awarded a $1,076,500,000 fixed-price-incentive contract for one
SEAWOLF Class Nuclear Attack Submarine (SSN 23). Work will be
performed in Quonset Point, Rhode Island (36%), and Groton,
Connecticut (64%), and is expected to be completed by December
2001. Contract funds will not expire at the end of the current

OHM Remediation Services Corporation, Trenton, New Jersey,
is being awarded a $1,388,748 modification to previously awarded
contract N62470-93-D-3032 for environmental remedial action
including horizontal well remediation at the Marine Corps Air
Station, Cherry Point, North Carolina. Work will be performed in
Cherry Point, North Carolina, and is expected to be completed by
December 1996. Contract funds will expire at the end of the
current fiscal year. The basic contract was competitively

being awarded a $15,469,000 firm-fixed-price lump sum indefinite
quantity contract for whole house repairs and improvements of
family housing units and incidental related work at Capehart
Housing, Marine Corps Air Station, Cherry Point North Carolina.
This contract contains an option which, if exercised, would bring
the cumulative value of the contract (but not to exceed) to
$17,983,000. Work will be performed in Cherry Point, North

awarded a $8,987,574 modification to previously awarded contract
N00019-95-C-0092 to exercise an option for the procurement of 160
High-speed Anti-radiation Missile (HARM) Command Launch Computers
(CLC) for the F/A-18 aircraft. Work will be performed in
Lewisville, Texas, and is expected to be completed by March 1998.
Contract funds would not have expired at the end of the current

Lockheed Martin Aerospace Corporation, Lockheed Martin
Training & Technical Services, Chantilly, Virginia, is being
awarded a $6,417,414 modification to previously awarded contract
N61339-96-C-0073 to exercise an option for life cycle contractor
support of the tactical engagement simulation training devices
currently fielded for all of the U.S. services and the Kingdom of
Saudi Arabia. This contract combines purchases for the U.S. Army
(97%); the U.S. Navy (2%); the U.S. Air Force (.5%); and the
Government of Saudi Arabia (.5%) under the Foreign Military Sales
(FMS) Program. Work will be performed in Chantilly, Virginia
(15%), and at 34 field sites world-wide (85%), and is expected to
be completed by December 1998. Contract funds in the amount of
$6,399,384 would have expired at the end of the current fiscal

ARMY
Cox Construction Company*, Vista, California, was awarded on
June 27, 1996, a $6,154,059 firm fixed price contract for
construction of a new approximately 30,000 sf single-story
building. The building includes a metal roof, interior steel
columns, exterior load-bearing concrete masonry unit shear walls,
concrete slab-on-grade, automatic fire suppression sprinkler
system, propane fired hot water boiler/chiller/HVAC system with
single loop control system, communications (including voice,
data, CATV, PA, room status system, tone/visual nurse call
systems, intercom), and other associated features. The project
will include vehicle parking lot, sidewalk, curbs and gutters,
exterior lighting, landscape and irrigation, realignment of an
earthened storm drainage channel, all utility service lines, and
all other associated features. Work will be performed at Fort
Irwin**, California, and is expected to be completed by June 1,
1998. Contract funds will not expire at the end of the current
fiscal year. There were 78 bids solicited on April 23, 1996, and

Raytheon Company, Electronic System Division, Bedford,

upgrade of the PATRIOT Flight Mission Simulator. Work will be
performed in Bedford, Massachusetts, and is expected to be

Raytheon Company, Electronic System Division, Bedford,
Massachusetts, is being awarded a letter contract amount of
$3,675,000 as part of a $7,500,000 cost plus incentive fee
contract for PATRIOT new equipment training. Work will be

Lockheed Martin Defense Systems, Pittsfield, Pennsylvania,
is being awarded a $6,728,388 firm fixed price and cost plus
fixed fee contract for engineering in support of items in
production and systems technical support for the Bradley Fighting
Vehicle transmission and turret drive system and the Multiple
Launch Rocket System transmission. Work will be performed in
Pittsfield**, Massachusetts, and is expected to be completed by

