ARMY
Electro-Test, Incorporated, Danville, California, is being
awarded a $4,832,000 increment as part of a $26,171,671 (base
year with 4 one year options) firm fixed price, indefinite
quantity contract for electrical testing and repairs for Category
500 Medical Facilities. Work will be performed at medical
facilities nationwide, including Hawaii, Alaska, and the
Caribbean area, and is expected to be completed by July 31, 2001.
Contract funds will not expire at the end of the current fiscal
year. There were 54 bids solicited on November 20, 1995, and six
bids received. The contracting activity is the U.S. Army Corps
of Engineers, Mobile, Alabama (DACA01-96-D-0039).
Global Engineering & Construction, Wichita Falls, Texas, is
being awarded a $2,937,321 increment as part of a $14,686,605
(base year with 4 one year options) firm fixed price, indefinite
quantity contract for renovation and minor construction for
Category 500 Medical Facilities. Work will be performed at
medical facilities nationwide, including Hawaii, Alaska, and the
Caribbean area, and is expected to be completed by July 31, 2001.
Contract funds will not expire at the end of the current fiscal
year. There were 65 bids solicited on April 9, 1996, and seven
bids received. The contracting activity is the U.S. Army Corps of
Engineers, Mobile, Alabama (DACA01-96-D-0040).
John C. Grimberg Company, Incorporated, Rockville, Maryland,
is being awarded a $6,795,000 firm fixed price construction
contract for renovation of Building 59 to improve the academic
operations of the National Defense University. Existing spaces
will be renovated to provide a lecture room, seminar rooms, multi-
purpose space, exercise and locker room areas, faculty offices
and administrative and student room areas, and faculty offices
and administrative and student room spaces. Renovation will
include demolition, relocation of existing partitions,
installation of new lighting, installation of new ceilings,
doors, and casework, mechanical, plumbing and electrical system
upgrades, installation of exterior fire egress stairs and upgrade
of
finishes. Work will be performed at Fort McNair, Washington,
D.C., and is expected to be completed by August 31, 1997.
Contract funds will not expire at the end of the current fiscal
year. There were 69 bids solicited on May 3, 1996, and 11 bids
received. The contracting activity is the U.S. Army Corps of
Engineers, Baltimore, Maryland (DACA31-96-C-0060).
Cox Construction Company*, Vista, California, is being
awarded a $9,120,402 firm fixed price construction contract for
the adjustment and alteration of an Anechoic Chamber. Work will
be performed at Edwards Air Force Base**, California, and is
expected to be completed by November 20, 1997. Contract funds
will not expire at the end of the current fiscal year. There
were 80 bids solicited on April 15, 1996, and six bids received.
The contracting activity is the U.S. Army Corps of Engineers, Los
Angeles, California (DACA09-96-C-0024).
Orbital Sciences Corporation, Chandler, Arizona, is being
awarded a $1,079,000 increment of a $12,350,992 cost plus
incentive fee contract with a cumulative total of $30,667,375
(includes basic plus four options), for the Theater Missile
Defense Critical Measurements Program (TCMP) Campaigns III and IV
Booster Services. The objective of this program is to provide
the design and development, modification, testing, fabrication,
integration, and launch services for TCMP Campaigns III and IV.
The effort supports the Ballistic Missile Defense Organization
(BMDO) Consolidated Targets Program and includes all tasks
necessary to prepare and launch TCMP sounding rockets from Wake
Island into reentry points near the Kwajalein Missile Range.
Campaigns III and IV consist of two launches each and three
options are available for six additional launches. Work will be
performed in Chandler, Arizona, and is expected to be completed
by December 26, 2004. Contract funds will not expire at the end
of the current fiscal year. There were 18 bids solicited on
November 13, 1995, and three bids received. The contracting
activity is the U.S. Army Strategic Defense Command, Huntsville,
Alabama (DASG60-96-C-0162).
Lockheed Martin Vought, Grand Prairie, Texas, is being
awarded a $16,203,348 firm fixed price contract with a cumulative
total of $48,218,064 which includes four options, for Multiple
Launch Rocket System launcher improvements, 69 improved
positioning device systems and 19 meteorological sensors with CY
96-97 options. Work will be performed in Teterboro, New Jersey
(54%), Dallas, Texas (31%), Fort Sill, Oklahoma (7%), Lewinsburg,
Tennessee (6%), and Stillwell, Oklahoma (2%), and is expected to
be completed by January 31, 1998. Contract funds will not expire
at the end of the current fiscal year. This is a sole source
contract initiated on December 19, 1995. The contracting
activity is the U.S. Army Missile Command, Redstone Arsenal,
Alabama (DAAH01-96-C-0307).
