CONTRACTS
DEFENSE LOGISTICS AGENCY
Penn Detroit Diesel Allison, Inc.*, York Haven,
Pennsylvania, is being awarded an estimated $6,100,875 fixed
price with economic price adjustment contract for diesel engine
spare parts. Six proposals were solicited and two were received.
Work will be performed in Canton, Ohio and is expected to be
completed by June 2001. The Defense Supply Center Columbus,
Columbus, Ohio, is the contracting activity (SP0700-96-D-9715).
Mobil Oil Corporation, Fairfax, Virginia, is being awarded a
$8,190,293 fixed price with economic price adjustment contract
for diesel grade DF-2 fuel oil and regular unleaded gasoline.
Twenty three proposals were solicited and one was received. Work
will be performed in South Melbourne, Victoria, Australia and is
expected to be completed by June 30, 1998. Funds will not expire
at the end of the fiscal year. The Defense Fuel Supply Center,
Fort Belvoir, Virginia, is the contracting activity (SP0600-96-D-
1297).
AIR FORCE
Lockheed Martin Federal Systems Company, Owego, New York,
was awarded on June 21, an $11,445,290 firm fixed price contract
to provide 859 each E5690 Input/Output modules to be installed in
Very High Speed Integrated Circuit Computers. Contract is
expected to be completed in June 1997. Contract funds will not
expire at the end of the current fiscal year. There was one bid
solicited and there was one proposal received. Solicitation
began April 1996 and negotiations were completed May 1996.
Warner Robins Air Logistics Center, Robins Air Force Base
Georgia, is the contracting activity (F09603-96-C-0268).
McDonnell Douglas Aircraft Company, St. Louis, Missouri was
awarded on June 21, a $5,158,459 face value increase to a firm
fixed price contract to provide work on Block V concurrency tasks
of the C-17 program to allow for incorporation of hardware
software and courseware changes to the Weapons System Trainer,
Cockpit System Simulator and the entire
Aircrew Training System to reflect current aircraft
configuration. The work will be performed at McDonnell Douglas
Aircraft Company, St. Louis, Missouri (72%) as well as at Flight
Safety International, Broken Arrow, Oklahoma (16%) and at their
facility in Tulsa, Oklahoma (12%). Contract is expected to be
completed March 1996. Contract funds will not expire at the end
of the current fiscal year. Aeronautical Systems Center, Wright-
Patterson Air Force Base, Ohio, is the contracting activity
(F33657-88-C0029, P00068).
Texstar, Incorporated, Grand Prairie, Texas, was awarded on
June 21, a $9,999,320 firm fixed price contract to provide for
520 transparencies applicable to the F-16 aircraft. Contract is
expected to be completed June 1999. Contract funds will not
expire at the end of the current fiscal year. There was one bid
solicited and one proposal was received. Solicitation began
April 1996 and negotiations were concluded June 1996. Ogden Air
Force Logistics Center, Hill Air Force Base, Utah is the
contracting activity (F42620-96-C-0121).
Eclectic Computing Concepts Incorporated, Plano, Texas, is
being awarded a $6,000,000 cost plus fixed fee contract to
provide enhancement to the functionality of the Rapid Application
of Air Power (RAAP) software and the production functionality of
the target material/mission planning material support systems to
support the evolution of the Joint Targeting Module. Contract is
expected to be completed December 1999. Contract funds will not
expire at the end of the current fiscal year. There were 25 bids
solicited and one proposal received. Solicitation began in March
1996 and negotiation was completed June of 1996. Rome Laboratory
Rome, New York is the contracting activity (F30602-96-C-0045).
University of Dayton Research Institute, Dayton, Ohio, is
being awarded a $9,601,000 Indefinite Delivery/Indefinite
Quantity type contract to provide for Research and Development on
advanced nonstructural material. Two percent of the work will be
performed at UDRI. Ninety-eight percent will be performed on
base at Wright-Patterson Air Force Base (Bldg 654). Contract is
expected to be completed August 2001. Contract funds will not
expire at the end of the current fiscal year. There were nine
firms solicited and one proposal was received. Solicitation
began in February of 1996 and negotiation was concluded in June
of 1996. Wright Laboratory, Wright-Patterson Air Force Base,
Ohio is the contracting activity (F33615-96-D-5052).
