CONTRACTS

ARMY

McDonnell Douglas Helicopter Systems, Mesa, Arizona, is being awarded a $128,005,900 (FY-96 funds) modification to a $1,860,000,000 firm fixed price multi-year contract for 232 AH-64 Apache Longbow aircraft, and related hardware and services, including training aids and devices (24 each FY96, 36 each FY97, 48 each FY98, 60 each FY99, and 64 each FY00). Work will be performed in Mesa, Arizona, and is expected to be completed by February 28, 2002. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on March 23, 1995. The contracting activity is the U.S. Army Aviation and Troop Command, St. Louis, Missouri (DAAJ09- 95-C-A001).

Lockheed Martin Ordnance Systems, Incorporated, Burlington, Vermont, is being awarded a $7,803,952 modification to a cost plus award fee contract for the operation and maintenance of a government owned/contractor operated. Work will be performed at Milan Army Ammunition Plant, Milan Tennessee, and is expected to be completed by December 31, 1996. Of the total contract funds, $334,244 will expire at the end of the current fiscal year. This is a sole source contract initiated on January 11, 1996. The contracting activity is the U.S.Army Armament, Munitions and Chemical Command Rock Island, Illinois (DAAA09-91-Z-0010).

General Dynamics Land Systems, Tallahassee Operations, Tallahassee, Florida, is being awarded a $9,010,000 modification to a firm fixed with award fee contract for Single Channel Ground and Airborne System (SINGCGARS) Second Source Production of the improved packet switching and area common user system, Vehicular Amplifier Adapter (VAA), 2000 each. Work will be performed in Tallahassee, Florida, and is expected to be completed by October 31, 1997. Contract funds will not expire at the end of the current fiscal year. There were 2 bids solicited on October 13, 1994, and 2 bids received. The contracting activity is the U.S. Army Communications and Electronics Command, Fort Monmouth, New Jersey (DAAB07-95-C-C502).

CIVIL WORKS - NON MILITARY

S.B. Ballard, Incorporated, Norfolk, Virginia, is being awarded a $145,000 increment as part of a $6,223,042 firm fixed price contract for beach erosion control and hurricane protection, Rudee Inlet to 8th Street. Work will be performed in Virginia Beach, Virginia, and is expected to be completed by May 30, 1997. Contract funds will not expire at the end of the current fiscal year. There were 200 bids solicited on June 28, 1996 and 6 bids received. The contracting activity is the U.S. Army Corps of Engineers, Norfolk, Virginia (DACW65-96-C-0077).

Delhur Industries, Incorporated Port Angeles, Washington, is being awarded a $1,000,000 increment as part of a $6,012,440 firm fixed price contract for excavation and disposal of approximately 100,000 cubic yards of sand and cobble material and the furnishing and placing of 1,800 linear feet of rock to close the spit breach located at the Quilliyute River. Work will be performed in LaPush, Washington, and is expected to be completed on December 17, 1996. Contracting funds will not expire at the end of the current fiscal year. There were 57 bids solicited on July 15, 1996 and 3 bids received. The contracting activity is the U.S. Army Corps of Engineers, Seattle, Washington (DACW67-96- C-0055).

NAVY

DANIS Heavy Construction Company, Dayton, Ohio, is being awarded a $41,261,000 firm-fixed-price contract for construction of a wastewater treatment plant upgrade, phases II and III and incidental related work at the Marine Corps Base, Jacksonville, North Carolina. Work will be performed in Jacksonville, North Carolina, and is expected to be completed by December 1998. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 100 proposals solicited and two offers received. The Naval Facilities Engineering Command, Atlantic Division, Norfolk, Virginia, is the contracting activity (N62470-94-C-4124).

H/ND/Hawaiian Dredging, Honolulu, Hawaii, (a joint venture a.k.a. Harper Construction/Neilson Dillingham Builders and Hawaiian Dredging) is being awarded a $42,807,000 firm-fixed- price contract to replace existing family housing units with 252 units at the Moanalua Terrace Housing Complex, Naval Station Pearl Harbor, Oahu, Hawaii. The total contract amount is not-to-exceed $83,907,265 which includes one option to be awarded within 180 days. Work will be performed in Oahu, Hawaii, and is expected to be completed by September 1998. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 103 proposals solicited and eight offers received. The Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62742-96-C-1300).

