CONTRACTS

DEFENSE LOGISTICS AGENCY

Addison Shoe Company, Winne, Arizona, was awarded on September 16, 1996, a maximum $10,460,586 indefinite quantity contract for non-sparking safety boots. Twenty nine proposals were solicited and five were received. Work is expected to be completed by September 1997. The Defense Personnel Support Center, Philadelphia, Pennsylvania, is the contracting activity (SPO100-96-D-4043).

NAVY

Delex Systems Incorporated, Vienna, Virginia, is being awarded a $6,962,544 cost-plus-fixed-fee contract for a Harpoon Embedded Trainer for the Harpoon Weapon System. Work will be performed in Vienna, Virginia, and is expected to be completed by August 1999. Contract funds in the amount of $75,000 will expire at the end of the current fiscal year. This contract was not competitively procured. The contract combines purchases for the U.S. Navy ($2,277,040) and the Governments of United Kingdom ($450,192), Australia ($464,935), Japan, ($636,039), Taiwan ($930,570), Egypt ($840,533), Thailand ($803,185) and Turkey ($733,603), under the Foreign Military Sales (FMS) Program. The Naval Air Systems Command, Arlington, Virginia, the contracting activity (N00383-93-G-001G).

AIR FORCE

Staveley Instruments, Kennewick, Washington, was awarded on September 13 a $5,328,744 firm fixed price contract to provide for 302 (best estimated quantity) Sonic Bond Testers for use on multiple aircraft. These testers are used to detect degraded bonds between layers of composite materials forming aircraft control structures (wings, rudders, ailerons). Contract funds will not expire at the end of the current fiscal year. There were ten firms solicited; one proposal received. Solicitation began February 1996; negotiations were completed August 1996. San Antonio Air Logistics Center, Kelly Air Force Base, Texas, is the contracting activity (F41608-96/D-0606).

Superconductor Technologies, Incorporated, Santa Barbara, California, was awarded on September 13 a $6,073,733 cost plus fixed fee contract to provide for development of line replaceable units for the High Temperature Superconducting Switchable Filterbank. Contract is expected to be completed February 1999. Contract funds will not expire at the end of the current fiscal year. Solicitation began February 1996; negotiations were completed September 2003. Wright Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-96/C-1929).

McDonnell Douglas Corporation, Long Beach, California, was awarded on September 16 an $18,070,000 face value increase to a firm fixed incentive firm contract to provide for the Fourth Evaluation Period (February 1996 - July 1996) Earned Award Fee for performance of the C-17 aircraft production contract. Contract is expected to be completed July 1996. Contract funds will not expire at the end of the current fiscal year. Nortel Federal Systems, Richardson, Texas, was awarded on September 16 a $9,500,000 firm fixed priced and time and material contract to provide for upgrade, expansion, maintenance and relocation support for 45 Digital Telephone Switches located at Government installations worldwide. Contract is expected to be completed March 1997. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited. Solicitation began May 1996; negotiations were complete August 1996. Sacramento Air Logistics Center, McClellan AFB, California, is the contracting activity (F04606-91/D-0123, P00010).

Weston, Incorporated, West Chester, Pennsylvania, was awarded on September 16 a $1,560,000 firm fixed price contract to provide for construction of a twenty acre landfill cap at Arnold AFB, Tennessee. The work will be performed at Roy F. Weston, Incorporated, Norcross, Georgia. Contract is expected to be completed November 1997. Contract funds will not expire at the end of the current fiscal year. There were 103 firms solicited and 16 proposals received. Solicitation began August 1996; negotiations were complete September 1996. University of Dayton Research Institute (UDRI), Dayton, Ohio, was awarded on September 16 a $6,530,000 indefinite delivery/indefinite quantity contract to provide for research

and development to analyze, quantify, and reduce operational and logistical problems associated with aircraft transparency systems (cockpit windows and enclosures). Contract is expected to be completed September 2013. Contract funds will not expire at the end of the current fiscal year. There were 19 firms solicited and one proposal received. Solicitation began May 1996; negotiations were complete August 1996. Wright Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615- 96/D-3400).

CTL Aerospace, Incorporated, Cincinnati, Ohio, was awarded on September 16 a $12,623,487 firm fixed price contract to provide for 184 (best estimated quantity) stator case assemblies applicable to the TF-39 engine on the C-5 aircraft. Contract is expected to be completed October 2000. Contract funds will not expire at the end of the current fiscal year. There were ten firms solicited and two proposals received. Solicitation began December 1995; negotiations were complete July 1996. San Antonio Air Logistics Center, Kelly AFB, Texas, is the contracting activity (F41608-96/D-1014).

