DEFENSE LOGISTICS AGENCY
Utilicorp Energy Solutions, Inc., Kansas City, Missouri, was
awarded on September 6, 1996, a $5,167,936 fixed price with
economic price adjustment for direct supply natural gas. One
hundred ninety three proposals were solicited and twelve were
received. Work is expected to be completed by June 30, 1997.
Funds will not expire at the end of the fiscal year. The Defense

September 6, 1996, a $15,000,000 indefinite quantity contract for
hand tools. Thirty three proposals were solicited and seven were

ARMY
TESCO, a joint venture headquartered in Reston, Virginia,
and comprised of DYN Corporation, Reston, Virginia; COMARCO,
Colorado Springs, Colorado; and Electronic Warfare Associates
(EWA) Services, Incorporated, Herndon,Virginia, is being awarded
an increment of a $15,171,521 cost plus award fee contract with a
cumulative total of $65,820,833 (includes 3 options) to provide
nonpersonal services in support of the operational and customer
testing mission of the Test and Experimentation Command (TEXCOM),
Fort Hood, Texas. This support includes maintenance to
government furnished equipment (such as existing test
instrumentation systems, test support vehicles, and generators),
and test operations and logistics support. Work will be
performed at Fort Hood, Texas, and is expected to be completed by
September 30, 2000. Contract is subject to availability of
funds. There were 110 bids solicited on December 4, 1995, and

DEFENSE SPECIAL WEAPONS AGENCY
Science Applications International Corporation (SAIC), San
Diego, California, was awarded on September 6, 1996, a $515,000
increment as part of an $8,555,683 cost plus fixed fee contract
for the Nuclear Capabilities Program (support). This will be the
Defense Special Weapons Agency primary means of support and
expertise for the Office of the Secretary of Defense on the
Department of Defense's nuclear responsibilities and
capabilities, including safety, security, reliability,
operations, force structure, stockpile issues, infrastructure,
and strategic planning. Work will be performed at the SAIC
McLean, Virginia location, and is expected to be completed by
September 31, 2001. Contract funds will not expire at the end of
the current fiscal year. There were 36 bids solicited on June 7,
1996, and one bid was received. The contracting activity is the

Logicon R&D Associates, Los Angeles, California, is being
awarded a $5,246,471 modification to a cost plus award fee
contract for scientific and engineering technical assistance to
the Defense Nuclear Agency (now named the Defense Special Weapons
Agency). Work will be performed in Alexandria, Virginia, and is
expected to be completed by July 31, 1998. Contract funds will
not expire at the end of the current fiscal year. This is a sole
source contract initiated in April 1993 (basic contract). The

AIR FORCE
UNC Johnson Technology, Muskegon, Michigan, was awarded on
September 6, a $55,362,338 firm fixed price contract to provide
for 37,272 (best estimated quantity) nozzle segments applicable
to the F110-100 engine on the F-16 aircraft. Contract is
expected to be completed September 1999. Contract funds will not
expire at the end of the current fiscal year. There were four
firms solicited and three proposals received. Solicitation began
April 1996; negotiations were completed May 1996. This effort
may support foreign military sales to Turkey, Egypt, Greece,
Israel, and/or Bahrain. Oklahoma Air Logistics Center, Tinker
Air Force Base, Oklahoma, is the contracting activity (F34601-
96/D-0594).
Electrospace Systems, Incorporated, Richardson, Texas, was
awarded on September 6, a $228,311,795 requirements (five-year
ordering period) multiple pricing arrangements including fixed-
price level-of-effort, firm fixed price, time and materials and
cost reimbursable. contract to provide for contractor logistics
support for the Command and Control Switching System (CCSS) from
FY 1997 through FY2001. The CCSS provides secure telephone
communications for the
Department of Defense, the White House, North Atlantic Treaty
Organization, and other aencies and organizations. Contract is
expected to be completed September 2001. Contract funds will not
expire at the end of the current fiscal year. There was one firm
solicited and one proposal received. Solicitation began February
1996; negotiations were completed July 1996. Sacramento Air
Logistics Center, McClellan Air Force Base, California, is the
contracting activity (F04606-96/D-0074).
Hughes Training, Incorporated, Arlington, Texas, was awarded
on September 6, a $338,000,000 firm fixed price contract to
provide for maintenance and training devices in support of the F-
16 aircraft. Today the Air Force is also issuing two delivery
orders against this contract for one each Avionics, Flight
Control and Armament Trainers and six Aircrew/Unit Training
Devices. Contract is expected to be completed September 2001.

