CONTRACTS
DEFENSE LOGISTICS AGENCY
3M Federal Systems Department, Washington, District of
Columbia, is being awarded a $15,000,000 indefinite quantity
contract for commercial office products; electrical products;
industrial, masking, and packaging tape; and medical surgical
supplies. Thirty three proposals were solicited and seven were
received. Work is expected to be completed by September 9, 1997.
Funds will not expire at the end of the fiscal year. The Defense
Supply Center Richmond, Richmond, Virginia, is the contracting
activity (SPO400-96-D-E006).
S.J. Fuel Company, Inc.*, Brooklyn, New York, is being
awarded a $6,520,500 fixed price with economic price adjustment
for fuel oil #6. Two hundred ten sealed bids were solicited and
fifty eight sealed bids were received. Work will be performed in
New Jersey and is expected to be completed by August 30, 1999.
Funds will not expire at the end of the fiscal year. The Defense
Fuel Supply Center, Fort Belvoir, Virginia, is the contracting
activity (SP0600-96-D-4047).
ARMY
Power Conversion, Incorporated, Elmwood Park, New Jersey, is
being awarded an increment (appropriation number and dollar value
will be issued with each delivery order) of a not-to-exceed,
estimated $223,560,539 firm fixed price, indefinite
delivery/indefinite quantity contract for Next Generation Non-
Rechargeable Rectangular Lithium Batteries for use on various
equipment. Work will be performed in Elmwood Park, New Jersey,
and is expected to be completed by August 22, 2001. There were
ten bids solicited on February 2, 1996, and four bids received.
The contracting activity is the U.S. Army Communications and
Electronics Command, Fort Monmouth, New Jersey (DAAB07-96-D-
G018).
Boeing Defense and Space Group, Seattle, Washington, is
being awarded a $185,000 increment of a $23,099,179 modification
to a cost plus fixed fee/level of effort contract to exercise the
option for continued operation of the Airborne Surveillance
Testbed (AST) for FY97. The acquisition is for the continued
operation of the AST to accomplish necessary
planning, calibration, testing, data collection, and data
reduction to provide infrared data from specific missions which
support resolution of ballistic missile defense issues and
provide
assistance for both ballistic missile defense and strategic
defense element developments. Work
will be performed in Seattle, Washington, and is expected to be
completed by September 30, 1997. Contract funds will not expire
at the end of the current fiscal year. This is a sole source
contract initiated on October 11, 1994. The contracting activity
is the U.S. Army Space and Strategic Defense Command, Huntsville,
Alabama (DASG60-91-C-0146).
NAVY
J. F. Taylor Incorporated, Lexington Park, Maryland, is
being awarded a $9,794,340 cost-plus-award-fee-term contract for
technical and engineering support services in support of the
manned flight simulator test and evaluation facility located at
the Naval Air Warfare Center Aircraft Division, Patuxent River,
Maryland. This contract contains options which, if exercised,
would bring the cumulative value of the contract to $49,990,103.
Work will be performed in Lexington Park, Maryland, and is
expected to be completed by August 1997. Contract funds would
not have expired at the end of the current fiscal year. This
contract was competitively procured by a request for proposals
with 170 proposals solicited and four offers received. The Naval
Air Warfare Center Aircraft Division, Patuxent River, Maryland,
is the contracting activity

AIR FORCE
Honeywell, Incorporated, Clearwater, Florida, is being
awarded a $5,696,108 face value increase to a cost plus fixed fee
contract to provide for FY1997 continuous sustained engineering
and engineering/technical services in support of the Minuteman
and Peacekeeper missile systems. Contract is expected to be
completed October 1999. Contract funds will not expire at the
end of the current fiscal year. Ogden Air Logistics Center,
Ogden Air Force Base, Utah, is the contracting activity (F42610-
95/C-0016).
Raytheon Service Company, Burlington, Massachusetts, is
being awarded a $8,863,577 face value increase to a fixed price
incentive firm target contract to provide for FY1997 maintenance
of various Grounded Instructional Aircraft Trainers. The work
will be performed at Sheppard Air Force Base, Texas (88%) and
various other locations. Contract is expected to be completed
September 1997. Contract funds will not expire at the end of the
current fiscal year. Air Education and Training Command,
Sheppard Air Force Base, Texas, is the contracting activity

UNC Lear Siegler, Incorporated, Oklahoma City, Oklahoma, is
being awarded a $12,305,054 face value increase to a fixed price
incentive firm target contract to provide for aircraft
maintenance and related services from October 1996 through March
1997 for the T-37, T-38 and AT-38B aircraft in support of Euro-
NATO Joint Jet Pilot Training. The work will be performed at
Sheppard Air Force Base, Texas Contract is expected to be
completed March 1997. Contract funds will not expire at the end
of the current fiscal year. Air Education and Training Command,
Sheppard Air Force Base, Texas, is the contracting activity
