CONTRACTS
DEFENSE INFORMATION SYSTEMS AGENCY
MCI Telecommunications Corp., Government Markets, McLean,
Va., was awarded on August 28, 1996, a fixed-price indefinite
delivery/indefinite quantity contract with a ceiling price of
$400,000,000 for the Defense Information System Network
Switched/Bandwidth Manager Services-CONUS requirement.
The
contract life is for a three-year multi-year base period with six
one-year options.
MCI Telecommunications Corp., will be
supported by several major subcontractors including Data Systems
Analysts, Fairfax, Va.; I-Net, Bethesda, Md.; and NORTEL,
Richardson, Texas.
The contractor will provide circuit switched
services, bandwidth management services, and network management
services.
The services, to be provided within defined
geographical areas, will support end-to-end functionality of the
DISN within CONUS and OCONUS traffic that either originates or
terminates within CONUS.
This includes responsibility to support
DISN implementation and cut over.
Options for additional
switching services and bandwidth management services and
migration to new services will allow for growth and technical
insertion to the DISN.
The requirement was solicited and awarded
on a full and open competitive basis.
Two hundred sixteen
contractors were solicited and three offers were received.

DEFENSE LOGISTICS AGENCY
Amerada Hess Corporation, Woodbridge, N.J., is being awarded
a $16,422,000 fixed- price with economic price adjustment
contract for low sulfur no. 2 diesel fuel.
Three hundred sixty-
seven sealed bids were solicited and twenty-three were received.
Work will be performed in Baltimore, Md., and is expected to be
completed by August 30, 1999.

ARMY
R. A. Glancy, Incorporated*, Gibsonia, Pa., is being awarded
a $5,905,523 firm-fixed- price contract to construct a new 26,000
square foot fuel cell maintenance facility for the Pennsylvania
Air National Guard 171st Air Refueling Wing.
The work includes
demolition and relocation of existing site utilities, storm
drainage systems, fueling and underground piping systems,
existing aircraft parking apron demolition, and installation of
new utilities.
Work will be performed in Coraopolis, Pa., and is
expected to be completed by September 17, 1997.
Contract funds
will not expire at the end of the current fiscal year.
There
were 25 bids solicited on February 2, 1996, and five bids
received.
The contracting activity is the National Guard Bureau,
Annville, Pa. (DAHA36-96-C-0005).
The Scruggs Company, Valdosta, Ga., is being awarded a
$10,424,620 firm-fixed-price contract to extend the north end of
the runway at Moody Air Force Base with new asphalt overrun and
concrete pavements; replace deteriorated asphalt and concrete
surfaces; reconstruct the touchdown area, aircraft arresting
barrier, and at the south end of the runway construct new
taxiways and provide shoulders for existing taxiways; and include
airfield lighting, markings, and runway grooving.
Work will be
performed at Moody Air Force Base, Ga., and is expected to be
completed by May 1, 1998.
Contract funds will not expire at the
end of the current fiscal year.
There were 80 bids solicited on
June 13, 1996, and eight bids received.

FN Manufacturing, Incorporated, Columbia, S.C., is being
awarded an $11,840,880 (FY96 funds) increment as part of a
$40,522,734 (cumulative total) firm-fixed-price five-year multi-
year (with 15% option exercised) contract for 88,500 M16A2
rifles.
Work will be performed in Columbia, S.C., and is
expected to be completed by December 31, 2001.
Contract funds
will not expire at the end of the current fiscal year.
There
were two bids solicited on July 18, 1996, and two bids received.
The contracting activity is the U.S. Army Tank-Automotive &
Armaments Command, Rock Island, Ill. (DAAE20-96-C-0362).
NAVY
Advanced Communications Systems Incorporated, Fairfax, Va.,
is being awarded a $7,289,034 cost-plus-fixed-fee contract to
provide management and program support services for the Super
High Frequency Satellite Communications (SHF SATCOM) Program. The
SHF SATCOM is part of the Navy's Command, Control,
Communications, Computer, and Intelligence (C4I) Systems.
Work
will be performed in Arlington, Va., and is expected to be
completed by September 1996.

