DEFENSE LOGISTICS AGENCY
Global Petroleum Corporation*, Waltham, Massachusetts, is
being awarded a $7,212,340 fixed price with economic price
adjustment contract for fuel oil #5. One hundred ninety three
proposals were solicited and twenty six were received. Work is
to be performed in New York and is expected to be completed by
August 30, 1999. Funds will not expire at the end of the fiscal
year. The Defense Fuel Supply Center, Fort Belvoir, Virginia, is
the contracting activity (SP0600-96-D-4026).
ARMY
Colt's Manufacturing Company, Incorporated*, Hartford,
Connecticut, was awarded on September 18, 1996, a $5,510,617 firm
fixed price contract with a potential value of $8,479,796 (if all
options are exercised), for 9,861 M4 Carbines, 5.56mm and 716
M4A1 Carbines. Work will be performed in Hartford, Connecticut,
and is expected to be completed by April 30, 1998. Contract
funds will not expire at the end of the current fiscal year.
This is a sole source contract initiated on September 6, 1996.
The contracting activity is the U.S. Army Tank-Automotive &
Armaments Command, Rock Island, Illinois (DAAE20-96-C-0391).
Fermont Division, Dynamics Corporation of America,
Bridgeport, Connecticut, is being awarded an $8,288,852 firm
fixed price, indefinite delivery/requirements type contract for
Tactical Quiet Generators Kilowatt(kW) Hertz(Hz) 5kW/60 Hz - 308
each; 10kW/400 Hz - 13 each; and 10kW/60 Hz - 476 each. Of the
total, $221,457 of the generators are for Saudi Arabia. Work
will be performed in Bridgeport, Connecticut, and is expected to
be completed by December 30, 1998. Contract funds will not
expire at the end of the current fiscal year. There were 25 bids
solicited on March 30, 1995, and nine bids were received. The
contracting activity is the U.S. Army Aviation and Troop Command,
St. Louis, Missouri (DAAK01-94-D-0036).
J&J Maintenance, Incorporated, Austin, Texas, is being
awarded a $300,000 increment of $2,000,000 (remaining funds and
appropriations given with each delivery order), as part of a not-
to-exceed cumulative total $20,000,000 firm fixed price contract,
for minor construction/repair of medical facilities. Work will
be performed in Fort Worth, Texas (25%), and at various locations
in the northern half of the United States (75%), and is expected
to be completed by September 30, 2000. Contract funds will not
expire at the end of the current fiscal year. There were 30 bids
solicited on July 8, 1996, and two bids received. The
contracting activity is the U.S. Army Corps of Engineers, Fort
Worth, Texas (DACA63-96-D-0040).
J&J Maintenance, Incorporated, Austin, Texas, is being
awarded a $300,000 increment of $2,000,000 (remaining funds and

Alliant Techsystems, Incorporated, Hopkins, Minnesota, is
being awarded a $26,886,726 modification to a firm fixed price
contract for 11,200 additional M87A1 VOLCANO Canister Assemblies.
Work will be performed in New Brighton, Minnesota (32.88%),
Janesville, Wisconsin (0.83%), Horsham, Pennsylvania (5.60%), and
at various subcontractor locations (60.69%), and is expected to
be completed by March 31, 1998. Contract funds will not expire
at the end of the current fiscal year. This is a sole source
contract initiated in November 1995. The contracting activity is
the U.S. Army Armament, Munitions & Chemical Command, Picatinny
Arsenal, New Jersey (DAAA21-94-C-0090).
Osborne Construction Company, Kirkland, Washington, is being
awarded a $6,339,000 firm fixed price contract for revitalization
of family housing. The project includes complete design and
construction of buildings 4131, 4132, 4135, 4136, 4137, 4138,
4143, 4144, and 4145 inside and outside the 5 foot line, for a
total of 118,080 square feet. Work will be performed at Fort
Wainwright, Alaska, and is expected to be completed by April 8,
1998. Contract funds will not expire at the end of the current
fiscal year. There were 53 bids solicited on June 18, 1996, and
one bid was received. The contracting activity is the U.S. Army
Corps of Engineers, Anchorage, Alaska (DACA85-96-C-0028).
AIR FORCE
United Technologies Corporation, West Palm Beach, Florida,
is being awarded a $176,114,632 face value increase to a firm
fixed price contract to provide for varying quantities of 106
fracture critical components applicable to the F100 engines on
the F-15 and F-16 aircraft. The work will be performed at Untied
Technologies Corporation, East Hartford, Connecticut.
Contract is expected to be completed December 2000. Contract
funds will not expire at the end of the current fiscal year. San
Antonio Air Logistics Center, Kelly Air Force Base, Texas, is the
contracting activity (F41608-94/D-1146, P00005).
J.A. Jones Services, Incorporated, Charlotte, North
Carolina, is being awarded a $9,510,631 cost plus award fee
contract to provide for base operations, maintenance, and
management services in support of Moron and Zaragoza Air Bases,
Spain, from January through September 1997 (phase-in October-
December 1996). The work will be performed at Moron Air Base,
Spain (95%) and various other locations in Spain. Contract is
expected to be completed September 2001. Contract funds will not
expire at the end of the current fiscal year. There were sixty
firms solicited and two proposals received. Solicitation began
January 1996; negotiations were completed July 1996. The United
States Air Forces in Europe (USAFE) Contracting Squadron,
Ramstein Air Base, Germany, is the contracting activity (F61521-
97/C-5000).
Westinghouse Electric Corporation, Baltimore, Maryland, is
being awarded a $8,500,000 face value increase to a time and
material contract to provide for FY1997 sustaining engineering
services for the Offensive Radar System on the B-1B aircraft.
Contract is expected to be completed September 1998. Contract
funds will not expire at the end of the current fiscal year.
Oklahoma City Air Logistics Center, Tinker Air Force Base,
Oklahoma, is the contracting activity (F34601-94/C-0122, P00072).
Grumman Aerospace Corporation, Melbourne, Florida, is being
awarded an $8,260,365 face value increase to a firm fixed price
contract to provide for 2,036 engineering orders in support of
the Joint Surveillance Target Attack Radar System (JSTARS).
These orders will bring the Low Rate Initial Production effort to
concurrence with the production baseline established in Follow-On
Full Scale Development. Contract is expected to be completed
February 1998. Contract funds will not expire at the end of the
current fiscal year. Electronic Systems Center, Hanscom Air
Force Base, Massachusetts, is the contracting activity (F19628-
92/C-0035, P00048).
NAVY
Concurrent Technologies Corporation, Johnstown,
Pennsylvania, is being awarded a
not-to-exceed $25,000,000 cost-plus-fixed-fee, term type,
indefinite delivery, indefinite quantity contract for continued
research under the Electronic Commerce Resource Center Program
entailing developing new technology in electronic commerce and
electronic data interchange
and providing training and consultation services to small and
medium sized enterprises and
DOD activities. This contract contains options which, if
exercised, would bring the cumulative value of this contract to
$125,000,000. Work will be performed in Atlanta, Georgia
(12.5%), Bremerton, Washington (12.5%), Oakland, California
(12.5%), Orange, Texas (12.5%), and Scranton, Pennsylvania
(12.5%), and is expected to be completed by September 1997.
Contract
funds will not expire at the end of the current fiscal year.

