CONTRACTS
DEFENSE LOGISTICS AGENCY
Labatt Food Service*, San Antonio, Texas, is being awarded
an estimated $19,600,000 firm fixed price indefinite quantity
contract for full line food distribution. Fifty one proposals
were solicited and five were received. Work is expected to be
completed by July 1997. Funds will not expire at the end of the
fiscal year. The Defense Personnel Support Center, Philadelphia,
Pennsylvania, is the contracting activity (SP0300-96-D-2909).
Trans-Tec Services, Inc.*, Teaneck, New Jersey, is being
awarded a $5,524,309 fixed price with economic price adjustment
for intermediate fuel oil 180, intermediate fuel oil 380, and
marine gas oil. One hundred sixty seven proposals were solicited
and three were received. Work will be performed in overseas
locations and is expected to be completed by July 30, 1997.
Funds will not expire at the end of the fiscal year. The Defense
Fuel Supply Center, Fort Belvoir, Virginia, is the contracting
activity (SP0600-96-D-0027).
ARMY
DBA Systems, Incorporated , Melbourne, Florida, is being
awarded a $3,420,000 increment as part of a $12,654,617
modification to a $40,485,867 cost-plus-fixed-fee contract to
provide services to modify current Modern Imagery Exploitation
System to bring the system into conformance with the Common
Imagery Ground/Surface System Acquisition Standards. Work will
be performed in Melbourne, Florida, and is expected to be
completed by June 30, 1998. Contract funds will not expire at
the end of the current fiscal year. This a sole source contract
initiated on January 23, 1996. The contracting activity is the
U.S. Army Corps of Engineers, Fort Belvoir, Virginia (DACA76-91-C-
0023).
Carothers Construction, Inc., Water Valley, Mississippi, is
being awarded a $5,526,200 firm fixed price contract to provide
construction of Aircraft Fuel System Maintenance Dock
(approximately 35,000 SF) to support the JSTARS (Joint
Surveillance Target Attack Radar
System) mission. Construction is to include concrete foundation
and floor slab, structural steel, steel siding, approach
pavements, fire protection system, mechanical ventilation, fume
sensing/alarm system and all support utilities. Work will be
performed at Robins Air Force base located in Houston County
approx 12 miles south of Macon, Georgia, and is expected to be
completed by July 30, 1998. Contract funds will not expire at
the end of the current fiscal year. There were 91 bids
solicited on January 18, 1996, and 6 bids received. The
contracting activity is the U.S. Army Corps of Engineers,
Savannah, Georgia (DACA21-96-C-0045).
CIVIL WORKS - NON MILITARY
The M Operating Company, Inc., Jacksonville, Florida, is
being awarded a $6,630,809 firm fixed price construction contract
to provide maintenance dredging of the Savannah Harbor from
Station 112+500 to 0+000 plus turning basins. Dredging will
require the removal of approximately 4,000,000 cubic yards of
maintenance material. Material will be placed in adjacent
disposal areas. Work will be performed in Savannah Harbor,
Georgia, and is expected to be completed by November 29, 1996.
Contract funds will not expire at the end of the current fiscal
year. There were 434 bids solicited on March 7, 1996, and 1
bid received. The contracting activity is the U.S. Army Corps of
Engineers, Savannah, Georgia

AIR FORCE
The University of Dayton Research Institute, Dayton, Ohio,
was awarded on May 14, a $9,416,742 cost reimbursement contract
to provide for experimental and theoretical studies of materials
for use in electronic and optical devices. Contract is expected
to be completed June 2001. Contract funds will not expire at the
end of the current fiscal year. One proposal was received.
Solicitation began January 1996 and negotiations were complete
May 1996. Wright Laboratory, Wright-Patterson Air Force Base,
Ohio, is the contracting activity (F33615-95/C-5445).
E-Systems, Goleta, California, was awarded on May 14, a
$5,868,069 cost plus incentive fee contract to provide for
management, engineering, administrative, hardware development,
logistics and test support for Air Force requirements associated
with the Navy-led AN/ALE-50 Countermeasures Dispensing System
Engineering and Manufacturing Development program. Contract is
expected to be completed May 1998. Contract funds will not
expire at the end of the current fiscal year. There was one firm
solicited and one proposal received. Solicitation began February
1996 and negotiations were complete May 1996. Aeronautical
Systems Center, Wright-Patterson Air Force Base, Ohio, is the
contracting activity (F33657-96/C-0004).
Textron Defense Systems, Wilmington, Massachusetts, is being
awarded a $157,094,699 fixed price incentive contract to provide
for 500 CBU-97A/B Sensor Fused Weapons, 54 Seek Eagle Units, and
related warranty and data. Contract is expected to be completed
June 1998.
Contract funds will not expire at the end of the current fiscal
year. There was one firm solicited and one proposal received.

Rockwell International Corporation, Seal Beach, California,
is being awarded a $24,331,299 face value increase to a cost plus
award fee contract to provide for requirement planning in support
of the upgrade of the defensive systems on the B-1 aircraft.
Contract is expected to be completed April 1997. Contract funds
will not expire at the end of the current fiscal year.
Aeronautical Systems Center, Wright-Patterson Air Force Base,
Ohio, is the contracting activity (F33657-93/C-0024, P00028).
Lockheed Martin Integrated Systems, Orlando, Florida, is
being awarded a $110,000,000 cost plus fixed fee contract to
provide for the Program Definition and Risk Reduction phase of
the Joint Air-to-Surface Standoff Missile (JASSM) program. At
this time, only $5,000,000 toward the total of this contract has
been obligated. The JASSM will support both Air Force and Navy
requirements. Contract is expected to be completed June 1998.

year. There were 43 firms solicited and 5 proposals received.

McDonnell Douglas, Berkley, Missouri, is being awarded a
$128,266,345 cost plus fixed fee contract to provide for the
Program Definition and Risk Reduction phase of the Joint Air-to-
Surface Standoff Missile (JASSM) program. At this time, only
$5,000,000 toward the total of this contract has been obligated.
The JASSM will support both Air Force and Navy requirements.
Contract is expected to be completed June 1998. Contract funds
will not expire at the end of the current fiscal year. There
were 43 firms solicited and 5 proposals received. Solicitation

NAVY
Alliant Techsystems, Marine Systems Group, Mukilteo,
Washington, is being
awarded a $13,219,292 cost-plus-award-fee contract for
engineering development
models, mod components, common torpedo processor/hybrid unique
interface cards,
in-water test and evaluation, support equipment, exercise
turnaround/hybrid maintenance
kits, and technical engineering services to support the
engineering and manufacturing development phase of the
Lightweight Hybrid Torpedo Program. Work will be performed
in Mukilteo, Washington (43%); Poulsbo, Washington (26%);
Fullerton, California (12%); Newport, Rhode Island (11%); and
Forest, Mississippi (8%), and is expected to be completed
by September 2001. Contract funds would not have expired at the
end of the current fiscal
year. This contract was competitively procured with four
proposals solicited and two offers received. The Naval Sea
Systems Command, Arlington, Virginia, is the contracting
activity.

Continental Maritime, San Diego, California, is being
awarded a $7,607,909 firm-fixed-price contract for the Selected
Restricted Availability (SRA) of USS PELELIU (LHA 5) which will
include hull preservation, main machinery overhaul and major
shipalt modernization. This contract contains options which, if
exercised, would bring the cumulative value of the contract to
$8,165,541. Work will be performed in San Diego, California, and
is expected to be completed by November 1996. Contract funds
will expire at the end of the current fiscal year. This
contract was competitively procured with five proposals solicited
and four offers received.