UES, Incorporated, Dayton, Ohio, was awarded on September 16 a $14,330,000 cost plus fixed fee contract to provide for exploratory and developmental research in advanced metallics, advanced metallic composites, and ceramic composites. Contract is expected to be completed September 1916. Contract funds will not expire at the end of the current fiscal year. There were 23 firms solicited and two proposals received. Solicitation began April 1996; negotiations were complete August 1996. Wright Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-95/C-5258).

Grumman Aerospace Corporation, Melbourne, Florida, is being awarded a $7,355,228 cost plus fixed fee contract to provide for development, demonstration, and evaluation of sensor technologies for improving theater air defense systems. The work will be performed at Grumman Aerospace, Melbourne, Florida (36%) and Grumman Aerospace, Baltimore, Maryland (67%). Contract is expected to be completed. Contract funds will not expire at the end of the current fiscal year. There were 33 firms solicited and one proposal received. Lockheed Martin Federal Systems Company, Owego, New York, is being awarded a $9,118,380 face value increase to a firm fixed price contract to provide for completion of pre-production tasks for the Replacement Digital Multiplexer (RDMX) modification program in support of the CC-2E computer on the E-3 Airborne Warning and Control System aircraft.. Contract is expected to be completed March 2001. Contract funds will not expire at the end of the current fiscal year. Electronic Systems Center, Hanscom AFB, Massachusetts, is the contracting activity (F19628-95/C- 0012, P00009).

Lockheed Martin Corporation, Colorado Springs, Colorado, is being awarded an $8,805,720 cost plus award fee contract to provide for upgrade of one AN/GSW-T3 (QD) missile maintenance trainers applicable to the Minuteman missile system. Contract is expected to be

completed October 1998. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began January 1996; negotiations were complete August 1996. Ogden Air Logistics Center, Hill AFB, Utah, is the contracting activity (F42610-96/C- 0047).

ARMY

Caddell Construction Company, Incorporated, Montgomery, Alabama, is being awarded an $18,652,000 firm fixed price contract to design/build 140 new Army family housing units, Prichard Place replacement. The project includes demolition, site work, design, asbestos removal, utility/gas range disconnect, waste stream analysis, and salvage. Work will be performed at Fort Knox, Kentucky, and is expected to be completed by March 7, 1999. Contract funds will not expire at the end of the current fiscal year. There was an advertisement in the Commerce Business Daily on April 23, 1996, and four bids were received. The contracting activity is the U.S. Army Corps of Engineers, Louisville, Kentucky (DACA27-96-C-0105).

Technology Development Corporation*, Huntsville, Alabama, is being awarded a $50,000 increment as part of an $18,917,006 cost plus fixed fee/level of effort contract for compact, light-weight CO2 Ladar Tranceiver development. Work will be performed in Huntsville, Alabama, and is expected to be completed by September 15, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on June 18, 1996. The contracting activity is the U.S. Army Space & Strategic Defense Command, Huntsville, Alabama (DASG60-96-C- 0154).

GEC Marconi Electronic Systems Corporation, Wayne, New Jersey, is being awarded a $4,160,278 modification to a potential $16,850,709 firm fixed price contract for 76 AN/ASN-157 Doppler Navigation Sets, warranty, and technical data. Three additional options are included which provide for potential acquisition of additional quantities totalling 207. Work will be performed in Wayne, New Jersey, and is expected to be completed by January 31, 1999. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on May 16, 1996, and one bid was received. The contracting activity is the U.S. Army Communications and Electronics Command, Fort Monmouth, New Jersey (DAAB07-95-C-B277).

CIVIL WORKS - NON MILITARY

Dutra Construction Company, Incorporated, San Rafael, California, is being awarded a $1,454,156 increment as part of a $10,076,776 firm fixed price contract for dredging approximately 2,500,000 cubic yards of material from the Craighill Channel, Ft. McHenry Channel & Brewerton Channel (50 feet deep and 700 feet wide); Cutoff Angle (50 feet deep and 700-1 feet wide); Brewerton Channel Eastern Extension (35 feet deep and 450-600 feet wide); Swan Point Channel (35 feet deep and 600 feet wide); and Tolchester Channel (35 feet deep and 600 feet wide). The material will be dredged by clamshell and scow, hydraulic pipeline, or

hopper dredge and placed in the Hart-Miller Island Containment Facility. Work will be performed in Chesapeake Bay, Maryland, and is expected to be completed by May 22, 1997. Contract funds will not expire at the end of the current fiscal year. There were 14 bids solicited on August 2, 1996, and three bids received. The contracting activity is the U.S. Army Corps of Engineers, Baltimore, Maryland (DACW31-96-C-0079).