Cleveland Advanced Manufacturing Program, Cleveland, Ohio,
is being awarded a not-to-exceed $25,000,000 cost-plus-fixed-fee,
term type, indefinite delivery, indefinite quantity letter
contract for continued research under the Electronic Commerce
Resource Center Program entailing developing new technology in
electronic commerce and electronic data interchange and providing
training and consultation services to small and medium sized
enterprises and DOD activities. This contract contains options
which, if exercised, would bring the cumulative value of this
contract to $125,000,000. Work will be performed in Cleveland,
Ohio (33.6%), Dayton, Ohio (16.6%), Fairfax, Virginia (16.6%),
Palestine, Texas (16.6%), and San Antonio, Texas (16.6%) and is
expected to be completed by September 1997. Contract funds will
not expire
by the end of the current fiscal year. This contract was not
competitively procured. The Fleet Industrial Supply Center
Norfolk Detachment Philadelphia, Pennsylvania, is the contracting
activity (N00140-96-D-3814).
Raytheon Electronic Systems, Bedford, Massachusetts, is
being awarded a $6,583,769 firm-fixed-price contract to procure
1,465 Sidewinder AIM-9M-8/9 Guidance Control Sections; 478 for
the Navy and 987 for the Air Force. Work will be performed in
Tewksbury, Massachusetts (15%), Andover, Massachusetts (70%), and
Quincy, Massachusetts (15%), and
is expected to be completed by June 1999. Contract funds would
not have expired by the end
of the current fiscal year. This contract was competitively
procured with 27 proposals solicited and two offers received.

AIL Systems, Incorporated, Deer Park, New York, is being
awarded a $54,261,693 firm-fixed-price contract for 94 Universal
Exciter Upgrades, integrated logistics support equipment, and
interim spares which will be used to generate the jamming
modulations for the transmitters carried in the Tactical Jamming
System POD on the EA-6B aircraft. Work will be performed in Deer
Park, New York, and is expected to be completed by September
1999. Contract funds in the amount of $15,001,792 will expire by
the end of the current fiscal year. This contract was not
competitively procured. The Naval Air Systems Command,

Northeast Construction Company,* Jacksonville, North
Carolina, is being awarded a $21,533,748 firm-fixed-price
contract for renovations to 415 family housing units at Capehart
Family Housing, Marine Corps Base, Camp Lejeune. Work will be
performed in Jacksonville, North Carolina, and is expected to be
completed by July 1999. Contract funds will not expire by the
end of the current fiscal year. This contract was competitively
procured with 102 proposals solicited and seven offers received.

C.B.C. Enterprises, Incorporated, Norfolk, Virginia, is
being awarded a $9,791,000 firm-fixed-price contract for interior
and exterior repairs and improvements to the existing Wadsworth
Housing Units at Naval Air Station Oceana, Virginia Beach.
