AIR FORCE
Hughes Training Inc., Arlington, TX, is being awarded a
$8,773,000.00 firm fixed price contract for Infinite Reality
Graphics Subsystem upgrade. Contract is expected to be completed
in August 1997. Contract funds will not expire at the end of
current fiscal year. ASC/YWPB, Wright-Patterson AFB OH is the
contracting activity (F33657-92-C-0003, P00021).
Lockheed Martin Tactical Aircraft Systems, Ft Worth, TX, is
being awarded a $16,379,873.00 Time and Materials contract for F-
16 Block 40, Contract Change Proposal (CCP) 10518, Common Missile
Warning System/40T6 Initial Engineering and Manufacturing Data
(EMD) Activities. Contract is expected to be completed in June
1996. Contract funds will not expire at the end of current
fiscal year. F-16 System Program Office, ASC/YPKPA, Wright-
Patterson AFB, OH, is the contracting activity (F33657-93-C-2374-
P00037).
System Research and Applications, Arlington VA, is being
awarded a Maximum $929 Million Time and Material, Firm -Fixed-
Price, and cost Reimbursable contract for Integration for
Command, Control, Communication, Computers and Intelligence
(IC4I) is a contract vehicle for the Intelligence Data Handling
Systems (IDFS) and the Intelligence Community. It is primarily
focused on the manufacture and development efforts for new
Intelligence Systems and subsystems to upgrade existing sites.
This effort will provide technologically current systems that are
built to be interoperable. It will also expedite evolution
toward open system architecture that is compliant with Department
of Defense Intelligence Information Systems (DoDIIS) standards.
This is an indefinite Delivery/Indefinite Quantity contract. Two
contracts were awarded on December 1 and reported previously.
The two contractors are BTG and Cordant.. Contract funds will
not expire at the end of current fiscal year. The solicitation
was issued in November 1994 and negotiations were completed in
September 1995. HQ ESC/ICK (AFMC) Hanscom AFB, MA, is the
contracting activity (F19628-96-D-0004).
Logicon Inc., San Pedro, CA, is being awarded an estimated
$6,282,150.00 Indefinite Delivery/Indefinite Quantity, Firm Fixed
Price, Cost Plus Fixed Fee, Fixed Price Labor Hour with Economic
Price Adjustment, Cost Reimbursable contract for the Government
will provide additional Sun Products to I-CASE customers by
incorporating them to the subject contract. The 175 hardware
additions include the Ultra Systems Family, SPRAC station 5
Family, Network and Media Center Servers Family, Network Printers
Family, and the Sun Components Family. Contract funds will not
expire at the end of current fiscal year. HQ SSG/PKT, Maxwell-
Gunter AFB, AL, is the contracting activity (F01620-94-D-0002,
Modification P00026 ).
NAVY
STANDARD Missile Company, McLean, Virginia, is being awarded
a $52,494,390 not-to-exceed letter contract for STANDARD Missile
- 2 Block IIIB Low Rate Initial Production. Work will be
performed in McLean, Virginia (11%), Tucson, Arizona (27%),
Bristol, Tennessee (23%), Andover, Massachusetts (37%), and
Chattanooga, Tennessee (2%), and is expected to be completed by
September 1999. Contract funds would not have expired at the end
of the current fiscal year. This contract was not competitively
procured. The Naval Sea Systems Command, Arlington, Virginia, is
the contracting activity (N00024-96-C-5302).
Hughes Missiles Systems Company, Tucson, Arizona, is being
awarded a $6,636,000 firm-fixed-price contract for FY 96 Standoff
Land Attack Missile Seeker requirements. Work will be performed
in Tucson, Arizona (25%), and LaGrange, Georgia (75%), and is
expected to be completed by October 1997. Contract funds will
not expire at the end of the current fiscal year. This contract
was not competitively procured. The Naval Air systems Command,
Arlington, Virginia, is the contracting activity (N00019-95-C-
0082).
Firearms Training Systems Incorporated, Suwanee, Georgia, is
being awarded a $30,571,755 modification to previously awarded
contract M67854-94-C-2014 to exercise
an option for 186 indoor simulated marksmanship trainers, 22
infantry squad trainers, and a variable quantity of weapon
simulators and ancillary equipment for the U.S. Marine Corps
and the Marine Corps Reserves. Work will be performed in
Suwanee, Georgia, and is
expected to be completed by June 1997. Contract funds would not
have expired at the end
of the current fiscal year. This contract was competitively
procured by a request for proposals
and three offers were received. The Marine Corps Systems
Command, Quantico, Virginia, is
the contracting activity.
General Dynamics, Land Systems Division, Warren, Michigan,
is being awarded a $216,913,224 cost-plus-award-fee contract for
the demonstration/validation phase of the Advanced Amphibious
Assault Vehicle (AAAV) Program. During this phase up to three
prototypes will be built; two configured as personnel carriers
and one configured as a mobile command post. Of significant note
are the Acquisition Reform measures which are a part of this
contract. They include the use of a performance specification,
significant reduction in the use
of military standards and specifications, implementation of
integrated product teams for vehicle design, the establishment of
a virtual prototyping capability, co-location of the government
and industry design team, and the establishment of design-to-cost
requirements at contract award. Work will be performed in
Woodbridge, Virginia, and is expected to be completed by August
2001. Contract funds would not have expired at the end of the
current fiscal year. This contract was competitively procured
with two proposals solicited and two offers received. The Marine
Corps Systems Command, Quantico, Virginia, is the contracting
activity (M67854-96-C-0038).
ARMY
ITT Federal Services International Corporation, Colorado
Springs, Colorado, is being awarded a $39,685 increment as of a
$128,238,660 (cumulative total, base plus four one year
options)cost plus fixed fee contract to provide nonpersonal
operation and maintenance support for the Area Maintenance and
Supply Facility-Europe, and the operation and maintenance of the
Defense Information Infrastructure sites within 5th Signal
Command's area of responsibility. The maintenance function
provides direct and general support maintenance for the
information system equipment and the special repair activity for
the European theater. The supply function provides management of
property books, warehouses, storage yards, shipping and receiving
and other such functions. Additionally, there are 5 contract
options Statements of Work. These options are for the operation
of the Telecommunication Centers, operation and maintenance of
the Defense Satellite Communication sites, operation of the
European Data Processing Installations, maintenance of the
European Data Processing Installations, and the operation and
maintenance of the Defense Red Switch Network. Work will be
performed outside the Continental U.S. in the countries of:
Germany, England, Belgium, and Italy, and is expected to be
completed by September 30, 2001. Contract funds $39,685 will
expire at the end of the current fiscal year. There were 36 bids
solicited on October 27, 1995, and two bids received. The
contracting activity is the U.S. Army Information Systems
Command, Fort Huachuca, Arizona (DAEA32-96-C-0006).
CIVIL WORKS - NON MILITARY
Pine Bluff Sand and Gravel Company, Pine Bluff, Arkansas, is
being awarded a $50,000increment as part of a $5,320,108 firm
fixed price contract for work on the Sabine-Neches Waterway. The
project is for dredging the Sabine Pass Channel, Port Arthur
Canal, Junction Area and Turning Basins in Jefferson County,
Texas, and Cameron Parish, Louisiana, and is expected to be
completed by March 3, 1997. Contract funds will not expire at
the end of the current fiscal year. There were 19 bids solicited
on April 19, 1996, and three bids received. The contracting
activity is the U.S. Army Corps of Engineers, Galveston,
Texas(DACW64-96-C-0023).
