ARMY
American Construction & Energy, Incorporated*, Stillwell,
Kansas, is being awarded a $5,516,600 firm fixed price contract
for alterations/renovations of three existing dormitories,
constructed circa 1900. Work will be performed at F. E. Warren
Air Force Base, Wyoming, and is expected to be completed by
February 11, 1998. Contract funds will not expire at the end of
the current fiscal year. There were 156 bids solicited on March
25, 1996, and four bids received. The contracting activity is
the U.S. Army Corps of Engineers, Omaha, Nebraska (DACA45-96-C-
0063).
Hansel Phelps Construction Company, Austin, Texas, is being
awarded a $46,994,680 firm fixed price contract for construction
of a Navy Engine Environmental Test Facility. The project will
consist of relocating two existing T-9 test cells from Griffiss
Air Force Base, New York and Grand Forks Air Force Base, South
Dakota, and perform modifications. Construct approximately 2,000
feet of above ground stainless steel RAM air duct consisting of
valves, refrigeration turbines, expansion joints and supporting
systems. Construct compressed-air steam, raw water, fuel,
hydraulic and miscellaneous systems to support testing.
Construct a 10,000 square foot pre-engineered warehouse. Provide
miscellaneous buildings to house mechanical and electrical
equipment. Site work will consist of utility upgrades, grading
and construction of parking areas. Work will be performed at
Arnold Air Force Base, Tullahoma, Tennessee, and is expected to
be completed by May 25, 1998. Contract funds will not expire at
the end of the current fiscal year. There were 205 bids
solicited on October 31, 1995, and seven bids received. The
contracting activity is the U.S. Army Corps of Engineers, Mobil,
Alabama (DACA01-96-C-0076).

NAVY
W. B. Meredith, II, Incorporated,* Norfolk, Virginia, is
being awarded a $10,031,000 firm-fixed-price contract for design
and construction of a new five-story bachelor enlisted quarters
and mechanical building including site work, remediation,
utilities, paving, piling, masonry, mechanical, electrical,
plumbing systems and incidental related work at the Naval
Hospital, Portsmouth, Virginia. Work will be performed in
Portsmouth, Virginia, and is expected to be completed by March
1998. Contract funds will not expire at the end of the current
fiscal year. This contract was competitively procured with 17
proposals solicited and four offers received. The Naval
Facilities Engineering Command, Atlantic Division, Norfolk,
Virginia, is the contracting activity (N62470-93-C-3081).
