CONTRACTS
AIR FORCE
Lockheed Martin Corporation, Nashua, New Hampshire, is being
awarded a $14,150,000 firm fixed price contract to provide for
140 Enhanced Diagnostic Units (EDU) applicable to the F-16
aircraft, 140 EDU Cable Assemblies, software support and
associated technical orders. The EDU provides evaluation and
troubleshooting support for the computer systems on the aircraft.
The work will be performed at Lockheed Martin Corporation,
Nashua, New Hampshire (37%), DCX, Franktown, Colorado (35%) and
Paravant Computer Systems, Incorporated, Melbourne, Florida
(28%). Contract is expected to be completed July 1998. Contract
funds will not expire at the end of the current fiscal year.
There was one firm solicited and one proposal received.
Solicitation began April 1996; negotiations were complete June
1996. Ogden Air Logistics Center, Hill Air Force Base, Utah, is
the contracting activity (F42620-96/C-0135).
NAVY
Charles Stark Draper Laboratory, Cambridge, Massachusetts,
is being awarded an $11,540,000 modification to previously
awarded contract N00030-96-C-0014 to exercise an option to
increase the level of effort under the annual procurement for
Technical Engineering Support of Polaris (United Kingdom) and
TRIDENT II (United States and United Kingdom) Guidance Systems.
Work will be performed in Cambridge, Massachusetts, and is
expected
to be completed by September 1997. Contract funds would not have
expired at the end of the current fiscal year. The Navy's
Strategic Systems Program, Arlington, Virginia, is the
contracting activity.
ARMY
Northwest Toxicology, Incorporated*, Salt Lake City, Utah,
is being awarded a $12,916,951 firm fixed price contract to
provide drug screening service for the Army (military). Work
will be performed in Salt Lake City, Utah, and is expected to be
completed by September 30, 2001. Contract funds will expire at
the end of the current fiscal year. There were 120 bids
solicited on January 31, 1996, and eight bids received. The
contracting activity is the Defense Supply Service-Washington,
Washington, D.C. (DASW01-96-D-0017).
Dynetics, Incorporated*, Huntsville, Alabama, is being
awarded a $14,976 increment (partial option) as part of a
$34,387,555 (potential value) cost plus fixed fee/level of effort
contract for Systems Simulation & Development Directorate
technical and engineering support for aerodynamic analysis and
test hardware design and fabrication. Work will be performed in
Huntsville, Alabama, and is expected to be completed by July 15,
2001. Contract funds will not expire at the end of the current
fiscal year. There were 197 bids solicited on September 1, 1995,
and four bids received. The contracting activity is the U.S.
Army Missile Command, Redstone Arsenal, Alabama (DAAH01-96-C-
R194).
Longbow Limited Liability Company, Orlando, Florida, is
being awarded an $8,500,000 firm fixed price contract for long
leadtime authorization for Lot 2 production of 10 each Fire
Control Radar for the AH-64D Apache Longbow helicopter. Work
will be performed in Orlando, Florida (50%), and Baltimore,
Maryland (50%), and is expected to be completed by December 31,
1996. Contract funds will not expire at the end of the current
fiscal year. This is a sole source contract initiated on March
23, 1995. The contracting activity is the U.S. Army Aviation and
Troop Command, St. Louis, Missouri (DAAJ09-96-C-0114).
Boeing Defense and Space Group, Helicopters Division,
Philadelphia, Pennsylvania, is being awarded a delivery order
amount of $6,195,651 as part of a time and materials contract for
the overhaul/modification of 120 rotor blades, forward; and 120
rotor blades, aft, applicable to the CH-47 Chinook helicopter.
Work will be performed in Philadelphia, Pennsylvania, and is
expected to be completed by March 31, 1998. Contract funds will
not expire at the end of the current fiscal year. This is a sole
source contract initiated on February 8, 1996. The contracting
activity is the U.S. Army Aviation and Troop Command, St. Louis,
Missouri (DAAJ09-95-G-0018).
J & E Associates, Incorporated*, Silver Spring, Maryland, is
being awarded an increment (appropriation number and dollar value
will be issued with each delivery order), as part of a time and
materials-requirements contract with a cumulative total of
$55,113,792 (base year plus four 1-year options) to provide New
Parent Support Program services (which includes preventing and
treating family maltreatment) at various U.S. Army locations both
inside and outside of the Continental United States. Work will
be performed in Silver Spring, Maryland (5%), and at various Army
locations (95%), and is expected to be completed by September 30,
1996. There were 37 bids solicited on August 22, 1995, and four
bids received. The contracting activity is the Defense Supply
Service-Washington, Washington, D.C. (DASW01-96-D-0034).
CIVIL WORKS - NON MILITARY
E.L. Yeager Construction Company, Incorporated, Riverside,
California, is being awarded a $7,696,024 fixed price contract
for construction of a new bridge and modifications of
two existing bridges, transition structures, side drains and
appurtenances at San Timoteo Creek Channel, between I-10 Freeway
and Mountain View Avenue. Work will be performed in San
Bernardino County**, California, and is expected to be completed
by September 29, 1997. Contract funds will not expire at the end
of the current fiscal year. There were 146 bids solicited on
September 6, 1995, and six bids received. The contracting
activity is the U.S. Army Corps of Engineers, Los Angeles,
California (DACW09-96-C-0029).
BALLISTIC MISSILE DEFENSE ORGANIZATION
AEC-Able Engineering Company, Inc., of Goleta, Calif., is
being awarded a $5,325,000.00 cost-plus-fixed fee contract for
the design and development of the Solar Concentrator Array with
Refractive Linear Element Technology (SCARLET) II in support of
the Ballistic Missile Defense Organization. Work will be
performed at AEC-Able Engineering Company in Goleta, Calif. The
Contract has a twenty-one month period of performance. Fiscal
year 1996 and FY 1997 Research Development Test and Evaluation
funds will be used. This contract is being awarded on a sole
source basis. The contracting activity is the Ballistic Missile
Defense Organization, 7100 Defense Pentagon, Room 1E1019,