Cox Construction Company, Vista, California, is being
awarded a $10,600,000 firm fixed price contract for construction
of a dormitory complex of approximately 32,000 square feet (9 two-
story units) and site work: roads, parking lot and exterior
support facilities of earthwork, utilities, sidewalks, curb,
gutter, and landscaping. Work will be performed at Edwards Air
Force
Base, California, and is expected to be completed by October 11,
1997. Contract funds will not expire at the end of the current
fiscal year. There were 127 bids solicited on April 15, 1996,
and five bids received. The contracting activity is the U.S.
Army Corps of Engineers, Los Angeles, California (DACA09-96-C-
0023).
DEFENSE INFORMATION SYSTEMS AGENCY
MCI Telecommunications Corp., McLean, Va. has been awarded a
ten year $164,793,330 (estimated discounted life cycle cost)
fixed price requirements type contract in support of the FAA
Telecommunications Satellite (FAATSAT) System. No funds are
being obligated upon initial award of this contract. 120 vendors
were solicited and three proposals were received; two offerors
remained in the competitive range. The contract consists of a
five year base period with five one-year options. Work will be
performed at various locations in the continental United States.
The Defense Information Technology Contracting Organization,
Scott AFB, Ill. is the contracting activity (DCA200-96-D-0079).
AIR FORCE
Industrial Acoustics Company Incorporated, Bronx, New York,
is being awarded a $7,243,500 firm fixed price contract to
provide for the fabrication, erection, and test of 6 (best
estimated quantity) noise suppressing facilities for use in
testing jet aircraft engines. The work will be performed at
Industrial Acoustics Company, Berkley county South Carolina.
Contract is expected to be completed June 1996. Contract funds
will not expire at the end of the current fiscal year. There
were six firms solicited and there two were proposals received.
Solicitation began March 1996 and negotiations were concluded May
1996. San Antonio Air Logistics Center, Kelly Air Force Base,
Texas is the contracting activity (F-41608-96-D-0785).
Northrop Grumman Aerospace Corporation, Melbourne, Florida,
is being awarded a $7,500,000 face value increase to a firm fixed
price contract to provide for thirty militarized Digital
Equipment Corporation VAX computers (5 per aircraft) in support
of the Joint Surveillance Target Attack Radar System (JSTARS)
configured for the Boeing 707 aircraft. Contract is expected to
be completed October 1997. Contract funds will not expire at the
end of the current fiscal year. Electronic Systems Command,
Hanscom Air Force Base, Maine is the contracting activity (F-

NAVY
The Driggs Corporation, Capitol Heights, Maryland, is being
awarded an $11,137,964 firm-fixed-price contract for repairs to
airfield pavements which will include pavement demolition,
milling of asphalt surfaces, placement of asphalt pavements,
pavement markings, modificatons to the airfield lighting system
and incidental related work at Marine Corps Air
Station, Cherry Point, North Carolina. Work will be performed in
Havelock, North Carolina, and is expected to be completed by June
1998. Contract funds will expire at the end of the current
fiscal year. This contract was competitively procured with 60
proposals solicited and four offers received. The Naval
Facilities Engineering Command, Atlantic Division, Norfolk,
Virginia, is the contracting activity (N62470-94-C-4329).
Vector Research Company Incorporated, Rockville, Maryland,
is being awarded a $16,263,747 indefinite delivery/indefinite
quantity, cost-plus-fixed-fee completion contract for engineering
services in the area of machinery research, evaluation, test and
evaluation (RDT&E). Work will be performed in Rockville ,
Maryland (50%), and the Naval Surface Warfare Center, Carderock
Division, Bethesda, Maryland, and its detachments (50%), and is
expected to be completed by June 2001. Contract funds in the
amount of $100,000 will expire at the end of the current fiscal
year. This contract was competitively procured with 49 proposals
solicited and two offers received. The Naval Surface Warfare
Center, Carderock Division, Bethesda, Maryland, is the
contracting activity (N00167-96-D-0045).
Newport News and Shipbuilding, Newport News, Virginia, is
being awarded a $31,584,021 modification to previously awarded
contract N62793-94-G-0001 for post shakedown availability (PSA)
on USS JOHN C. STENNIS. Work will be performed in
Newport News, Virginia, and is expected to be completed by
October 1996. Contract funds
in the amount of $16,000,000 will expire at the end of the
current fiscal year. The Supervisor
of Shipbuilding, Conversion, and Repair, Newport News, Virginia,
is the contracting activity.
