DEFENSE LOGISTICS AGENCY
MAPCO Alaska Petroleum, Inc., Anchorage, Alaska is being
awarded an estimated $13,327,220 fixed price with economic price
adjustment contract for grade JP8 aviation turbine fuel. Two
hundred thirty four proposals were solicited and thirty five were
received. Work will be performed in Memphis, Tennessee and is
expected to be completed by October 30, 1997. Funds will not
expire at the end of the fiscal year. The Defense Fuel Supply

Refinery Holding Company, L.P, Dallas, Texas is being
awarded an estimated $9,542,925 fixed price with economic price
adjustment contract for grade JP8 aviation turbine fuel. Two
hundred thirty four proposals were solicited and thirty five were
received. Work will be performed in El Paso, Texas and is
expected to be completed by October 30, 1997. Funds will not
expire at the end of the fiscal year. The Defense Fuel Supply

BP Oil Company, Cleveland, Ohio is being awarded an
estimated $42,319,311 fixed price with economic price adjustment
contract for grade JP8 aviation turbine fuel. Two hundred thirty
four proposals were solicited and thirty five were received.
Work will be performed in Toledo, Ohio and is expected to be
completed by October 30, 1997. Funds will not expire at the end

Coastal Refining and Marketing, Inc., Houston, Texas is
being awarded an estimated $10,671,113 fixed price with economic
price adjustment contract for grade JP8 aviation turbine fuel.

were received. Work will be performed in Corpus Christi, Texas
and is expected to be completed by October 30, 1997. Funds will

Giant Industries Arizona, Inc., Scottsdale, Arizona is being
awarded an estimated $13,208,000 fixed price with economic price
adjustment contract for grade JP8 aviation turbine fuel. Two
hundred thirty four proposals were solicited and thirty five were
received. Work will be performed in Gallup, New Mexico; and
Bloomfield, New Mexico and is expected to be completed by October
30, 1997. Funds will not expire at the end of the fiscal year.

Chevron USA, San Francisco, California is being awarded an
estimated $202,573,538 fixed price with economic price adjustment
contract for grade JP8 aviation turbine fuel. Two hundred thirty
four proposals were solicited and thirty five were received.
Work will be performed in Salt Lake City, Utah and is expected to
be completed by October 30, 1997. Funds will not expire at the

AIR FORCE
Brown Builders, Incorporated, Bossier City, Louisiana, is
being awarded a $9,456,853 firm fixed price contract to provide
for construction of off-site utility upgrades and design and
construction of 48 units of military family housing at Barksdale
Air Force Base, Louisiana. Contract is expected to be completed
January 1998. Contract funds will not expire at the end of the
current fiscal year. There were 121 firms solicited and 2
proposals received. Solicitation began April 1996; negotiations
were completed August 1996. The 2nd Contracting Squadron,
Barksdale Air Force Base, Louisiana, is the contracting activity

Raytheon Aircraft Company, Wichita, Kansas, is being awarded
a $31,071,973 face value increase to a fixed price incentive
contract to provide for six Joint Primary Aircraft Training
System (JPATS) aircraft. Contract is expected to be completed
July 1999. Contract funds will not expire at the end of the
current fiscal year. Aeronautical Systems Center, Wright-
Patterson Air Force Base, Ohio, is the contracting activity

Rockwell International Corporation, Cedar Rapids, Iowa, is
being awarded a $5,415,133 face value increase to a firm fixed
price contract to provide for eight Class 2/2H Terminals
applicable to the Joint Tactical Information Distribution System
(JTIDS), and ten Shop Replaceable Unit Built-In Test Retrofit
Kits applicable thereto. Contract is expected to be completed
January 1999. Contract funds will not expire at the end of the
current fiscal year. Electronic Systems Center, Hanscom Air
Force Base, Massachusetts, is the contracting activity (F19628-
95/C-0055, P00011).
Lockheed Technical Operations Company, Incorporated,
Sunnyvale, California, is being awarded a $5,717,300 face value
increase to a cost plus award fee contract to provide for FY1997
Development Test and Evaluation support for space and ground
systems, technical support for readiness and launch activities,
and space test and evaluation operations planning. The work will
be performed by Lockheed at its facilities in Sunnyvale,
California (46%) and Albuquerque, New Mexico (46%) and at other
locations. Contract is expected to be completed September 1997.
Contract funds will not expire at the end of the current fiscal
year. Space and Missile Systems Center, Onizuka Air Station,
California, is the contracting activity (F04690-92, C-0529,