Win Balance, Incorporated*, South El Monto, California, is

revisions to existing buildings. The project includes room and

support facilities. Work will be performed at Nellis Air Force

Pentastar Electronics, Incorporated, Huntsville, Alabama, is
being awarded a delivery order amount of $7,484,766 as part of a
$14,969,532 firm fixed price definitization modification contract
for 27 tube launched optically tracked wire guided test program
sets in support of the Direct Support Electrical System Test Set.
Work will be performed in Huntsville, Alabama, and is expected to

square feet. Facilities will be complete with heating ,air

RKT Construction, Incorporated, Titusville, Florida, is
being awarded a $5,309,142 firm fixed price contract to construct
a Squadron Operations (Squad Ops) Facility (approximately 41,000
square feet) of steel frame and split faced concrete block, and
construct an Audiovisual Services Center (approximately 5,000
square feet). Facilities are to include all necessary utilities,
fire suppression system and site development. Facilities are to
have spaces for administration, support, equipment storage and
offices. Also included is a new parking lot for C-130 Squad Ops
Facility. Work includes demolition of two concrete block
buildings. Work will be performed at Pope Air Force Base,

ACC Construction Company, Incorporated, Augusta, Georgia, is
being awarded a $6,452,310 firm fixed price construction contract
for the repair of dormitories 402 and 406. Renovation of
dormitory buildings 402 (approximately 30,000 sf) and 406
(approximately 30,000 sf), is to include new walls, new finish
floors, new ceilings, installation of exterior entry balconies,
new mechanical, electrical, telephone, cable TV and plumbing.

awarded a $10,543,644 firm fixed price contract for 116 TOW
AN/UAS 12C night sights and 100 TOW AN/UAS 12A night sights for

Miron Construction Company, Incorporated, Appleton,

TLT Construction Corporation*, Wakefield, Massachusetts, is

construction of a health/dental clinic. The project consists of

ARPA
The University of Alabama at Birmingham, a nonprofit
institution, Birmingham, Alabama, is being awarded a $1,700,000
increment of an $8,150,000 short-form research contract to use
three-dimensional protein structural information to design small
molecule
compounds that bind target proteins on the surface of biological
organisms or that inhibit proteins critical to the organism's
life cycle. The initial phase of the project will specifically
address two organisms; the eubacterium, Bacillus subtilis (B.
subtilis), and the Venezuelan equine encephalitis life cycle.
This work outlines key target proteins that will be isolated from
culture and/or heterologously expressed, followed by purification
and characterization studies in preparation for crystallization
experiments. The x-ray structure will be used to design
compounds that exhibit binding or inhibition characteristics that
will be co-crystallized with the target protein to discern the
structural details of their interaction. This will provide
detailed structural information about the compound-protein
interactions, which will direct the design of the new compounds
with enhanced binding/inhibitory properties. Work will be
performed in Birmingham, Alabama, and is expected to be completed
by June 30, 2000. Contract funds will not expire at the end of
the current fiscal year. This is a sole source contract
advertised in the Commerce Business Daily on May 14, 1996. The
contracting activity is the Advanced Research Projects Agency,

SRI International, a nonprofit institution, Menlo Park,
California, is being awarded a $2,842,700 increment as part of an
$8,680,918 short form research contract to optimally exploit
current Biological Warfare (BW) agent detection technology by
using phosphor-based reagents as virtual drop-in replacements or
upgrades for existing reporter technologies; and to develop
advanced systems that fully meet operational requirements for BW
agent battlefield surveillance and covert collection
applications. The effort consists of four technical tasks plus a
reporting task. The four technical tasks include: (1) support
to the Naval Research Laboratory to modify their present fiber
optic waveguide BW detector to incorporate the SRI upconverting
phosphor technology; (2) a follow-on task to the current
project 7470 to develop a covert handheld detector system; (3)
the retrofit design, construction, and testing of a flow
cytometer system with upconversion reporting; and (4) the
development of a gridded array detector that will allow for
simultaneous parallel detection of a large number of target
antigens. Work will be performed in Menlo Park, California, and
is expected to be completed by June 30, 1999. Contract funds
will not expire at the end of the current fiscal year. This is a
sole source contract advertised in the Commerce Business Daily on
May 14, 1996. The contracting activity is the Advanced Research

AIR FORCE
Rockwell International Corporation, Anaheim, California, is
being awarded a face value increase a Cost-Plus-Fixed-Fee
contract to provide for two Gyro Compass Assembly and one GI-T1-B
Test Stations applicable to the Gyro Compass Assembly Automated
Test System for the
Minuteman Weapon System. Contract is expected to be completed in
March 1998. Contract funds will not expire at the end of the

Sechan Electronics, Incorporated, Litiz, Pennsylvania, is
being awarded a $10,906,400 Firm Fixed Price contract to provide

Modification Kits applicable to the C-5 aircraft and 10 (best
estimated quantity) GPS Modification Kits applicable to the
training system for the C-5 aircraft. Contract will be completed

Hughes Training, Incorporated is being awarded a $5,789,167
face value increase for a Firm Fixed price contract to provide
for 9 Unit Training Devices in support of the F-16 Aircraft.