Interstate Electronics Corporation, Anaheim, California, is
being awarded a $6,909,038 Cost-Plus-Award-Fee contract to
provide for developmental funding for a Translated Global
Positioning System (GPS) Range system (TGRS) with an over-the-
horizon and ten-track capacity. Contract is expected to be
completed March 1998. Contract funds will not expire at the end
of the current fiscal year. There were sixteen bids solicited
and there were two proposals received. Solicitation began
January 1996 and negations in June 1996. Aeronautical Systems
Center, Eglin Air Force Base, Florida is the contracting activity
(F08626-96-C0105).
Lockheed Martin Tactical Aircraft Systems, Fort Worth,
Texas, is being awarded a $12,289,897 face value increase to a
firm fixed price contract to provide for seven Test Program Sets
for the Improved Avionics Intermediate Shop in support of the F-
16 aircraft. Contract is expected to be completed November 1998.
Contract funds will not expire at the end of the current fiscal
year. Aeronautical Systems Center, Wright-Patterson Air Force
Base, Ohio is the contracting activity (F33657-88-C-0037,
P00906).
ARMY
Jowett, Inc., Clinton, Maryland , is being awarded a
$8,118,000 construction firm fixed-price contract for
construction of a 60,000 square foot Administration Facility that
will be an addition to the main facility at the north end of
Block "P" extension. Included is a 0.9m high access floor
systems, a structural concrete floor slab, a suspended acoustical
ceiling, one elevator, communications, security, title of project
is Block "R" at Fort Belvoir, Virginia, and is expected to be
completed by October 31, 1997. Contract funds will not expire
at the end of the current fiscal year. There were 68 bids
solicited on April 11, 1996, and 5 bids received. The
contracting activity is the U.S. Army Corps of Engineers,
Baltimore, Maryland (DACA31-96-C-0059).
NAVY
Veda Incorporated, Alexandria, Virginia, is being awarded a
$5,017,960 cost-plus-fixed-
fee-term contract for operations, scheduling, engineering and
aircrew support services for the Force Aircraft Test Squadron at
the Naval Air Warfare Center Aircraft Division, Patuxent River,
Maryland. This contract contains options which, if exercised,
will bring the cumulative value of the contract to $25,526,702.
Work will be performed in Patuxent River, Maryland (95%),
and Lexington Park, Maryland (5%), and is expected to be
completed by June 1997. Contract funds would not have expired at
the end of the current fiscal year. This contract was
competitively procured with 79 proposals solicited and one offer
received. The Naval Air Warfare Center Aircraft Division,
Patuxent River, Maryland, is the contracting activity
(N00421-96-C-1134).
Lockheed Martin Federal Systems, Incorporated, Manassas,
Virginia, is being awarded
a $15,155,000 firm-fixed-price contract to upgrade the AN/USQ-
78(V) display control set for
the P-3C Update III aircraft. Work will be performed in
Manassas, Virginia (80%), and Owego, New York (20%), and is
expected to be completed by June 2000. Contract funds would not
have expired at the end of the current fiscal year. This
contract was not competitively procured. The Naval Air Systems
Command, Arlington, Virginia, is the contracting activity
(N00019-96-C-0150).
Ingalls Shipbuilding, Incorporated, Pascagoula, Mississippi,
is being awarded
a $13,796,644 modification to previously awarded contract N00024-
94-C-2802 for follow
yard class services on the DDG 51 Class Aegis Destroyers which
includes: liaison for
follow ship design and construction; engineering, design,
planning and technical support; configuration management
services; Computer Aided Logistics Support (CALS) related
engineering; DDG 51 class flight upgrades; crew indoctrination
and orientation program;
and ships test support. Work will be performed in Pascagoula,
Mississippi, and is expected
to be completed by June 1997. Contract funds will not expire at
the end of the current fiscal year. The Naval Sea Systems
Command, Arlington, Virginia, is the contracting activity.
BALLISTIC MISSILE DEFENSE ORGANIZATION
The Johns Hopkins University/Applied Physics Laboratory, of
Laurel, Maryland, is being awarded a $99.5 million cost-plus-
fixed-fee contract for Technical and Engineering Services in
support of the Ballistic Missile Defense Organization. Work will
be performed at the Applied Physics Laboratory in Laurel,
Maryland. The contract has a two-year base period and three one-
year options. Fiscal year (FY) 1996 and FY 1997 Research
Development Test and Evaluation funds will be used for the base
period. This contract is being awarded on a sole source basis.