NAVY
Bell Constructors, Incorporated, Rochester, New York, is
being awarded a $11,396,300 firm-fixed-price contract for
renovations, construction and additions to F/A-18D support
facilities at the Marine Corps Air Station, Beaufort, South
Carolina. Work will be performed in Beaufort, South Carolina,
and is expected to be completed by May 1998. Contract funds will
not expire at the end of the current fiscal year. This contract
was originally competitively procured with 25 proposals solicited
and four offers received. All proposals were unreasonable and
the contract was converted to a negotiated procurement with four
proposals solicited and four offers received. The Naval
Facilities Engineering Command, Southern Division, Charleston,
South Carolina, is the contracting activity (N62467-94-C-1142).
Lockheed Martin, Government Electronics Systems Division,
Moorestown, New Jersey, is being awarded a $14,005,894
modification to previously awarded contract N60921-93-C-A028 to
exercise an option to provide continuing lifetime support
engineering for AEGIS Combat System and AEGIS Weapon System
through September 1997 providing periodic upgrades to avoid
obsolescence of earlier constructed AEGIS Cruisers and
Destroyers. This contract will bring the total value of all
contract options exercised to $58,345,543. Work will be
performed in Moorestown, New Jersey and is expected to be
completed by September 1997. Contract funds will not expire at
the end of the current fiscal year. The Naval Surface Warfare
Center, Dahlgren, Virginia, is the contracting activity.
ARMY
TESCO, a joint venture headquarted in Reston, Virginia, and
comprised of DYN Corporation, Albuquerque, New Mexico; COMARCO,
Anaheim, California; and Electronic Warfare Associates, Vienna,
Virginia was awarded on September 16, 1996, an increment as part
of a $600,000 modification to a $89,681,431.93 cost plus fixed
fee contract to provide nonpersonal services in support of the
operational and customer testing mission of the Operational Test
and Evaluation Command, (TEXCOM), Fort Bliss, Texas . This
support includes maintenance to government furnished equipment
(such as existing test instrumentation systems, test support
vehicles, and generators), test operations, technical threat
support and logistics support. Work will be performed at Fort
Bliss, Texas, and is expected to be completed by March 31, 1997.
Contract subject to availability of funds. This was a broad
agency announcement in the Commerce Business Daily on August 7,
1992 and 3 bids were received. The contracting activity is the
U.S. Army OPTEC Contracting Activity, Fort Hood , Texas (DATM01-
92-C-0002).
Day and Zimmerman Incorporated, Parsons, Kansas, is being
awarded a $5,309,208.85 firm fixed price contract for
demiliterization of 23,705 rounds, of 155mm/8 improved
conventional munitions (ICM). Work will be performed in Parsons,
Kansas, and is expected to be completed by February 28, 1998.
Contract funds will not expire at the end of the current fiscal
year. There were 55 bids solicited on April 10, 1996, and 3 bids
received. The contracting activity is the U.S. Army Armament,
Munitions and Chemical Command, Rock Island, Illinois (DAAA09-96-
C-0130).
Gill Construction Company*, Kansas City, Missouri, is being
awarded a $6,594,886 firm fixed price contract for construction
of a 44,200 square foot 600 member USARC training center. Work
will be performed in Topeka, Kansas, and is expected to be
completed by December 29, 1997. Of the total contract funds,
$448,534 will expire at the end of the current fiscal year. This
was a broad agency announcement in the Commerce Business Daily on
June 28, 1996 and 8 bids were received. The contracting activity
is the U.S. Army Corps of Engineers, Kansas City, Missouri
(DACA41-96-C-0085).
CIVIL WORKS - NON MILITARY
Fletcher General, Incorporated, Seattle, Washington, is
being awarded a $7,599,800 firm fixed price contract to construct
flow deflectors at John Day Lock and Dam. Work will be performed
in Rufus,** Oregon, and is expected to be completed by December
31, 1998. Contract funds will not expire at the end of the
current fiscal year. There were 45 bids solicited on July 26,
1996, and 5 bids received. The contracting activity is the U.S.
Army Corps of Engineers, Portland, Oregon (DACW57-96-C-0050).
