 time and materials award fee contract for
technical non-personal services for system and software
engineering development for the Avionics/Intelligence Electronics
Warfare Division, Software Engineering Directorate. Work will be
performed at Fort Huachuca, Arizona (58.5%), and Fort Monmouth,
New Jersey (41.5%), and is expected to be completed by May 29,
2001. There were 70 bids solicited on August 3, 1995, and three
bids received. The contracting activity is the U.S. Army
Communications and Electronics Command, Fort Monmouth, New Jersey
(DAAB07-96-D-H510).
Grumman Data Systems, Herndon, Virginia, is being awarded a
$33,817,705 increment of a $53,634,022 firm fixed price and cost
plus award fee contract with a projected cumulative total of
$170,204,716, for integration of high performance computing
capability (HPC), including delivery of an HPC computational and
programming environment, associated system integration and
support infrastructure services and training. Work will be
performed at the Stennis Space Center, Mississippi, and is
expected to be completed by May 30, 2004. Of the total contract
funds, $27,017,705 will expire at the end of the current fiscal
year. There were 453 bids solicited on February 1, 1995, and two
bids received. The contracting activity is the U.S. Army
Information Systems Selection and Acquisition Agency, Alexandria,
Virginia (DAHC94-96-C-0008).
Michael Baker, Jr., Incorporated, Corapolis, Pennsylvania,
is being awarded $50,000 of a $12,500,000 (base year with four
option periods) indefinite delivery type, firm fixed price
contract to provide planning support services for any military or
civil works facility within the Fort Worth district. Work will
be performed at various locations worldwide and is expected to be
completed by May 30, 2001 (includes all options). Contract funds
will not expire at the end of the current fiscal year. There
were 47 bids solicited on September 29, 1995, and 14 bids
received. The contracting activity is the U.S. Army Corps of
Engineers, Fort Worth, Texas (DACA63-96-D-0020).
AIR FORCE
Texas Instruments, Incorporated, McKinney, Texas, is being
awarded an $8,954,777 firm fixed price contract to provide for
upgrade of the X-Band Receiver/Transmitter on 42 AN/APQ-122(V)8
Radar Sets applicable to the MC-130E aircraft. Contract is
expected to be completed September 1999. Contract funds will not
expire at the end of the current fiscal year. There was one firm
solicited and one proposal received. Solicitation began February
1996 and negotiations were complete May 1996. Warner Robins Air
Logistics Center, Robins Air Force Base, Georgia, is the
contracting activity (F09603-96/C-0354).
Lockheed Martin Corporation, Nashua, New Hampshire, is being
awarded a $6,058,842 face value increase to a cost plus award fee
contract to provide for software maintenance support for the Air
Force Mission Support System. Contract is expected to be
completed July 1997. Contract funds will not expire at the end
of the current fiscal year. Electronic Systems Center, Hanscom
Air Force Base, Massachusetts, is the contracting activity
(F19628-93/C-0016, P00100).
Computer Sciences Corporation, Moorestown, New Jersey, is
being awarded a $5,665,429 face value increase to a fixed price
incentive contract to provide for software for Air Mobility
Command's Command and Control Information Processing System that
will enable the system to interface with outside sources.
Contract is expected to be completed March 1997. Contract funds
will not expire at the end of the current fiscal year. Air Force
Material Command, Hanscom Air Force Base, Massachusetts, is the
contracting activity (F19628-89/C-0007, P00152).
Northrop Grumman Corporation, Rolling Meadows, Illinois, is
being awarded a $10,190,598 face value increase to a firm fixed
price contract to provide for 6 AN/ALQ-135 Internal
Countermeasures Sets applicable to the F-15 aircraft and
associated contractor support. Contract is expected to be
completed January 2001. Contract funds will not expire at the
end of the current fiscal year. Aeronautical Systems Center,
Wright-Patterson Air Force Base, Ohio, is the contracting
activity (F33657-95/C-0064, P00001).
NAVY
Applied Research Laboratories, the University of Texas at
Austin, Austin, Texas, is
being awarded a $22,814,597 cost-plus-fixed-fee, level of effort,
task order contract to provide research, development and
engineering to provide mission oriented solutions to Naval
Warfare and Department of Defense problems in acoustics,
electromagnetics, and other related essential capabilities. Work
will be performed in Austin, Texas, and is expected to be
completed by
September 1996. Contract funds will not expire at the end of the
current fiscal year. This contract was not competitively
procured. The Space and Naval Warfare Systems Command,
Arlington, Virginia, is the contracting activity (N00039-96-D-
0051).
Hughes Aircraft Company, Naval and Maritime Systems,
Fullerton, California, is being awarded a $29,368,346 cost-plus-
fixed-fee contract to provide software development for
Surveillance Towed Array Sensor (SURTASS) and Low Frequency
Activity (LFA). LFA will provide enhanced anti-submarine warfare
mission capability and the contract will also provide other
advanced development capabilities to the fleet. Work will be
performed in Fullerton, California, and is expected to be
completed by May 1999. Contract funds will not expire at the end
of the current fiscal year. The Space and Naval Warfare Systems
Command, Arlington, Virginia, is the contracting activity (N00039-
96-C-0075).
Hughes Missile Systems Company, Tucson, Arizona, is being
awarded a $12,139,681 modification to previously awarded contract
N00019-94-C-0257 to exercise an option for 167 Tomahawk All-Up-
Round Missile Recertifications. Work will be performed in San
Diego, California (80%), and Tucson, Arizona (20%), and is
expected to be completed by June 1997. Contract funds will
expire at the end of the current fiscal year. The Naval Air
Systems Command, Arlington, Virginia, is the contracting
activity.
Boeing Information Services, Vienna, Virginia, is being
awarded a $38,487,149 cost-plus-fixed-fee, indefinite
delivery/indefinite quantity contract for business and
administrative support services. This contract contains options
which, if exercised, will bring the cumulative value of the
contract to $60,575,831. Work will be performed in China Lake,
California (65%), Point Mugu, California (35%), and is expected
to be completed by May 2001. Contract funds will not expire at
the end of the current fiscal year. This contract was
competitively procured with over 100 proposals solicited and six
offers received. The Naval Information Systems Management
Center, Washington, D.C., is the contracting activity (N68939-96-
D-0008).
DEFENSE LOGISTICS AGENCY
Refinery Associates of Texas, Inc.*, New Braunfels, Texas,
is being awarded a $21,497,751 fixed price with economic price
adjustment contract for aviation grade JP8 turbine fuel. Seventy
three proposals were solicited and fourteen were received. Work
will be performed in overseas locations and is expected to be
completed by July 30, 1997. Funds will not expire at the end of
the fiscal year. The Defense Fuel Supply Center, Fort Belvoir,
Virginia is the contracting activity (SP0600-96-D-0492).