Prussia, Pa., is being awarded a $36,989,017 cost-plus-incentive-
fee contract for development, integration, and support of the
launch control group software and Tomahawk Baseline Improvement
Program (TBIP) initial operational capability software for the
Advanced Tomahawk Weapon Control System (ATWCS).
Work will be
performed in King of Prussia, Pa., and is expected to be
completed by November 1998.

Flight International, Incorporated, Newport News, Va., is
being awarded a $12,299,550 firm-fixed-price, indefinite-
delivery/indefinite-quantity contract to provide aircraft,
equipment, personnel, and fuel for commercial air services in
support of military operations.
Services include providing
aircraft, equipment, personnel, and fuel in support of the United
States Navy and Department of Defense programs for target towing,
electronic warfare training, air intercept control, ferry, and
utility missions.
The base year's minimum level of effort is
7,800 flight hours totaling $12,299,550 with a maximum of 16,730
flight hours totaling $20,257,290.
Work will be performed at
various sites throughout the continental United States, and is
expected to be completed by September 1997.

technical and engineering support services in support of U.S.
Navy, Air Force, and Army, joint services and other agencies'
exterior communication systems and subsystems (EXCOMM).
This
contract includes options which, if exercised, will bring the
cumulative value of the contract to $38,150,949.

previously awarded contract N00140-94-C-CA51 for upgrading the
performance characteristics of the AN/UPX-24(V) Interrogator Sets
deployed in the fleet.
Work will be performed in Agoura Hills,
Calif., and is expected to be completed in December 1998.

AIR FORCE
Lockheed Martin Services, Horsharn, Pa., is being awarded a
$22,694,989 fixed-price- award-fee contract for services
necessary to perform operation, maintenance, and support (OM&S)
at 11 Tethered Aerostat Radar System (TARS) sites to include
warehouse facilities.
Additionally provide OM&S for TV Marti;
TARS test, evaluation, and engineering facilities; other
specialized support to meet the unique needs of TARS; support and
services to those organizations utilizing TARS data, TARS
interfaces, and TARS associated equipment and sensors.
Contract
is expected to be completed in 2001.

ACC Contracting Squadron, Langley Air Force Base,

State of Texas, Commission for the Blind, Austin, Texas, is
being awarded a $10,169,376.53 firm-fixed-price (Requirements)
contract for full food service, Lackland Air Force Base, Lackland
Training Annex and Camp Bullis, Texas.

Rockwell International, Autonetics & Missile Systems
Division, Anaheim, Calif., is being awarded a $19,100,000.00 cost-
plus-fixed-fee contract for the delivery schedule protection
(DSP) for critical lead time items and support necessary to meet
the proposed Minuteman III
Guidance Replacement Program (GRP) low rate initial production
(LRIP) schedules.
Contract is expected to be completed in
September 1998.

Air Logistics Center, Hill Air Force Base,

Rockwell International Corporation, Communications Systems
Division, Richardson, Texas, is being awarded a $37,716,447.00
cost-plus-fixed-fee/award fee type contract for the Modified
Miniature Receive (MMRT) Program.
The Contractor will add
complex signal processing software and hardware to Government
furnished Miniature Receive Terminal (MRT) equipment, which was
originally designed and produced by Rockwell International.
The
contract will modify 123 Government-furnished Miniature Receive
Terminals (MRT) to provide High Data Rate (HIDAR) VlF/LF command,
control and communication radio reception in the National Command
Authority (NCS) E-4 and E-6 aircraft.
The contract will include
training and peculiar support equipment.
During contract
performance the contractor will design, develop, fabricate,
install, test and qualify a single configuration receiver and
installation equipment tailored for the unique mission
requirements of the E-4 and E-6 aircraft and VERDIN modes 22 and
23 reception capability to the MMRT for the Navy platform
requirements. Contract funds will not expire at the end of the
current fiscal year.
