ARMY
Seair Transport Services, Incorporated*, Bakersfield,
California, was awarded on September 4, 1996 a $8,906,041 firm
fixed price/fixed price requirements contract (subject to
availability of funds) for non-personal services in support of
the U.S. Army Yuma Proving Ground, Yuma, Arizona, for a period of
five years for airfield support to include aircraft maintenance,
air traffic control services, airfield operations and test
support. Work will be performed in Yuma, Arizona, and is
expected to be completed by September 30, 2001. There were 52
bids solicited on June 6, 1996, and 6 bids received. The

CIVIL WORK - NON MILITARY
Kiewit Construction Company, Baltimore, Maryland, is being
awarded $320,000 of a $20,964,500 firm fixed price contract for
work that will consists of , but not limited to, furnishing all
plant, labor, material and equipment necessary to construct
approximately 5,000 linear feet of rubblemound dike; 3,500 lineal
feet of earthen berm; 4,800 lineal feet of sewer line extensions;
and an overflow weir structure. Work will be performed in
Cleveland, Ohio, and is expected to be completed by May 22, 1999.
Contract funds will not expire at the end of the current fiscal
year. There were 282 bids solicited on April 26, 1996, and 3
bids received. The contracting activity is the U.S. Army Corps
of Engineers, Buffalo, New York (DACW49-96-C-0025).
NAVY
Logicon Syscon, Incorporated, San Diego, California, is
being awarded a $9,598,380 indefinite delivery/indefinite
quantity, cost-plus-fixed-fee-pricing contract for the
acquisition of engineering and technical support services for
improvements of multi-media communications under the precepts of
open architecture. This contract contains options which, if
exercised,
would bring the cumulative value of the contract to $24,626,568.
Work will be performed in
San Diego, California, and is expected to be completed by
September 2001. Contract funds
will not expire at the end of the current fiscal year. This
contract was competitively procured with 86 proposals solicited
and one offer received. The Naval Command, Control and Ocean
Surveillance Center Research, Development, Test and Evaluation

Beacon Construction Company, Chicago, Illinois, is being
awarded a $12,705,500 firm-fixed-price contract for construction
of one 2-story medical clinic with over 50,000 square feet, one 1-
story medical clinic with over 25,000 square feet, limited
renovations to an existing building and incidental related work
at the Recruit Training Center Branch Medical Clinics at Great
Lakes, Illinois. Work will be performed in Great Lakes,
Illinois, and is expected to be completed by September 1997.
Contract funds will expire at the end of the current fiscal year.

AIR FORCE
United Technologies Corporation, Stratford, Connecticut, is
being awarded a $5,820,344 firm fixed price contract to provide
for 20 Rotary Wing Blades and 84 Rudder Blades applicable to the
H-53 helicopter. Contract is expected to be completed January
1999. Contract funds will not expire at the end of the current
fiscal year. There was one firm solicited and one proposal
received. Solicitation began February 1996; negotiations were
completed July 1996. Warner Robins Air Logistic Center, Robins

Allison Engine Company, Indianapolis, Indiana, is being
awarded a $5,951,995 firm fixed price contract to provide for
repair and overhaul of the first stage turbine vane on the T56
engine applicable to the C-130 aircraft. This effort will
involve best estimated quantities of 2500 vanes for level one
repair (basic repair) and 1500 vanes for level two repair
(overhaul). The work will be performed at SIFCO Custom Machining
Company, Minneapolis, Minnesota. Contract is expected to be
completed October 1996. Contract funds will not expire at the
end of the current fiscal year. There was one firm solicited and
one proposal received. Solicitation began August 1996;
negotiations were completed August 1996. San Antonio Air
Logistics Center, Kelly Air Force Base, Texas, is the contracting

DTK Company, Redding, California, is being awarded a
$20,000,000 fixed price indefinite quantity contract to provide
for roofing repair services at McClellan Air Force Base,
California. Contract funds will not expire at the end of the
current fiscal year. There were 54 firms solicited and 10
proposal received. Solicitation began February 1996;
negotiations were completed April 1996. Sacramento Air Logistics
Center, McClellan Air Force Base, California, is the contracting

Hughes Missile Systems Company, Tucson, Arizona, is being
awarded an $11,111,355 face value increase to a firm fixed price
contract to provide for restructure of the Advanced Medium Range
Air-to-Air Missile (AMRAAM) Joint Services Depot program.
Specifically, this effort converts the contract from fixed price
incentive to firm fixed price, establishes a delivery schedule
reflecting the shift of initial operational capability from March
1998 to September 1999, incorporates updated technology which
will allow the depot to service AMRAAM-C missiles, provides for
contractor waiver of claims, and procures three Common Test
Stations in support of Navy requirement. Contract is expected to
be completed March 1999. Contract funds will not expire at the
end of the current fiscal year. Aeronautical Systems Center,
Eglin Air Force Base, Florida, is the contracting activity
