DEFENSE COMMISSARY AGENCY
Smithfield Packing Company of Smithfield, Va., is being
awarded a $9,024,071.93 Indefinite Quantity type contract to
provide various pork products in commissaries located in DeCA's
Southern Region. Work will be performed at Smithfield, Va., with
deliveries of pork products to DeCA's Southern Region
commissaries with a contract completion date of Nov. 30, 1997.
Contract funds will not expire at the end of the current fiscal
year. Twenty-six firms were solicited and seven bids were
received. The Defense Commissary Agency, Hopewell, Va., is the
contracting activity (DeCA-97-D0003).
Monfort, Inc., of Greeley, Colo., is being a $13,760,862.18
Indefinite Quantity type contract to provide various pork
products in commissaries located in DeCA's Midwest Region. Work
will be performed at Worthington, Mich., with deliveries of pork
products to DeCA's Midwest Region commissaries with a contract
completion date of Nov. 30, 1997. Contract funds will not expire
at the end of the current fiscal year. Twenty-six firms were
solicited and seven bids were received. The Defense Commissary
Agency, Hopewell, Va., is the contracting activity (DeCA-97-D-

DEFENSE LOGISTICS AGENCY
Colonial Healthcare Supply Co., Lake Zurich, Ill., is being
awarded a $9,073,000 firm fixed price contract for medical/
surgical supplies under the Prime Vendor Medical/Surgical
program. Work will be performed in Lake Zurich, Ill., and
Cincinnati, Ohio, and is expected to be completed by Nov. 28,
1997. The Defense Personnel Support Center, Philadelphia, Pa.,
is the contracting activity (SP0200-96-D-7111).

AIR FORCE
McDonnell Douglas Corporation, St. Louis, Mo., was awarded
on Nov. 13, 1996, a $6,800,818 cost plus award fee contract to
provide for Engineering and Manufacturing Development of the
Joint Modeling and Simulation Systems (JMASS). JMASS is a
simulation tool that will be used in threat analysis. Contract
is expected to be completed April 1999. Contract funds will not
expire at the end of the current fiscal year. At this time,
$2,645,000 of the contract funds have been obligated. There was
one firm solicited and one proposal received. Solicitation began
August 1996; negotiations were complete October 1996.
Aeronautical Systems Center, Wright-Patterson Air Force Base,
Ohio, is the contracting activity (F33657-96/C-0011).
Lockheed Martin System Manufacturing Company, Yonkers, NY,
was awarded on Nov. 13, 1996, a $9,444,680 face value increase
to a firm fixed price contract to provide for integration,
logistics, engineering, test, and software support for Lot VII of
the AN/ALR-56M Advanced Radar Warning receiver applicable to the
F-16 aircraft. Contract is expected to be completed September
1997. Contract funds will not expire at the end of the current
fiscal year. This effort supports foreign military sales to the
Republic of Taiwan. Aeronautical Systems Center, Wright-Patterson
Air Force Base, Ohio, is the contracting activity (F33657-93/C-
0020, P00021).
McDonnell Douglas Training System, St. Louis, Mo., was
awarded on Nov. 13, 1996, a $10,487,621 face value increase to a
firm fixed price contract to provide for FY 1997 Operation and
Maintenance of the Aircrew Training System for the C-17 aircraft.
The work will be performed at Altus AFB, Okla. (67%) and various
other locations. Contract is expected to be completed September
1997. Contract funds will not expire at the end of the current
fiscal year. Aeronautical Systems Center, Wright-Patterson Air
Force Base, Ohio, is the contracting activity (F33657-88/C-0029,
P00075).
R & R International, Incorporated, Akron, Ohio, was awarded
on Nov. 13, 1996, a $10,000,000 indefinite quantity/indefinite
delivery contract to provide for the Simplified Acquisition of
Base Engineering Requirements (SABER) for McGuire Air Force Base,
N.J.. These requirements will be non-complex maintenance and
repair tasks. Funds will be obligated as individual delivery
orders are issued. At this time, $500,000 of the contract funds
have been obligated. Contract is expected to be completed
November 1997. Contract funds will not expire at the end of the
current fiscal year. There were 93 firms solicited and 11
proposals received. Solicitation began February 1996;
negotiations were complete April 1996. The 305th Contracting
Squadron, McGuire AFB, NJ, is the contracting activity (F28609-
97/D0002).
Northrop Grumman Corporation, Pico Rivera, Calif., is being
awarded a $50,450,145 firm fixed price contract to provide for
one shipset of radar line replaceable units (LRUs) applicable to
the B-2 aircraft. These LRUs will be used by the Weapon System
Support Center Software Laboratory, Tinker AFB, Okla., in
designing software maintenance programs. The
work will be performed at Hughes Aircraft Company, El Segundo,
Calif. (78%) and at other locations. Contract is expected to be
completed October 1999. Contract funds will not expire at the
end of the current fiscal year. Oklahoma City Air Logistics
Center, Tinker AFB, Okla., is the contracting activity (F34601-
95/C-0694, P00009).
NAVY
Lockheed-Martin Aircraft Center, Greenville, S.C., is being
awarded a $18,743,934
requirements type contract for the depot maintenance support for
Navy and Air Force C-9/DC-9 aircraft. Work will be performed in
Greenville, S.C., and is expected to be completed by January
1997. Contract funds in the amount of $15,650,000 would have
expired at the end of the current fiscal year. This contract was
competitively procured with 60 proposals solicited and four
offers received. The Naval Air Systems Command, Arlington, Va.,
is the contracting activity (N00019-97-D-2003).
Advanced Communications Systems Incorporated, Fairfax, Va.,
is being awarded a $7,992,223 modification to previously awarded
contract N00039-96-C-0097 for management and program support
services for the Joint Maritime Communications System Program
Office. Work will be performed in Arlington, Va., and is
expected to be completed by November 1997. Contract funds in the
amount of $919,750 will expire at the end of the current fiscal
year. This contract was competitively procured by a Request for
Proposal (RFP) made available on the SPAWAR Bulletin Board for
all interested parties and two offers were received. The Space
and Naval Warfare Systems Command, Arlington, Va., is the
contracting activity.
McDonnell Douglas Aerospace, St. Louis, Mo., is being
awarded a $5,138,247 firm-fixed-price contract for Ordnance
Alteration Kits (ORDALTs) for HARPOON Launch Systems. Work will
be performed in St. Louis, Mo. (50%), and San Diego, Calif.
(50%), and is expected to be completed by September 1998.
Contract funds would not have expired at the end of the current
fiscal year. This contract combines purchases for the United
Kingdom (75%), South Korea (21%), Canada (2%), and Australia
(2%), under the Foreign Military Sales (FMS) Program. This
contract was not competitively procured. The Naval Air Systems
Command, Arlington, Va., is the contracting activity (N00019-96-C-
0003).
Bell Helicopter Textron, Incorporated, Fort Worth, Texas, is
being awarded a $310,000,000 cost-plus-fixed-fee contract for the
design, development, fabrication, installation, test, and
delivery of three engineering development model AH-1W SuperCobra
Upgrade Aircraft. Work will be performed in Fort Worth, Texas,
and is expected to be completed by September 2003. Contract
funds would not have expired at the end of the current fiscal
year. This contract was not competitively procured. The Naval
Air Systems Command, Arlington, Va., is the contracting activity
