CONTRACTS
DEFENSE LOGISTICS AGENCY
Phoenix Petroleum Company, Wayne, Pennsylvania, is being
awarded a $7,954,973 fixed price with economic price adjustment
contract for burner oil #2; kerosene; low sulfur diesel #1; low
sulfur diesel #2; and midgrade reformulated gasoline. Three
hundred sixty seven proposals were solicited and sixty four were
received. Work will be performed in various locations throughout
the mid-Atlantic and is expected to be completed by August 30,
1999. Funds will not expire at the end of the fiscal year. The
Defense Fuel Supply Center, Fort Belvoir, Virginia, is the
contracting activity (SP0600-96-D-4102).
ARMY
GE Medial Systems, Waulkesha, Wisconsin, is being awarded a
firm fixed price requirements contract (appropriation number and
dollar value will be issued with each delivery order) with an
estimated total of $26,876,341 (base year plus 4 option years) to
provide labor, equipment, materials and supervision necessary for
maintenance and repair of government owned General Electric
Imaging Equipment for Department of Defense Medical sites within
the North Atlantic Regional Medical Command, along with
Department of Defense sites within the Continental United States.
Work is expected to be completed by June 1, 2001. There were
three bids solicited on November 15, 1995 and one bid was
received. The contracting activity is the U.S. Army Medical
Command, Washington, D.C. (DADA15-96-D-0010).
Alliant Techsystems Incorporated, Hopkins, Minnesota, is
being awarded a $6,942,249 modification to a firm fixed price
contract for 288,540 25mm M910 cartridges and 283,170 25mm M793
cartridges in support of the Bradley Fighting Vehicle. Work will
be performed in Joliet, Illinois, and is expected to be completed
by September 30, 1997. Contract funds will not expire at the end
of the current fiscal year. There were two bids solicited on
December 15, 1995, and two bids received. The contracting
activity is the U.S. Army Armament, Munitions & Chemical Command,
Rock Island, Illinois (DAAA09-95-C-0061).
JT Construction Company, Incorporated*, San Antonio, Texas,
is being awarded a $5,818,100 (base year with ten options) firm
fixed price contract for construction of a new one-story 53,800
sf building for the Armstrong Laboratory radio frequency and
laser research laboratories and associated support spaces. This
project will include access roads, parking areas, changes to
sites drainage, water sewer, storm water, and electrical
distribution systems. Work will be performed at Brooks Air Force
Base, San Antonio, Texas, and is expected to be completed by
August 11, 1997. Contract funds will not expire at the end of
the current fiscal year. There were 24 bids solicited on May 6,
1996, and eight bids received. The contracting activity is the
U.S. Army Corps of Engineers, Fort Worth, Texas (DACA63-96-C-
0050).
Nichols Research Corporation, Huntsville, Alabama, is being
awarded $49,960 as part of a $47,450,516 cost plus fixed
fee/level of effort contract for Systems Simulation and
Development Directorate (SS&DD) technical and engineering
support. The objective is to provide technical and engineering
support to the SS&DD in the performance of overall missions for
the Research, Development, and Engineering (RD&E) Center of the
U.S. Army Missile Command (MICOM). Support will be required in
systems analysis; design and fabrication; simulation and software
support; system, subsystem and component test and evaluation
support; and scientific computing. Work will be performed in
Huntsville, Alabama, and is expected to be completed by September
30, 1999. Of the total contract funds, $50,000 will expire at
the end of the current fiscal year. There were 246 bids
solicited on November 8, 1995, and one bid was received. The
contracting activity is the U.S. Army Missile Command, Redstone
Arsenal, Alabama (DAAH01-96-C-R126).
Carnos Construction, Tucson, Arizona, is being awarded a
$14,450,000 fixed price contract for construction of a 96,030 sf
addition to an existing unaccompanied enlisted personnel housing
barracks including a 3,421 sf laundry and small building and
landscaped courtyard; also included is a 14,836 sf central plant
for the new building addition including a 64,963 sf underground
thermal storage tank. Work will be performed at Fort Huachuca,
Arizona, and is expected to be completed by January 30, 1998.
Contract funds will not expire at the end of the current fiscal
year. There were 100 bids solicited on May 31, 1996, and ten
bids received. The contracting activity is the U.S. Army Corps
of Engineers, Los Angeles, California (DACA09-96-C-0022).
NAVY
McDonnell Douglas Corporation, McDonnell Douglas Aerospace,
St. Louis, Missouri, is being awarded a $26,900,000 modification
to previously awarded advanced acquisition contract N00019-95-C-
0031 to provide additional funding for the Fiscal Year 97
production procurement of 18 F/A-18C aircraft for the Finnish Air
Force (100%), under the Foreign Military Sales (FMS) Program.
Work will be performed in St. Louis, Missouri (67%), and
Hawthorne, California (33%), and is expected to be completed by
August 2000. Contract funds would not have expired at the end of
the current fiscal year. The Naval Air Systems Command,
Arlington, Virginia, is the contracting activity.
International Technology Corporation, Martinez, California,
is being awarded a $2,493,066 delivery order to an indefinite
quantity contract for environmental remedial
action including landfill closure and construction at the Naval
Air Station, Lemoore, California. Work will be performed in
Lemoore, California, and is expected to be completed by July
1996. Contract funds will not expire at the end of the current
fiscal year. This contract was competitively procured with 352
proposals solicited and nine offers received. The Engineering
Field Activity West, Naval Facilities Engineering Command, San
Bruno, California, is the contracting activity (N62474-93-D-
2151).
OHM Remediation Services Corporation, Trenton, New Jersey,
is being awarded a $3,112,059 modification to previously awarded
contract N62470-93-D-3032 for environmental remedial action
including interim remedial construction of an operable
groundwater unit at the Marine Corps Air Station, Cherry Point,
North Carolina. Work will be performed in Havelock, North
Carolina, and is expected to be completed by July 1997. Contract
funds will expire at the end of the current fiscal year. This
contract was competitively procured with 296 proposals solicited
and nine offers received. The Naval Facilities Engineering
Command, Atlantic Division, Norfolk, Virginia, is the contracting
activity.
Phillips National Incorporated, * Solana Beach, California,
is being awarded an $11,450,775 firm-fixed-price contract for
housing maintenance and repair services for approximately 1,337
housing units located in Northeast San Diego, California. Work
will
be performed in San Diego, California, and is expected to be
completed by July 2000.
Contract funds will expire at the end of the current fiscal year.

TRICARE SUPPORT OFFICE
(FORMERLY OFFICE OF CIVILIAN HEALTH AND MEDICAL PROGRAM OF
THE UNIFORMED SERVICES)
TriWest Healthcare Alliance, of Phoenix, AZ, is being
awarded a $2,320,943,623.63 fixed price contract with provisions
for adjustment of health care prices, for Managed Care Support
Services in Colorado, Wyoming, Utah, Montana, North Dakota, South
Dakota, Nebraska, Kansas, Minnesota, Iowa, Missouri, Nevada,
Arizona, New Mexico, a small part of southwestern Texas, and all
of Idaho with the exception of six counties in northern Idaho.
This contract will cover 740,407 beneficiaries in the listed
states. This contract provides for a seven-month start-up period
plus five one-year option periods. Proposals were solicited from
278 offerors and four proposals were received. The TRICARE
Support Office (formerly Office of Civilian Health and Medical
Program Program of the United Services) is the contracting