International Technology Corporation, Martinez, California, is being awarded a $2,192,254 delivery order under an indefinite quantity cost-plus-award-fee contract for environmental remedial action including construction, operation, and monitoring of treatment systems for West-Side Aquifer as a long-term source remediation at Moffett Federal Airfield, Moffett Field, Mountain View, California. The basic contract contains options which, if exercised, would bring the cumulative value to an amount not-to-exceed $200,000,000. Work will be performed in Mountain View, California, and is expected to be completed by May 1999. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 352 proposals solicited and nine offers received. ECI General Contractors, Incorporated,* Seattle, Washington, is being awarded a $9,317,000 firm-fixed-price contract for repairs and improvements to Bachelor Enlisted Quarters at the Naval Air Station Whidbey Island, Oak Harbor, Washington. Work will be performed in Oak Harbor, Washington, and is expected to be completed by August 1998. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 204 proposals solicited and eight offers received. Lockheed Martin Corporation, Lockheed Martin Aeronautical Systems, Marietta, Georgia, is being awarded an $18,845,651 firm- fixed-price ceiling amount contract to upgrade the S-3B/ES-3A aircraft's navigation suite to a Carrier Aircraft Inertial Navigation System II/Embedded Global Positioning System Inertial/Electronic Flight Instrument configuration. Work will be performed in Marietta, Georgia, and is expected to be completed by August 1997. Contract funds would not have expired at the end of the current fiscal year. AlliedSignal Incorporated, AlliedSignal Engines, Phoenix, Arizona, is being awarded a $6,892,200 ceiling priced order for 41 gas turbine power units to be installed in F/A-18C aircraft. This contract combines purchases for the United States Navy (15%), and the Government of Finland (85%), under the Foreign Military Sales (FMS) Program. Work will be performed in Phoenix, Arizona, and is expected to be completed by December 1997. Contract funds will not expire at the end of the current fiscal year. Lockheed Martin Tactical Communication Systems, Salt Lake City, Utah, is being awarded a $7,683,491 firm-fixed-price contract for Ku-Band Satellite Datalink System hardware for the Predator Medium Altitude, Endurance (MAE) Unmanned Aerial Vehicle. This contract contains options which, if exercised, will bring the cumulative value of the contract to $11,223,847. Work will be performed in Salt Lake City, Utah, and is expected to be completed by December 1997. Contract funds will not expire at the end of the current fiscal year. AIR FORCE

Lockheed Martin Tactical Aircraft Systems, Fort Worth, Texas, is being awarded a $9,582,476 face value increase to a firm fixed price contract to provide for the Period III (May 1995 - April 1996) Award Fee for performance on the F-16 production and support contracts. Contract is expected to be completed August 1996. Contract funds will not expire at the end of the current fiscal year. Aeronautical Systems Center, Wright- Patterson Air Force Base, Ohio, is the contracting activity (F33657-88/C-0037, P01030).

COMARCO, Incorporated, Petersburg, Virginia, is being awarded a $6,937,799 firm fixed price contract to provide for four lots of Depot Level Test Program Sets applicable to the avionics systems on the B-2 aircraft. Contract is expected to be completed September 1999. Contract funds will not expire at the end of the current fiscal year. There were 86 firms solicited and 15 proposals received. Solicitation began January 1996; negotiations were completed August 1996. Oklahoma City Air Logistics Center, Tinker Air Force Base, Oklahoma, is the contracting activity (F34601-96/C-0680).

ITT Federal Services Corporation, Colorado Springs, Colorado, is being awarded a $34,642,558 cost plus award fee contract to provide for FY 1997 technical operations, maintenance and other services to plan and upgrade the 30th Space Wing's Western Range. This effort includes satellite launches, test missions, and operation of the Western Range. The work will be performed at Vandenberg Air Force Base, Santa Barbara County, California. Contract is expected to be completed October 2000. Contract funds will not expire at the end of the current fiscal year. There were 143 firms solicited and 3 proposals received. Solicitation began February 1996; negotiations were completed August 1996. The 30th Space Wing, Vandenberg Air Force Base, California, is the contracting activity (F04684-96/C-0038).

DEFENSE LOGISTICS AGENCY

Koch Refining Company LP, Gloucester City, New Jersey, is being awarded a $22,140,695 fixed price with economic price adjustment contract for #2 fuel oil and low sulfur diesel fuel. One hundred thirty nine sealed bids were solicited and twelve were received. Work will be performed in Washington, DC; Virginia, and Maryland and is expected to be completed by September 30, 1998. Funds will not expire at the end of the fiscal year. The Defense Fuel Supply Center, Fort Belvoir, Virginia, is the contracting activity (SP0600-96-D-4086).