year. Solicitation began June 1996; negotiations were completed
July 1996. This effort supports foreign military sales to the
Republic of Korea. Aeronautical Systems Center, Wright-Patterson
Air Force Base, Ohio, is the contracting activity (F33657-96/D-

Technical Management Concepts, Incorporated, Beavercreek,
Ohio, was awarded on September 6, a $46,700,000 indefinite
delivery/indefinite quantity contract to provide for research and
development support for the Materials Processing Technology
Initiatives program at the Wright Laboratory, Wright-Patterson
Air Force Base, Ohio. Contract is expected to be completed
September 2006. Contract funds will not expire at the end of the
current fiscal year. There were nine firms solicited and one
proposal received. Solicitation began June 1996; negotiations
were completed August 1996. Wright Laboratory, Wright-Patterson
Air Force Base, Ohio, is the contracting activity (F33615-96/D-
5835).
Lockheed Martin Commercial Launch Services, Incorporated,,
Littleton, Colorado, was awarded on September 6, an $87,600,000
face value increase to a firm fixed price contract to provide for
one Atlas IIAS commercial space launch vehicle. The work will be
performed at Lockheed Martin, Littleon, Colorado (55%), United
Technologies Corporation, West Palm Beach, Florida (25%) and at
various other locations. Contract is expected to be completed
July 1999. Contract funds will not expire at the end of the
current fiscal year. Space and Missile Systems Center, Los
Angeles, California, is the contracting activity (F04701-96/C-
0002, P00001).
NAVY
Parker Hannifin Corporation, Irvine, California, is being
awarded a $7,633,000 firm-fixed-price contract to procure 97
spare trailing edge flap servocylinders used in support of
the F/A-18 aircraft. Work will be performed in Irvine,
California, and is expected to be completed by September 1997.
Contract funds will not expire at the end of the current fiscal
year. This contract was not competitively procured. The
contract combines purchases for the U.S. Navy (94%) and the
Government of Spain (6%) under the Foreign Military Sales (FMS)
Program. The Naval Inventory Control Point, Philadelphia,
Pennsylvania, is the contracting activity (N00383-93-G-001G).
Analytical Systems Engineering Corporation, Burlington,
Massachusetts, is being awarded a $5,979,328 indefinite
delivery/indefinite quantity, cost-plus-fixed-fee contract to
provide configuration and technical data management in support of
Navy surface ship sonar systems, including the AN/SQQ-89(V),
AN/SQR-19, AN/SQQ-28 LAMPS, and AN/SQS-53 B&C. Work will be
performed in Newport, Rhode Island (75%), and Burlington,
Massachusetts (25%), and is expected to be completed by September
2001. Contract funds will not expire at the end of the current
fiscal year. This contract was competitively procured with 100
proposals solicited and four offers received. The Naval
Undersea Warfare Center Detachment, New London, Connecticut, is
the contracting activity (N66604-96-D-0060).
CMS Defense Systems, Incorporated, Titusville, Florida, is
being awarded a $9,830,269 fixed-price contract for production of
the Shoulder-Launched Multipurpose Assault Weapon (SMAW) and the
Common Practice Encased All-Up Round (CPEAR) for the U.S. Marine
Corps. This contract contains options which, if exercised, will
bring the cumulative value
of the contract to $78,179,318. Work will be performed in
Titusville, Florida (10%), and Camden, Arizona (90%), and is
expected to be completed by September 1998. Contract funds will
not expire at the end of the current fiscal year. This contract

by full and open competition with five proposals solicited and
two offers received. The Naval Surface Warfare Center, Dahlgren
Division, Dahlgren, Virginia, is the contracting activity (N00178-
